Title / Plan and establish procedures to manage the plant of a recreation facility

Purpose / This unit standard is intended for a person working in a recreation facility in a supervisory or managerial role.
People credited with this unit standard are able to: allocate space for plant; establish and maintain space and plant layouts to meet client and facility needs; establish systems for cleaning, maintaining, repairing, and replacing plant; establish safe practices for the use and movement of plant; plan to meet facility plant needs; and establish client and staff feedback procedures concerning plant.

Guidance Information

1Where applicable, employer practice conforms to the provisions of the Building Act 2004 and the Health and Safety in Employment Act 1992 (HSE Act).

2Competence in this unit standard requires knowledge of the hierarchy of controls outlined in the Health and Safety in Employment Act 1992 (HSE Act): elimination of significant hazards; isolation of significant hazards when elimination is not possible; and minimisation of significant hazards where elimination and isolation are not possible.

3Definitions

Facility refers to a workplace where the candidate is working, or the workplace in which their training placement is occurring, and may include but is not limited to – a fitness centre, recreation centre, aquatic centre, indoor stadium, outdoor sports area, snowsport area, museum, library, theatre, hall, marae, park, reserve, information centre, education centre, or café. The facility must be one that conforms to the HSE Act and the Building Act 2004.

Plant refers to mechanical services, heating, ventilation; and physical resources used in operating a recreation facility including all activity equipment; cleaning, maintenance, and repair equipment; food and drink preparation and storage equipment; audio-visual equipment; telephones; photocopiers; tills; and computers.

Organisational requirements refer to the organisation’s (in this case the facility’s) policies and procedures and include compliance with any applicable legislation.

Outcomes and performance criteria

Outcome 1

Allocate space for plant.

Performance criteria

1.1Space allocation meets safety and privacy needs of clients within facility limitations.

Rangeneeds – ventilation, sound isolation, visual privacy, staff and client security;

safety – projections, moving parts, access (use, cleaning and/or maintenance), movement corridors, weights storage, securing of fixed racks and other fittings, sightlines, access, floor strength, floor surface, ceiling height, emergency egress.

1.2Space allocation meets facility requirements for efficient operation in accordance with the HSE Act and the Building Act 2004.

Rangeefficiency – layout, supervision requirements, movement of clients in facility.

Outcome 2

Establish and maintain space and plant layouts to meet client and facility needs.

Performance criteria

2.1Space and plant layouts are established to meet safety and comfort requirements of users and documented to comply with HSE Act requirements.

Rangecomfort – sound isolation, visual protection, personal space, client and staff security;

safety – projections, moving parts, access (use, cleaning, maintenance), movement corridors, weights storage, securing of fixed racks and other fittings, sightlines, access, floor strength, floor surface, ceiling height, emergency egress;

evidence relating to five examples of safety is required.

2.2Space and plant layouts meet access and usage needs of clients within facility limitations and efficient operation of facility.

Rangeefficient operation relates to – layout, supervision requirements, movement of clients in facility;

layout – grouping of equipment, sequencing of equipment, orientation of equipment, passageways, positioning of open space, layout, supervision requirements, movement of clients in facility.

2.3Documented procedures are developed for maintaining established plant layout.

Rangeprocedures include – equipment movement in use, client treatment of portable equipment, addition or removal of equipment, in-situ repair.

Outcome 3

Establish systems for cleaning, maintaining, repairing, and replacing plant.

Performance criteria

3.1Systems established for cleaning equipment meet organisational requirements.

Rangesystems – timing, sequencing, staffing, security arrangements;

standards – safety, frequency, visible cleanliness, odour, impact on client use.

3.2Systems established for repairing and maintaining plant meet organisational requirements and HSE Act requirements.

Rangemay include but is not limited to – preventative inspection, maintenance schedules, signage, removal from use, movement of plant, recording.

3.3Monitoring of usage and condition meets organisational requirements.

Rangemay include but is not limited to – additional plant needs, replacement needs, redundancy of plant.

3.4Procedures for managing cleaning and maintenance supplies and services are established.

Rangeprocedures may include but are not limited to – stock record-keeping purchasing procedures, stock security, stocktaking.

3.5Procedures are established that respond to client and staff feedback.

Rangeprocedures may include but are not limited to – complaints, policies and protocols, recording of feedback and action taken, staff reporting, signage.

Outcome 4

Establish safe practices for the use and movement of plant.

Performance criteria

4.1Signage giving instructions for safe use of plant meets HSE Act requirements and, where applicable, manufacturers’ instructions, and matches clients' needs for information.

Rangeproximity to equipment, adequate text, appropriate use of language, graphic representation of safe use, warning regarding unsafe use.

4.2Procedures and techniques for moving plant satisfy HSE Act requirements and, where applicable, manufacturers’ instructions, and meet safety needs of staff and clients involved.

4.3Staff training programmes are set up to implement facility policy on safety procedures and carrying out maintenance programmes.

4.4Availability of plant for assisting the movement of activity equipment satisfies HSE Act requirements and, where applicable, manufacturers’ instructions, and meets facility standards.

Plan to meet facility plant needs.

Performance criteria

5.1Preparation of plant budgets meets organisational requirements or financial analysis and planning.

Rangebudget categories include but are not limited to – staff and contractor training, cleaning, maintenance and repair (spares, labour, transport), consumables, capital replacement, disposal.

5.2Monitoring of plant use and condition establishes criteria and priorities for action.

Rangeequipment life, frequency of breakdown, maintenance costs, complaints regarding access.

5.3Procedures for modifying equipment satisfy HSE Act requirements and, where applicable, manufacturers’ instructions, and meet facility safety standards.

Rangeconsultation with engineers; may include – consultation with manufacturer, use of qualified trades people.

5.4Selection, purchasing, and disposal processes match organisational requirements and objectives.

Rangevalue for money, within budget, back up (spares, servicing), compatibility with existing plant (tooling, quality, appearance).

Outcome 6

Establish client and staff feedback procedures concerning plant.

Performance criteria

6.1Staff training on the handling of requests and complaints meets organisational requirements.

Rangehandling – receiving, recording, communication (with staff, with client), closure.

6.2Communication of complaints procedure meets clients' needs for information and positive reinforcement.

Rangesignage, staff training, organisation policy.
