The Legislature is one of the three arms of government namely Executive,Judiciary,and the legislature;

The legislature of a state is empowered by the constitution of the federal republic of Nigeria to “make laws for the peace,order and good government of the state or any part thereof’’ The legislature also exercises “oversight ‘’ over the other arms of government and appropriates all monies for the projects,programmesand functions of all arms of government.

About us

The legislature is first of the three arms of government in democracy; others are the Executive and the Judiciary.

The constitution of the federal republic of Nigeria empowers state legislature to;

Make laws “for the peace,order, and good government of the state’’

Appropriates all funds(income,revenues and expenditures)necessary for projects, programmes and all recurrent activities of all arms of government.

Exercises Oversight over policies,incomes,revenues and expenditure as well as project,programmes and functions of all arms of government.

Representative functions:(collating and presenting the views,cares,worries,needs and aspiration of their constituents)

Investigative functions(quasi judiciary).public petitions are investigated; mediation,reconciliation and positions are taken as appropriate.

The legislature exercises wide investigative powers and can call the highest executive and judicial officers to appear before it to answer/testify on any issues of public concerns and interest.

THE ADMINISTRATIVE STRUCTURES OF THE KADUNA STATE LEGISLATURE

Political:

The speaker is the overall political Head of the Legislature:he is supported by principal officers namely:Deputy Speaker,majority leader,chief whip,minority leader,minority whip.

Administration:

The administrative leadership is headed by the clerk to the legislature.

The clerk is the head of the legislative service; the Deputy clerk is the chief administrative officer of the office of the clerk.

There are six department headed by Directors as follows.

  2. Legislative Drafting Department-DLD
  3. Department of publications(Hansard)-D.0.P
  4. Department of Budget, Planning, Research Statistics-DBPRS
  5. Department of finance and Accounts-DFA
  6. Department of Administration and Supply-DAS

Office of the clerk:

The office of the clerk is the engine room that drives all the political and administrative functions of the legislature. It acts as the interface between the legislature and all other arms and tiers of government within the state,nationally and internationally. What we do

THE FUNCTIONS OF THE DEPARTMENT OF BUDGET,PLANNING,RESEARCHSTATISTICS.

INTRODUCTION:

The department is a service arm that provides technical support and information services to the legislature, its various committees and Departments as need arises. Its services are utilized by Researchers,Members of the public and other Stakeholders. The Department is divided into 3 units namely:Budget and Planning,Library,Research and Statistics.

BUDGET & PLANNING UNIT:

  1. Provides information and Budget analysis to members,standing committee in particular.
  2. Provides technical support to Legislature during Budget defence exercise at committee and appropriation level.
  3. To provide information to and other stakeholders on performances of Budget
  4. Studies Micro and Macro-economic indicators as they affect the Budget e.g deficit,inflation,employment.
  5. Budget analysis; seek to break down the Budget to examine its component parts from different analysis,issues,sectors,group,e.t.c
  6. The unit is to assist Hon. Members in their oversight function by making available to them information on any project that is been executed by MDAs and Local Governments.

REFERENCE LIBRARY

Library is a collection of books and other information materials made available to people

for reading,study or reference purpose.The word library collections have almost always contained a variety of materials.Contemporary libraries maintain collections that include not only printed material such as manuscripts,books,Newspapers Magazines, but also Art reproductions,films,sound and video recordings, maps photographs, microfiches, C.D-ROMs computer software, Online data base and other media.

RESEARCH AND STATISTICS

This unit conducts the research on any subject if so desired for Legislative purposes. Specific investigation into subject of interest could include employment in public and private sectors. The distribution of commodities of special interest like fertilizer, performances of students in examination enrolment figures, distribution by areas of health facilities. e. t. c.

The statistics unit has well trained statisticians who can collate large volumes of statistical data and analyze the same for use in Legislative debates and to support specific positions being advocated for special attention.

INTERNET CONNECTIVITY

The House of assembly has attempted unsuccessfully to install internet facility to complement its library services. However this position will soon be a thing of past and the management is working with the ministry of science and technology to overcome this challenge.
