Background

The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.

Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.

CRS Egypt currently holds a main office in Cairo, and sub-offices in Maadi and Mohandessin.

Livelihood Service Initiative (LSI) is funded by UNHCR and implemented by CRS-Egypt. The project provides support 3259 job seekers and entrepreneurs through a variety of economic services, including: individual economic assessments; training; job matching; micro-finance linkages;. The exact “map” of services will differ for each individual and will be established through an individual economic assessment. Livelihoods social counselors charged with conducting the assessment, facilitating service provision, and providing follow-up will facilitate this process.

CRS has received additional fund from US Government through Bureau of People, Refugees, and Migration (BPRM) to support the micro-grants component of LSI. These micro-grants aim at supporting refugees with entrepreneurship skills to start small project for generating income along with package of financial and business capacity building programs. The total direct beneficiaries of the grants are 422refugees.

Job Summary

·  The Deputy Manager will assume responsibility of running delegated operations of the awarded project and some daily project staff operations.

·  Under the supervision and guidance of the Program Manager and supported by project staff working on this project, the Deputy Manager will be responsible for management, implementation of some project activities that will be delegated and coordinated with the Program Manager

·  For delegated operation, the Deputy Manager will follow up, co-ordinate with the project team, and maintaining relationships with other program staff in CP to make sure the tasks are successfully implemented.

Specific Responsibilities

The incumbent will carry out the following functional areas:

Program Quality and Management:

·  Oversee specific project activities as indicated in the proposal such as successful implementation, M&E, financial, programmatic, and staffing responsibilities, as agreed with the CRS CP management.

·  Serve as internal point of contact for the project operation, and provide technical leadership in running the delegated daily operations.

·  Support the Program manager in leading the execution of project activities as assigned/Delegated to fulfill high quality performance targets through ensuring adherence to technical standards, best practices and donor guidelines.

·  Identify technical assistant needs for CRS and partners and support in developing SOWs whenever needed.

·  Provide up-to-date documentation related to project progress, monitoring and implementation.

General Programming:

·  Actively participate in the design and implementation of CRS projects, as needed and instructed by senior management.

·  Participate in information sharing and transferring skills and knowledge within the CP when appropriate, and collaborate with other division managers to ensure sound communication with partners and project activities are implemented in all its cycles

·  Provide support to other peers in the CP as needed.

Partners’ Capacity Building:

·  Mobilize and suggest local actors for inclusion in the project, and maintain external relationships that will be beneficial to the project

·  Establish and maintain excellent collaborative working relationships with local partners, serving as the main contact person between the next level management and the local partner by providing regular updates and maintaining field reports.

·  Support local partner in organization, set-up and functioning, including here work plans, project implementation plans, technical assistance, monitoring and evaluation plans, and budget management, such as advances and liquidations for implementing partner organizations.

·  Plan meetings with the local partner with set agendas and outputs, and monitor their activities in the field, including here compliance and financial monitoring. Work with them to find solutions and methodologies to overcome grant/project challenges

·  Adhere and remain compliant at all times with CRS policies and procedures and donor regulations.

·  Timely reporting to next level management as per strict reporting schedule all project concerns, questions, requests, and challenges.

·  Advise Program manager about issues affecting project implementation, or key local issues affecting future project developments.

·  Occasionally host donor representatives or CRS visitors, and represent CRS and the project to various internal audiences in relevant CP.

·  Maintain administration and filing systems for the project, including minutes, mailing, copying, etc.

Budgeting, Financial Planning and Compliance

·  Ensure proper financial management systems are in place and followed in coordination with the CP based finance team/department.

·  Ensure grant/project management compliance with donor regulation.

·  Ensure the review and timely submission of financial reports by partners working in close coordination with the finance team and other resource management staff in CP.

·  In collaboration with HOP, HOAF and CR and the finance staff/department, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of grant/project budgets.

·  Ensure that systems are in place for the management of equipment and local procurement activities in support to grant/project successful implementation.

