2)LCC Signs Manager – Tourism Signs in Lincolnshire – New Tourism Policy Document
Response to BTC’s request for explanation about the town council’s involvement in the future.
The Policy has been adopted.
Input from BTC will only be required when an application is made for Brown and White Tourism signs, for which signing is likely to be erected within the limits of their area.A representative of the tourism venue,that wish to make an application for signs,will now approach the Town Council to seek their support prior to making a formal application toLincolnshire County Council (LCC). BourneTown Council's support should be provided in a letter which the tourism venue can submit with their application.
In terms of actual input by Bourne Town Council that had never been required before, I believe that the input is virtually the same. Prior to the changes made to the Tourism Policy Document, LCC would receive applications for tourism signs and then enter into consultation with Parishand District Council's. In an attempt to address the timescales involved in processing tourism applications it has been decided that a letter of support from relevant parish or town councils, likely to be affected by signage, will take the place of consultation at a later date. For information the Town Council will still be advised when the consultation with the District Council takes place, and your council will still be able to make comment as well at that stage if they wish to, but a formal response to the consultation exercise will no longerbe necessary.
This change has been made in an attempt to speed up the application process as at times, in the past, consultation letters (with some parish and district councils) have taken a while to be responded to, it also means that Parish/Town Councils are aware from a very early stage that brown and white signs have been requested and have the opportunity to influence the decision to erect signage.

1570PTO DISCUSS THE WORKING PARTY’S PROPOSED RESPONSE TO THE SKDC DRAFT
INFRASTRUCTURE PLAN CONSULTATION

Further to receipt of the Infrastructure Delivery Plan it is clear that SKDC see Bourne’s population growing by 50% to 20,000 plus in 5/10 years but does not seem to have considered fully this impact on the infrastructure of Bourne. Our response, below, endeavours to raise questions on the reports deficiencies in so far as it relates to Bourne.
11.2 Transport
Bearing in mind the report expects Bourne to grow by 50% in the next 5 to 10 years, why is no provision made for Bourne, including bus services, under this heading in the referred to "short term". Indeed, there is no reference to Bourne at all.
It is considered that additional bus services should be provided on a more regular basis to places such as Spalding, Stamfordand Grantham. Thus serving to improve the viability and accessibility oftowns within South Lincolnshire and, in particular, the 'Sub-regional Centre' envisaged for Grantham as well as increasing the footfall in Bourne.
11.3 Early Years and Childcare
Provision is made for Bourne of £19m in the short term. Can we know why the decision has been made not to deliver the new schooling and when is the developer to be asked to comply? It is considered that the present provision is insufficient to meet the proposed growth at ElseaPark.
11.4 Healthcare
£880k is proposed for extension to GP practices in the short/medium term to meet increased growth. Has the pressure of an ageing populace on such practices been considered and is the current dental service capable ofmeeting expected growth? Again, it is considered that the present provision is insufficient to meet the proposed growth in Bourne.
11.5 Green/Open Space
The report (page 114) gives an incorrect population of 11,933, not 14,700. What is rationale for the medium to long term provision?
11.6 Social Infrastructure
Can the medium to long term rationale be explained bearing in mind the expected 50% growth in 5 to 10 years?
11.7Public Services
As the library will move tothe CAP, this should now be short term. Can it be confirmed that this move meets minimum standard requirements as referred to on page 156?
Why is there no provision for the required extension to the cemetery in Bourne and this should be in the short term.
11.8 Utility Services
When is it expected that the results of Anglian Water investigations and reports will be available? When is itsimpact to be considered?

In the ensuing discussion the majority of members tended to agree with the resident.It was also felt that the response from Kevin Brumfield, Area Highways Manager for LCC where he stated that the problem is driver ability was very negative in tone.
