ROLE SUMMARY:Responsible for administration of nursing services. Provides leadership and direction in all nursing matters. Directs, plans, and coordinates service activities of professional nursing and auxiliary nursing personnel in rendering resident care. Interprets policy and regulations to all nursing personnel and ensures compliance. Analyzes and evaluates nursing and related services rendered to ensure quality of resident care. Requires comprehensive understanding of a broad body of knowledge of complex regulations, management and clinical techniques and procedures. Must be knowledgeable of nursing practices and procedures, as well as laws, regulations and guidelines pertaining to long-term care administration. Must possess the ability to work harmoniously with and supervise professional and non-professional personnel.

GENERAL CRITERIA:

KEY RESPONSIBILITIES:

Department Administative Functions

  • Monitors census on a daily basis to take corrective action as indicated
  • Consult the department directors, managers, coordinators concerning the operation of their departments to assist in eliminating/correcting any problem areas, and or improvements of services.
  • Develop, maintain and periodically update written policies and procedures that govern day-to-day functions of the nursing department
  • Evaluates and addresses personnel and operational concerns and provides direction within a framework of human resources, existing laws, codes and regulations
  • Demonstrates decision-making ability
  • Gathers information, analyzes data, and develops a course of action before implementation
  • Optimizes resource utilization and assures operational efficiency in order to meet organizational needs.
  • Working knowledge of resident service functions and promotes interdependence of all departments
  • Prepares, participates, and conduct meetings
  • Ensures that agendas and reports are completed and distributed.
  • Ensures a climate that will provide attendees the opportunity to express their views and opinions in a manner that demonstrates mutual respect
  • Ensures that decisions arising from discussions will meet organizational and departmental needs
  • Make daily rounds to assure established policies and procedures are implemented and followed
  • Maintain responsibility for an effective medical and other resident medical records retention system
  • Develop and communicate knowledge of trends, concerns, and changes in long-term and rehabilitative care
  • Participate in the development of Corporate policies, long range plans, goals, and objectives
  • Implements approved programs to improve the services of the Nursing Department
  • Establish standards of Resident care and nursing practice which ensure quality resident care
  • Ensures the implementation of the nursing process in accordance with established standards of care
  • Ensure excellence in resident care given throughout the Nursing Department
  • Consults on a regular basis with the Medical Director to discuss policies and procedures for the High Priority- At Risk residents.
  • Implement and maintain pre-admission and concurrent nursing assessment and promotion of effective communication with family member or significant others to ensure appropriate placement and resources are available
  • Recommend solutions to problems impacting residents, staff, families, volunteers, etc.
  • Coordinate with Pastoral Care to provide opportunities to ensure that residents spiritual needs are met.

State and Federal Compliance

  • Serve as a Chair on the Quality Assurance Committee, provide written reports to the Administrator and the Board of Directors as directed or may become necessary
  • Successfully pass regulatory reviews such that licenses are retained
  • Demonstrate knowledge and is compliant with HFS-132
  • Plans for correction and follow-up monitoring of areas with identified concerns
  • Ensures that regulatory reports are completed and submitted in a timely manner
  • Assure that resident and/or family satisfaction surveys are conducted and utilized
  • Be aware of situations which may have potential legal liability
  • Investigate reported occurrences and issues having potential legal liability and notify Executive Director

Supervision and Personnel

  • Develop and maintain written job descriptions and performance evaluations for all nursing staff
  • Counsel/discipline personnel as may become necessary
  • Evaluate staff turnover rates and feedback from exit interviews, then determine remedial action as necessary
  • Ensure appropriate protocols for staff discipline and terminations are followed
  • Terminate employees when necessary, documenting and coordinating such actions with the Human Resource Director and the Administrator
  • Involve Human Resource Director and Administrator in personnel issues having potential legal liability
  • Assure that an adequate number of appropriately trained professional and auxiliary personnel are on duty at all times to meet the needs of residents as designated by HFS 132
  • Determine staffing needs necessary to meet the total needs of the residents, and recommend the number and level of personnel to be employed, consistent with the budget and available resources of the organization
  • Develop, maintain and periodically update system to ensure all staff have valid and current licenses, certifications and education credits required by the state
  • Maintain recruitment and hiring process; interview and hire staff
  • Assure that a performance evaluation system for department personnel is maintained
  • Support a high quality of job performance facility wide by working with Human Resources and the Staff Devlopment Coordinator in the planning, scheduling, and conduction of inservices, training classes and on-the-job training
  • Conduct regular staff meetings
  • Supervise and develop charge nurses and supervisors
  • Ensure that a comprehensive orientation program is conducted for all new nursing personnel
  • Monitor absenteeism to ensure that an adequate number of nursing personnel is on duty at all times
  • Review the schedules, time cards and attendance records as needed to ensure accuracy.

