1.Introduction
Andhra Pradesh Schedule Castes Cooperative Finance Corporation-APSCCFC, Amaravathi invites Expression of Interest for Validation and Verification of Training Programs, Placements and affiliated Services under APSCCFC-Youthway Skill Training Programs
APSCCFC, Andhra Pradesh Scheduled Castes Cooperative Finance Corporation was set up in the year 1974 with a view to take up programmes for the Economic Development of Scheduled Caste families in the State. APSCCFC undertakes various skill training programs and have automated the entire lifecycle of Training under Youthway portal.
The objective of Skill Training program is to encourage skill development for SC youth by providing Employability Linked training programs, through various skill programs suitable for different category of people, sectors, educational qualification and to enable them to secure meaningful and valid employment opportunities and extend them post placement support.The Training programs also aims at standardization in the certification process and initiate a process of creating a registry of skills.
The Skill Training program is extended to all 13 districts of Andhra Pradesh with over 200 Training partners as on date and new training partners added every month.
The Program aims at offering skill development program to about 30,000 SC youth every year across the state through Training partners.
To conduct assessment of Training conducted across various sectors and courses viz- Training centres across AP- as per NSDC standards, through Online and Offline mode of assessments
APSCCFC now invites Expression of Interest from eligible agenciesfor execution of the Framework Agreements (FA) & SLA (Service Level Agreement) for conducting Assessments for Technical, functional and all other courses as per APSCCFC norms and guidelines.
The agreement will initially be signed for two years. Based on the performance of the agency and need of APSCCFC, the agreement may be renewed. APSCCFC is intended to empanel multiple service providers under various sectors, who will be responsible for the validation of the programs .
The Framework Agreement/ Service Level Agreement shall be valid for a period of 2 year from the date of signing of the Agreement. The validity may be extended for a further period (maximum 2 years) in accordance with the terms of the framework agreement.
2.Scope of Work/ Work Flow

The scope of work will include support to APSCCFC Training department in Head Office and District Offices to facilitate the Assessment process using the best of its global knowledge base for benchmarking, domain expertise to analyse and evaluate, and skills to concisely undertake the Assessment activity. The objective outline of the scope is as follows
2.1.Planning
- Preparation and approval of time bound “Assessment plan” including but not limited to geographicalcoverage
- Preparation of checklist of information/documents to be verified for candidates before assessments as perframework already prepared by APSCCFC ( based on NSDC /PMKVY/High end Training modules) and training/orientation of the staff who will be conducting assessment
- Finalizing the Assessment reporting format ( Pass, fail, normalized curve, etc)as per the requirement ofAPSCCFC
2.2.Assessment Formats
- Mandatory Online assessment for Theory assessment for all sectors applied
- Practical Assessments mandatory for all job roles
- Video recording of Assessments mandatory
- Question bank to be submitted for APSCCFC for validation
- Scores, reports to be updated immediately after completion of assessment
- Assessors to qualify / certified / empanelled as per SSC norms/ APSCCFC norms
3.Schedule for completion of tasks
3.1.Period of assignment
The services of the Consultant would be initially required for a period of two year and maybe extended for a further period depending upon performance and requirement of the project.
3.2.Data, services and facilities provided by APSCCFC
All data will be provided as per the needs and requirement by APSCCFC. Proposed assignment will require the assessment partner to work across AP or as limited by the Assessment partner
3.3.Term of Payments
Payment to the agency will be made on monthly basis upon submission of valid invoice on the basis of actual manpower provided and task completed.
3.4.Reporting Arrangements
TheAgencywillreporttotheExecutive Officer- TrainingandwillworkcloselywiththeTraining team and Youthway IT Team and District ED office across AP
3.5.Review
The performance and deliverables of the agency will be reviewed as per the agreement and scope of work by APSCCFC on continuous basis.

Note: The selected Vendors should establish an office in Amaravathi /Tadepalli Region within 1 month of issuance of Work order.
Higher weightage will be given to vendors with offices in South India
