INVITATION TO BID

Bids are hereby invited from suitably qualified and experienced organisations/ consortia inn terms of Section 83 of the Municipal Systems Act, Act 32 of 2000 (as amended) and Sections 110 and 112 of the Municipal finance Management act, act 56 of 2003 with requisite capacity that are registered with National Home Builders Registration Council (NHBRC) for appointment as Implementing Agents to undertake the Pre-feasibility study planning, packaging, installation of services and construction of topstructures housingfor various Housing Projects within the Emnambithi/Ladysmith municipality.The successful Implementing Agents will be expected to undertake pre-feasibility assessments, to determine the viability of the project/s. If such studies indicate viability, the successful candidate/s will be appointed to prepare the stage 1 application to Department of Human Settlements (DoHS) on behalf of the municipality. Upon completion/approval of the stage 1 application, the municipality and DoHS will assess the performance of the IA and then recommend for the next stage, being the implementation of the project/s. Preference will be given to companies which are not over committed in terms of current and unfinished Low-income Housing Projects in the Province. Knowledge of Housing Policies including, but not limited to the Tripartite Agreement Policy, the Extended Public Works Programme (EPWP) and its implementation. Past performance and proven track-record will also be a consideration.

A non-refundable deposit of R500.00 per document, payable in cash or by bank guaranteed cheque made out in favor of the Emnambithi/Ladysmith Municipality, is payable prior to the collection of the bid documents.

BID SUBMISSION

Sealed bids with the contract number and description of the bids endorsed on the envelop, with the bidders details clearly indicated, must be deposited in the Bid box in the foyer of the Lister Clarence Building, Murchison Street, Ladysmith on or before the closing date and time. Bids received after the said closing date and time and not clearly marked as prescribed, will not be considered. Facsimile and emailed bids will not be accepted.

Bid documents may only be submitted on the bid documentation that is issued.

The following documents are mandatory:

  • Municipal Statements where the company is registered
  • Original valid Tax Clearance Certificate for each company
  • BBBEE Certificate
  • Joint venture agreement if the company has entered into a joint venture
  • Entity’s copy of registration with the registrar of companies, close corporation and NHBRC
  • Profile of members of the Implementing Agent with their qualification.

The Bid must include the name of the company, qualification and the expertise of the appointed person/s who will control the overall project on behalf of the organisation/ consortia. A Joint Venture Agreement must be attached in cases where the Bidder is a Joint Venture. Proof of registration with Professional Bodies and the NHBRC as well as valid tax clearance certificate even for each of the partners in a JV must be supplied.

The successful applicant will be required to enter into a Tripartite Agreement with the Department of Human Settlements and Emnambithi/Ladysmith Municipality and in consultation with the two parties assemble a multidisciplinary team that will conduct the following pre-feasibility research:

  1. Social Evaluation
  2. Land Evaluation
  3. Environmental Assessment
  4. Geotechnical Investigation
  5. Investigation of Bulk Services/Service Agreement/commitment from water and sanitation service providers
  6. Planning

Please note that if the above mentioned prefeasibility research is successful, the appointed candidate/s will further be expected to provide the following services:

  • Project Facilitation
  • Consultation with all stakeholders
  • Land Audit/Land Acquisition
  • Layout Plan/Settlement plan
  • Township Establishment (if applicable)
  • Planning Consent/Approvals
  • Compilation of Social Compact Agreement
  • Environmental Impact Assessment
  • Geotechnical Study
  • Investigation of Bulk Services/Service Agreements
  • Beneficiary Admin/Tenure Arrangements
  • Accessing of application for subsidies
  • Packaging the Housing project
  • Submission of the application for funding to the Department of Human Settlements
  • Preparation of application for preparation funding (if required) on behalf of the Municipality
  • Preparation of application for conditional approval .on behalf of the Municipality
  • Preparation of application for final / feasibility on behalf of the Municipality.
  • Other services related to the housing project

The bidder or a person who is directly employed by the bidder and is suitably qualified and experienced to comprehend the implications of the work involved must represent the bidder at the compulsory briefing session. Failure to attend the compulsory briefing session will invalidate your bid.

Bidders may be requested to do a presentation.

Evaluation will be based on the 90/10 point system. Minimum qualifying score is 70%, bidders who fail to achieve minimum score will be disqualified.

The Emnambithi/Ladysmith Municipality reserves the right to appoint or not appoint any bidder.