Staff Delegation Functions

  • Delegate responsible staff member to act in your behalf when absent from the facility
  • Delegate administrative authority, responsibility and accountability to other staff personnel as deemed necessary to perform their assigned duties.
  • Clearly communicate and quanitify expectations

Resident Rights Functions

  • Assure that each resident’s rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights are well established and maintained at all times.
  • Review complaints and grievances made by the resident and make a written/oral report to the Executive Director indicating what action was take to resolve the complaint or grievance

Facility Cleanliness

  • Assist Housekeeping in maintaining orderly surroundings.
  • Assure the unit is kept clean, neat, and orderly.

Community Relations/Marketing

  • Serve as a representative and spokesperson for BHSI.
  • Work with Bethel Home and Services Corporate to promote good public relations program
  • Serve as Bethel Home representative when addressing community groups and presentations
  • Establish relationships with colleges and technical institutions to promote educational opportunities for nursing staff, clinical practice and research
Budget
  • Prepare and manage the Nursing Department operational budget. Establish the budget according to goals and objectives of the division.
  • Assist in the development of the BHSI annual budget
  • Assure that the department functions within budget restraints and the financial reporting monthly
  • Review monthly financials and take corrective action, if necessary, to work towards a year end surplus.
  • Prepare departmental and division variance reports monthly and provide them to the Executive Director.
  • Prepare and submit capital expenditure proposals on behalf of the division.
  • Provide the business office with necessary reports and records.
  • Approve purchases and codes appropriate account numbers.
Committees and meetings
  • Participate on committees, including various task forces as necessary.
  • Participate on the Quality Assurance Steering Committee
  • Attend the Management Team and Community Service Division meetings as scheduled
  • Participate fully in staff and/or residential programs as required
Safety
  • Promote and practice all Bethel Home & Services, Inc. safety policies and procedures.
  • Report unsafe issues immediately or as soon as possible.
  • Ensure adequate safety training sessions available for all staff
  • Develop and implement safety programs to prevent or correct unsafe working conditions
  • Assure that all personnel attend and participate in a Hazardous Communications and Universal Precautions training program annually
  • Assure that all facility personnel, residents, visitors, ancillary services, etc., follow established safety regulations, to include fire protection/prevention regarding smoking regulations, infection control, etc.
  • Monitor Bethel Home personnel to assure they are following established safety regulations, including equipment use, infection control, fire and disaster preparedness, hazardous material handling and reporting procedures for hazardous conditions
  • Know fire and disaster procedures.
  • Follow all established infection control policies and practices
  • Follow all universal precautions for infection control
  • Comply with Lo-Lift Policy.
Equipment and Supplies
  • Ensure adequate supplies to allow staff to carry out their job responsibilities
  • Recommend to the Executive Director any equipment needs
  • Use supplies in an economical manner
  • Authorize the purchase of equipment/supplies in accordance with established purchasing policies and procedures
  • Monitor nursing procedures to ensure that nursing supplies are used in an efficient manner
  • Assure that the facility is maintained in a clean and safe manner for residents comfort and convenience by assuring that necessary equipment and supplies are available and maintained to perform such duties/services
  • Assure that a stock level of medications, medical supplies, equipment, etc., is maintained on the premises at all times to adequately meet the needs of the residents.
  • Ensure that only trained and authorized staff operate the department’s equipment in a safe manner
Personal Development
  • Attend and participate in continuing educational programs as needed