Monitoring, Evaluation, Accountability and Learning Support:

·  Organize the participatory development of MEAL System/Plan/Binder that is in harmony with agency EMECA MEAL priorities

·  Supervise regular quantitative and qualitative data collection according to the timeframe and methods specified in project MEAL System/Plan/Binder

·  Ensure participatory analysis of monitoring data and the data gathered through established accountability mechanisms as specified in MEAL System/Plan/Binder

·  Use analyzed data to make decisions

·  Ensure project evaluations (including mid-term, final, after-action reviews or if applicable Real Time Evaluations) are organized and managed in timely and quality manner. Ensure evaluation results are used to enhance learning and improve interventions

·  Ensure project lessons learned are captured and used in future projects of similar kind

·  Coordinate and ensure appropriate and timely involvement of partners in MEAL activities.

Internal Coordination and Communications:

·  Take part in regular team meetings, staff meetings, and program (technical) meetings with other implementing NGOs/Government agencies and institutions.

·  Coordinate with other peers all activities in support of the grant/project.

·  Undertake donor liaison in the field as required in support of senior management.

·  Implement the MEAL activities to capture project progress, accountability and learning environment and it applicable work with partners to ensure consistent understanding and implementation of MEAL activities.

·  Mediate as necessary among local actors during project life.

·  Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.

·  Help with the coordination of visits of CRS, donor and partner staff as needed.

·  Ensure CRS representation to local government authorities and Donors related to grant/project.

Supervisory Responsibilities:

·  Supervise and mentor grant/project staff working on specific-based activities/sectors.

·  Ensure timely and quality adherence to CRS Performance Management System for all staff under his/her supervision.

·  Preparation of employee job descriptions, performance plans and performance appraisals for projects officers/assistants that are engaged for specific clearly defined projects in coordination with other HOP and other program management.

·  Ensure that CRS grant/project staff have the equipment and logistical support needed to carry out their roles/responsibilities.

·  Contribute to the planning and implementation of capacity building for grant/project based staff.

Protection:

·  Ensure completed Protection training module through CRSLearns (Staff Only);

·  Familiarize themselves and staff with the Protection Policy;

·  Sign the updated Code of Conduct and Acknowledgement of the Policy on Protection from Abuse and Exploitation;

·  Report concerns of suspected exploitation or abuse in accordance with the Reporting Procedures.

·  Assist staff/partners with:

o  Signing the Code of Conduct or Protection Policy process to set standards of behavior;

o  Establishing an in-country reporting mechanism for suspected cases of exploitation and abuse;

o  Implementing investigating procedures;

o  Accessing training materials;

o  Establishing hiring procedures that include standards of protection;

o  orientation of in-country new hires; and

o  Establishing a process for obtaining a signed Code of Conduct from partner staff and project volunteers.

Position Requirements and Qualifications:

Professional Qualifications:

·  Min. 7 years of experience in related field.

·  Min. 3 years’ experience in management/Supervisory role

·  Minimum of three years’ work experience in development and/or emergency programs

·  Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc

·  Strong ability to write proposals and reports as per CRS Propak guidelines and donor frameworks

·  Experience in working with grants funded by USG, UN Agencies preferred.

·  Knowledge of CRS and Sphere emergency guidelines.

·  Ability and willingness to work and live in diverse, challenging and potentially unstable environment

·  Prior experience with international, bilateral or multilateral organization.

·  Strong ability to read and interpret policies and regulations.

·  Fluency in written and spoken English with strong drafting skills.

·  Ability to make oral presentations and write clear reports and guidance in English and Arabic.

·  Skilled in MS Office Suite, including Word, Excel, Outlook, PowerPoint, and Internet.

·  Seek and apply knowledge, information and best practices from within and outside Development Agencies.

Education:

·  Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.

·  Master’s degree in related field

·  Significant work experience in a directly related field will be considered in lieu of a graduate degree

Physical Requirements/Environment:

·  Normal conditions of an office environment.

·  Regular travel to field offices.

·  Job requests travel to field/Upper and Lower Egypt in order to assist partners and follow up projects (Approximately 25%).

·  Position requires flexibility and the capacity to deal with ambiguity and change until regional systems and standards are in place.
