WHEREAS a copy of the minutes of the last regular meeting dated January 13th, 2004 and the Special Meeting of January 14th, 2004 were circulated to Council Members;

AND WHEREAS a copy of these minutes of the Town of Beausejour have been posted in the Town Office;

THEREFORE BE IT RESOLVED that the reading of the minutes be waived;

AND FURTHER BE IT RESOLVED that the minutes be adopted as presented.

1.  Scott Tournament of Hearts Committee – Request to endorse Tournament as a Community Event.

BE IT RESOLVED that the Town of Beausejour endorse the Scott Tournament of Hearts as a Community Event, authorizing an application to be made for a Community Liquor Licence for events to be held, January 27th, 2004 to February 1st, 2004, subject to the following conditions:

1) That adequate security be provided.

2. Proposed Fireworks By-Law – review.

BE IT RESOLVED that the Val Ranseth’s salary be set at $32,500.00 for 2004.

WHEREAS Melissa Gmiterek has successfully completed her six month probationary period, with enrolment in the Manitoba Municipal Administrators Program as required;

AND WHEREAS she has been enrolled in the Town’s benefit program since November 2003;

THEREFORE BE IT RESOLVED that the Town of Beausejour establishes Melissa Gmiterek as a full-time Office Clerk;

AND FURTHER BE IT RESOLVED that her salary be set at $24,000.00 for 2004.

BE IT RESOLVED that the Town of Beausejour hire Jonathon Dickey at an Assistant 5 classification, with salary and benefits as per the Collective Agreement, effective January 1, 2004.

BE IT RESOLVED that the Town of Beausejour hire Kerry Bialek, as a full-time Office Clerk, at an annual salary of $17,500.00, effective January 1st, 2004.

FURTHER BE IT RESOLVED that the following terms and conditions apply:

1.  Enrolment in the Town’s benefits program effective January 1st, 2004;

2.  Enrolment in the Manitoba Municipal Administrators Program offered by the University of Manitoba – tuition and costs to be reimbursed upon successful completion of each course;

3.  Salary to increase to $19,500.00 effective January 1st, 2005.

3.  RTK Development Agreement – Resolution to approve and sign agreement.

WHEREAS Council of the Town of Beausejour has had opportunity to review and revise the Development Agreement as prepared between the Town of Beausejour, RTK Holdings & 3848389 Manitoba Ltd.;

THEREFORE BE IT RESOLVED that Council approve the Agreement as presented and that it be signed and sealed by the Mayor and Chief Administrative Officer on behalf of the Town.

4.  Courses – Payroll.

BE IT RESOLVED that the Town of Beausejour authorizes Melissa Gmiterek to enrol in the Introduction to Payroll and Taxable Benefits Course from March 18 – May 20, 2004, expenses as per By-Law No. 1536/04.

5.  50th MWWA Annual Seminar – 2 to Register.

BE IT RESOLVED that the Town of Beausejour authorizes two employees to enrol in the 50th Manitoba Water & Wastewater Association Annual Seminar, to be held February 9-11, 2004, expenses as by By-law No. 1536/04.

6.  Designate Tax Sale Year.

WHEREAS Section 365(2) states that Council may designate a year as the year for which properties the taxes in respect of which are in arrears for the year must be offered for sale by public auction to recover the tax arrears and costs;

AND WHEREAS there are properties for which 2002 taxes are in arrears;

NOW THEREFORE BE IT RESOLVED that the Council of the Town of Beausejour designate 2003 as the year for which any properties that taxes in respect of which are in arrears will be offered for sale by auction.

10. UNFINISED BUSINESS:

1. Proposal for NEHA Hospital.

WHEREAS access to adequate health care is important to all Manitobans;

AND WHEREAS provincial health-care spending on a per capita basis is the lowest in the North Eastman region of Manitoba;

AND WHEREAS the North Eastman Health Association Inc. has identified a need to enhance health care in the North Eastman region through the construction of a new hospital, or major renovations to an existing health-care facility;

THEREFORE BE IT RESOLVED that the Town of Beausejour hereby implores the North Eastman Health Association Inc. to undertake the following initiatives:

(1)  Submit a written proposal to the Manitoba Government expressing the need for enhanced health care in the North Eastman region;

(2)  That without identifying a specific location, the proposal recommend a major capital construction to serve the region; and

(3)  The proposal encourages the Government of Manitoba to amend its existing Capital Spending Plan to accommodate this request within the next five years; and

(4)  Implement a transparent public process for determining the ideal location for the proposed new facility.
