DISASTER PLAN

PROCEDURES

Catastrophic Emergency Procedure

Initiate by public address system or personal contact by building administrator in charge.

The following procedure is to be used if it is determined by the building administrator that a catastrophic emergency exists in Inola Schools. In order to deal with a situation of this nature, it is imperative that each employee be aware of the procedure and follows it. While we currently have detailed fire and tornado procedure, it is essential we have a procedure such as this that will encompass other possible emergencies as well as provide further procedure incase of massive injury or even fatality resulting from fire or tornado. Other emergencies that would be considered catastrophic might be a dangerous chemical spill near the school or an individual or group threatening or attacking school students or employees.

  1. Should a teacher become aware of a possible or actual situation that might be considered catastrophic in nature, the teacher should notify the building administrator immediately, in writing if time permits, and await further instructions. You will be notified as described above. Above all else, emphasize calmness and order during the situation especially when around and dealing with students. It is best not to panic or to cause those around you to panic when emotions could be very high. The building administrator in charge will advise you what to do. Your primary concern should be to control and account for your students. DO NOT release any of your students to anyone nor allow them to leave without express permission from the administrator in charge. If you have no students at the time, report to the office for instructions.
  2. Teachers are to report, in writing if time permits, a list of injuries, if any, to the office. You should not release any information to anyone else. It is essential to centralize information and release it from one source to avoid rumor and unnecessary panic. A designated response person will release information.
  3. The administrator in charge upon becoming aware of a possible or actual catastrophic emergency situation will investigate and evaluate the situation immediately and determine the next step.
  4. Should a catastrophic emergency be determined to exist, the administrator in charge shall:
  1. Notify the Superintendent’s office of the situation (543-3100 ext. 1)
  2. Utilizing the public announcement system evaluate students, if necessary, to one of the following locations depending upon the safety and/or best interest of those concerned:
  1. Outside- using fire alarm procedure
  2. Into the hall- using tornado procedure
  3. Into gymnasium- using P.A. or verbal
  4. To northeast corner of campus- using P.A. or verbal (H.S./M.S.)
  5. To front of school to load bus- using P.A. or verbal (H.S.)
  6. To FirstBaptistChurch by bus or foot- using P.A. or verbal (H.S./ M.S.)
  7. To soccer field south of school- using P.A. or verbal (H.S./M.S.)
  8. To west end of football stadium (Elem)
  9. To east end of baseball field (Elem)
  10. To other locations as situation might dictate (Elem/M.S./H.S.)

  1. All traffic on and off school grounds will cease except for emergency vehicles. The building administrator will designate a school employee to stop all traffic on and off school property except for emergency vehicles and authorities.
  2. All communications for public information will go through the Superintendent’s office.
  3. Catastrophic emergency procedure will remain in effect until the Superintendent or his designated official determines the condition no longer exists.
  4. Individual and group counseling services will be available afterwards if determined beneficial.

FIRE:

In the event of a fire anywhere in the building, the first person discovering the fire will notify all other personnel in the building by yelling in a load and clear voice, “Fire- evacuate the building!” This person will insure that every office hears and understands the warning and then exits the building. If students are present in the wrestling room or weight room, insure that they are notified and evacuated. When it can be safely done, or if a cellular telephone is available, the Inola Fire department will be notified by calling 543-2411 and the Inola Police Department at 543-8288. Once outside the building and in a safe area, personnel shall determine if anyone might still be inside the building and be prepared to inform the Fire Department upon their arrival. TORNADO:

While under severe weather warning issued by the National Weather Service, a radio will be turned on and loud enough to be heard by building occupants. In the event of a tornado or severe thunderstorm, all occupants, including students, will move to the center hallway, away from any glass doors or windows. If possible, a cellular telephone will be taken to the hallway to be used in case of injury or damage. (See policy CKC-R2)

BOMB THREAT:

If a caller makes a bomb threat, follow the procedure of the Inola Policy and Procedure Manual. Immediately notify the Police Department at 543-8288 and, if the suspected bomb is in the AdministrationBuilding, evacuate the building by announcing in a load clear voice, “Evacuate the building!” Insure that all personnel have evacuated the building. Notify the Superintendent as soon as possible. (See policy CKCB)

PERSONAL THREATS:

In the event of a threat to any individual or to school property by someone inside the AdministrationBuilding, the Inola Police Department will be notified at 434-8288. Insure that the Police Department understands the nature of the threat includes any type of weapon. Evacuate as many people as possible depending upon situation.

After evacuating the building, move to the Inola Police Department Office and follow the instructions of the police. If students are present, immediately move them to safety.

TRAIN DERAILMENT/ CHEMICAL SPILL:

In the event of a major train derailment where there is a chance of fire, explosion, or chemical spill, all personnel will be notified. Due to the possible danger of chemical fumes, windows and doors will be closed and everyone will stay inside directed otherwise. The Inola Police or Fire Departments, Highway Patrol and/or the Rogers County Civil Defense will be called to ask for evacuation instructions. Students will be gathered together in a central location and prepared to move out of the building upon instructions. The building will be evacuated according to instructions given by police or other informed authorities.

PRESS RELEASE:

In order to insure accuracy and timeliness, all information concerning catastrophic incidents will come from the Superintendent or his/her designated representative.
