AN ORDINANCE AUTHORIZING THE MAYOR
OF THE CITY OF ALEXANDRIA, LOUISIANA,
TO ACCEPT THE LOW BID SUBMITTED FOR
ELECTRIC METERS FOR A TWELVE MONTH
PERIOD, AS REFLECTED BY BIDS RECEIVED
AND TO ENTER INTO CONTRACT FOR SAID
METERS AND OTHER MATTERS WITH RESPECT
THERETO.
SECTION I: BE IT ORDAINED by the Council of the City of Alexandria, Louisiana, in legal session convened, that the Mayor of the City of Alexandria is hereby authorized to accept the low bid submitted by: BSI/Curtis Stout for Item numbers 1,2,3,4,5,6,7,8,9,10 & 11, for electric meters for a twelve month period, same being the lowest and best bid received which complied with specifications and this ordinance having been previously introduced and laid over for publication of notice.
SECTION II: BE IT FURTHER ORDAINED, etc., that the Mayor of the City of Alexandria be authorized to pay said low bidder from Account Number 401-0-141720-0 from the 2012/2013 budget and to do each and every other act or deed needed or necessary to consummate said transaction.
SECTION III: BE IT FURTHER ORDAINED, etc., that this ordinance shall become effective upon signature by the Mayor; or, if not signed or vetoed by the Mayor, upon expiration of the time for ordinances to become law without signature by the Mayor.
SECTION IV: BE IT FURTHER ORDAINED, etc., that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end the provisions of this ordinance are hereby declared severable.
SECTION V: BE IT FURTHER ORDAINED, etc., that all ordinances or parts of ordinances in conflict herewith are hereby repealed.

Item 1 to McCartney Oil at average price of $0.0493 per gallon;
Item 2 to McCartney Oil at the average price of $0.0562 per gallon;
Item 3 to Lott Oil Company at the average price of $0.0662 per gallon
For annual fuel solicitation for use by Motor Pool and the golf course, same being the lowest and best bid received which complied with specifications and this ordinance having been previously introduced and laid over for publication of notice.

SECTION I: BE IT ORDAINED by the Council of the City of Alexandria, Louisiana, in legal session convened, that the Mayor of the City of Alexandria is hereby authorized to accept the low bid submitted by: EGW Utilities, Inc., for item numbers 1 & 2, (United Systems bid was rejected due to non-compliance of bid specifications), for gas meters for a twelve month period, same being the lowest and best bid received which complied with specifications and this ordinance having been previously introduced and laid over for publication of notice.
SECTION II: BE IT FURTHER ORDAINED, etc., that the Mayor of the City of Alexandria be authorized to pay said low bidder from Account Number 401-0-141180 from the 2012/2013 budget and to do each and every other act or deed needed or necessary to consummate said transaction.

MAYOR’S APPROVAL/VETO
ORDINANCE NO. 15-2013
AN ORIDNANCE AUTHORIZING THE EXECUTION
OF ALL DOCUMENTS NECESSARY TO REGISTER
THE CITY AS A MARKET PARTICIPANT OF THE
MIDWEST INDEPENDENT SYSTEM OPERATOR
(MISO) AND OTHER MATTERS WITH RESPECT
THERETO.
WHEREAS, effective December 18, 2013 both Entergy and Cleco will be placing their transmission assets under the control of MISO; and,
WHEREAS, all existing OATT transmission service will be converted to operate under the MISO tariff; and,
WHEREAS, as an embedded transmission customer of CLECO, the City of Alexandria must register with MISO and move its transmission service to the MISO tariff; and,
WHEREAS, there is no direct cost for participation in MISO; and,
WHEREAS, the City will only pay for the services it receives; and,
WHEREAS, the Administration hereby recommends approval of this item, now therefore
SECTION I: BE IT ORDAINED by the City of Alexandria, Louisiana, in legal session convened, that the Council hereby authorizes the execution of all documents necessary to register the City as a market participant of the Midwest Independent System Operator (MISO).
SECTION II: BE IT FURTHER ORDAINED, etc., that the City Attorney has reviewed this item and hereby recommends approval.
