BACKGROUND AND RESPONSIBILITIES:

Transnational Organised Crime specifically illicit drug trafficking, Wildlife and Forest Crimes and Trafficking in Persons (TiP) and smuggling of migrants (SOM) are regional phenomena in East Africa that threatens human security and development.[1] The region is especially hard hit by these transnational organized crimes. There are well established trafficking routes throughout the region, and as such it is important to establish frameworks for international cooperation between the countries of origin, transit and destination in the region to combat Transnational Organised Crime effectively. While criminal groups operate widely throughout the region, UNODC’s technical assistance is currently limited to Kenya, Somalia, Ethiopia, Djibouti, Seychelles and Mauritius. These projects cover Maritime Crime and or aspects of TOC. By December 2014, UNODC will start operations in Tanzania, where a new office will be built and a new office will be opened in Mogadishu. There is a need to gradually expand the Regional Programme to address priority TOC areas and have a presence in countries where criminal groups operate.

The recent merger at UNODC Regional Office for Eastern Africa (ROEA) of the Maritime Crime Programme and Transnational Organised Crime has called for the need to assess the current capacities of the office to work in TOC and increase synergies within the existing programmes and expand activities where possible, in line with the capacities of the office. To this end, an expert in TOC will be recruited to harmonise existing TOC projects in the region and to design and align new projects in line with the new Maritime Crime and Transnational Organised Crime Programme approach. The consultant will implement a regional approach, to enhance the capacity of the Governments in the region to investigate, prosecute and adjudicate cases TOC.

The assignment will be carried out under the overall guidance of the ROEA Representative and the direct supervision of the Head of Global Maritime Crime and Transnational Organised Crime Programme based in the Regional Office for Eastern Africa (ROEA) in Kenya. The consultant will be based in Nairobi and will visit the UNODC ROEA Office as appropriate. More specifically, the consultant will perform the following tasks:

a.  Assess the current programmes, availability of the resources in the office and identify the priority areas for work on TOC in the Region and advise the Head of Global Maritime Crime and Transnational Organised Crime Programme in the Region.

b.  Develop a UNODC ROEA strategy for TOC for the next three years.

c.  Design, coordinate and implement activities on Trafficking in Persons and Smuggling of Migrants in the region

d.  Assist in the set-up and implementation of TOCUs;

e.  Review legal frameworks for TOC and maritime crime in Somalia;

f.  Act as interim coordinator for UNODC activities in Tanzania;

g.  Update the TOC Threat Assessment Report (TOCTA);

h.  Assist in the set-up and running of the East Africa Prosecutor’s Network and other Regional Cooperation mechanisms;

i.  Support the implementation and coordination of IOMCF Meeting to be held in June.

QUALIFICATIONS:

·  Advanced university degree in law or legal studies.

·  At least 5 years of experience in international criminal justice or special expertise in the area of transnational organized crime and human trafficking and smuggling of migrants.

·  Experience of programme management in the area of TOC

·  Excellent drafting skills in project proposals and proven experience in developing training materials.

·  Excellent training skills. Training experience with law enforcement agencies will be an added advantage.

·  Good communication and interpersonal skills.

·  Excellent command of written and spoken English.

·  Previous work experience with the UN or other International Organizations will be considered an asset.
