Policing in Kelsey: Budget Reduction Action Plan

Review the City of Kelsey under the Government tab of the Virtual Organization site. Access the public records of Kelsey under the City Government to familiarize yourself with the city’s budget, financial report and police department data (crime statistics, citizen survey results, strategic plan).

Review the following scenario:

You serve as the current Chief of Police, reporting directly to the mayor of the City of Kelsey and recently you have been getting numerous complaints from citizens and community activists regarding crime increases in the city. Media coverage regarding certain high profile crimes that have taken place in the City of Kelsey have compounded the matter. In addition, Uniform Crime Report (UCR) statistics reflect near double digit increases in both persons and property crimes. The public demands more police officers to patrol the community and address the exponentially growing “crime wave”. The population of Kelsey has grown and the current city administration has been slow to address pressing needs, thereby, creating an opportunity for the criminal element to thrive.

The federal government has reduced the federal pass-through money for the state, and you are pressed to revamp the budget for the coming year. In addition to the limited budget, there has been a recent budgetary reform at the federal level, which has put additional pressure on local police agencies to use the federal money before it expires. The state’s Chief of Police Association is lobbying the state for a 15% public safety tax for a temporary 3-year period to make up the deficit. The state legislature and local governments are wary of adding any additional new taxes on citizens. In addition, the state’s Sierra Club organization is putting pressure on state and local government to hire less police officers, build more prisons, and develop the state’s infrastructure.

The mayor has pointed out that the likelihood of getting any increase in tax money from the state is slim. The mayor has called a meeting with City budget staff along with you and your Command staff to address the preceding issues and come up with a solution that is politically feasible. In the meeting, the mayor reminds the group that if he or she is not re-elected, the new incumbent will replace their jobs.

Research your local police department budget, sample COMPSTAT, and citizen survey results reports as necessary to gather information and data for this assignment. Develop an Action plan that will address the rising crime levels.

Create a 7- to 10-slide Microsoft® PowerPoint® presentation with detailed speaker notes that details the following:

·  Identify ethical issues you need to address in the scenario.

·  Explain how the chosen budgeting approach will address the crime issue.
