Regular Meeting of the Village of McLean held the 11th day of May2016

Present:Mayor Mark Towers, Councilors: James Potter, Jamie Torry, Admin. Nadine Jensen.

Call to Order: Mayor Towers called the meeting to order at 7:25 pm.

Agenda:

061/2016–Clr. Torry: moved the agenda be adoptedas presented.

Minutes:

062/2016 – Clr. Potter: moved the minutes of the Regular meeting held Apr 13/16 be adopted as presented.

Delegation #1 - John Puff was given the floor at 7:25 pm. John requested that the ditch in front of his house be opened better, so that the water will run.

063/2016 –Mayor Towers: moved that Schaeffer’s Trenching be hired to clean out the ditch in front of 133 Lillis, so that the water will continue to run west.

Delegation #2 -Jim Schaeffer was given the floor at 7:47 pm.

- 1. Jim asked council if council would like to be involved in an event to hand out the $25,000 lottery in Poplar Place, to take place July or August of this year. (Could be used as fundraiser)

- 2. Jim also asked if the Village would like to purchase 30 – 36 yards of reclaim from the RM 157 at cost, to repair the pot holes on Main St. Jim will obtain a price to oil the reclaim.

064/2016 – Clr. Potter: Reclaim purchase –moved

WHEREAS Main St. north of the CP tracks has reclaim on it, that has developed pot holes

AND WHEREAS the RM of South QuAppelle is willing to sell us 30 – 36 yards of reclaim for cost ($10.00/ton)

AND WHEREAS Jim Schaeffer advised that he will apply & grade the reclaimat no charge

BE IT RESOLVED that Village of McLean proceed to purchase the reclaim from the RM of South Qu’Appelle, and have Jim Schaeffer apply the reclaim to Main St. north of the CP tracks.

065/2016 – Mayor Towers:Dry Grad donation –moved

WHEREAS the Balgonie Dry Grad Committee has requested a donation from the Village of McLean

BE IT RESOLVED that council has determined not to give a cash donation.

066/2016 – Clr. Torry: Easement at 112 Railway –moved

WHEREAS there is a frost boil on the street in front of 112 Railway Ave and the owner warned that he will repair it and send the bill to the Village of McLean.

BE IT RESOLVED that the owner be advised that he is not allowed to do repairs to any Village street without authorization from the Village.

067/2016 – Clr. Torry: Running at Large Cats- moved

WHEREAS there has been several complaints about cats running at large in the Village of McLean

BE IT RESOLVED that the Animal Control Officer be notified and made aware, and letters be sent to cat owners.

069/2016 – Clr. Torry: Back up Water Op.- moved

WHEREAS Cliff Ebenal has not obtained the necessary classes to keep his Certified Water operator certificate,

AND WHEREAS the Village needsa backup water operator,

BE IT RESOLVED that the keys for the pump house be obtainedfrom Cliff Ebenal.

New/Old Business:

070/2016 – Clr. Potter: Village Fire Truck Sponsors- moved

WHEREAS the McLean Volunteer Fire Dept. has requested permission to place commercial advertising stickers on the Village Fire truck, in recognition of cash donations.

AND WHEREAS the Provincial EMFS advises that there is no provincial regulation to stop the Village from doing so

BE IT RESOLVED that the Village of McLean council approves, and advises the Volunteer Fire Dept. too proceed if they so desire.

071/2016 – Clr. Torry:Res-Q Tube donation - moved

WHEREAS the town of QuAppelle volunteer fire dept. has requested a donation towards the purchase of a Res-Q Tube to be used during Grain Entrapment,

AND WHEREAS it is felt that if someone is trapped in grain, there wouldn’t be enough time to get the Res-Q Tube on location in our area,

BE IT RESOLVED that the Village of McLean will not donate towards QuAppelle Volunteer Fire Dept purchasing a Res-Q Tube.

072/2016 – Clr. Potter: Canada Revenue Agency (CRA) signing authority – moved

WHEREAS the CRA still has the previous administrator listed as the person with signing authority for the Village of McLean

BE IT RESOLVED that the CRA list Nadine Jensen, Administrator &/or Shantell Wagman, Assistant Administrator as the Village of McLean representatives for any information required, for the purpose of any files opened or to be opened in regard to the Village of McLean, including signing authority.

073/2016 – Clr. Torry: Prairieland Paving - moved

WHEREAS it is time to clean Main Street, and fill any cracks that have developed on Main St.

BE IT RESOLVED that Prairieland Paving be hired to clean and fill cracks on Main Street, prior to Sports day.

074/2016 – Clr. Potter: Vinoridge increase # of cattle request – moved

WHEREAS Vinoridge Farm is requesting approval from the Village of McLean to water up to 150 more animals ranging in age from 3 months to 2 years of age, at the present dairy farm located just south of Winter Road East,

AND WHEREAS Bylaw No. 4/15 would need to have the rates for water amended to add rates for: 235 – 350 head charge $750.00 per month, and 350 – 500 head charge $1,000 per month

AND WHEREAS approval from the Saskatchewan Municipal Board would be required for said amendment to Bylaw No. 4/15

BE IT RESOLVED that council approves to supply increased water to Vinoridge Farms, pending Sask Municipal Board approval.

075/2016 – Clr. Potter:Animal Control Officer- moved

WHEREAS part of the duties of the Animal Control Officer may include taking an animal to the Regina Humane Society

BE IT RESOVED that if required to make the trip, the Animal Control Officer be paid $75.00 per trip.

076/2016 – Clr. Torry: Sumassure Agreement– moved

WHEREAS at the Sumassure annual meeting held during SUMA Convention, Sumassure put forward some changes to be voted on

AND WHEREAS Sumassure has forwarded an agreement to those members not in attendance at the Suma Convention called Amended and Restated Sumassure Insurance Reciprocal Exchange Agreement made as of April 2016,

AND WHEREAS council agrees with the changes they have suggested

BE IT RESOLVED that council approve the changes by signing the said agreement, and returning it to Sumassure.

077/2016 – Clr. Torry: Accounts Payable – moved the Accounts Payable be paid as presented. ($16,368.81)

078/2016 – Clr. Potter:Speed Bumps – moved that administration obtain a cost to have the permanent speed bumps on Main St. removed.
