Responses to Written Questions
Q1) Is there technical support available to navigate the Strategic Sourcing Supplier Portal?
A) Located on the Strategic Sourcing Supplier Portal are several resources available to bidders to help the prospective bidder navigate through the online bidder registration and bid submission process. In the far right column on the Strategic Sourcing Supplier Portal under the label News and Announcements there are contact numbers bidders can call during business hours for assistance with functional or technical issues related to a sourcing event. You can also contact the Contracts and Procurement Specialist whose contact information is listed on the title page of the bid document.
For password lockout issues the Help Desk can be reached at 510-272-3744. This number is answered 24-7. They can only assist with password issues.
Other resources contained on the supplier portal are links to PDF guides on Bidder Registration and Submitting Bids online. There are also interactive online tutorials that cover the following topics:
Registering as a Bidder; Submitting an RFQ Response; and Modifying an Existing Bid.
Q2) Would the County consider awarding this contract to a corporation as opposed to an individual?
A) Yes, the County would consider awarding the contract to a corporation as well as to an individual.
Q3) Page 7 of the RFP, Section E (DELIVERABLES / REPORTS), Item 5, states:
Contractor shall store and maintain all test files in a secure manner for the life of the contract at no additional cost to the County. At the end of the contract, the Contractor shall forward all test files to the County at no additional charge to the County
Will the new vendor have access to the psychological test data (not reports) of the previous vendor? What exactly needs to be stored and delivered to the County?
A) The vendor chosen through this Request for Proposal process will not have access to the psychological test data of the previous vendor. The vendor needs to store all the records related to the psychological evaluation performed on behalf of the County of Alameda. These records need to be returned to the County of Alameda when the contractual relationship ends.
Q4) Page 7 of the RFP, Section E (DELIVERABLES / REPORTS), Item 3 states:
An evaluation summary for each candidate including all tests, interviews and recommendations shall be sent to the Risk Management Unit and the hiring agency/department.
Is the County willing to accept a written report in lieu of this other information listed in Item 3?
A) Yes, the written reports should summarize the tests given and the conclusions drawn from the test results and interviews of the candidates.
Q5) Along with the referral request, what information or documents does Risk Management Unit provide?
A) The referrals are received directly from the hiring department. The Probation Department provides the candidate name, contact information, and job classification. The Sheriff’s Department provides the name, contact information, job classification as well as the computer voice stress analyzer exam report including the questions asked during the background investigation, among other information they deem pertinent to the psychologist.
Q6) Will the vendor have access to contact information of the background investigator?
A) As noted above, the Sheriff’s Department will provide the computer voice stress analyzer exam report including the questions asked during the background investigation.
Q7) Would the County consider other pricing options to be listed on the Bid Form within Exhibit A apart from a per assessment price such as a monthly or quarterly standard billed rate that covers all the billed assessments?
A) Based on the Bid Form, the County is asking for annual costs. If a Vendor has quarterly costs the County recommends the Vendor combine all four quarters and submit it as an annual cost. If you have an exception to this requirement you can list that in the EXCEPTIONS, CLARIFICATIONS, AMENDMENTS section of Exhibit A.
Q8) As the bid request is for Pre-Employment Psychological Evaluation & Services (PPES) for both social service positions and public safety positions, can the County provide a list of job titles?
A) Probation – Entry Level

The Social Services Agency is no longer conducting Pre-Employment Psychological Evaluations.
Over the five year period job specifications could change and new positions could be added. The job specification for these positions are available on the County website at:
Q9) Are previous bid submittals available upon request? Can the County disclose who the current vendor is? Can the County disclose the rates of the current vendor? Can the County forward copies of RFP 900443 upon request?
A) The current vendor is Law Enforcement Psychological Services, Inc., and their rates are $350 each evaluation. Copies of the RFP and bid submittals can be requested by contacting Lovell Laurente, Procurement & Contracts Specialist via email [].
Q10) Is there just one vendor for the current contract providing the required services? Is the County looking to award the new contract to one vendor?
A) Currently, there is one vendor performing these services. As stated in the RFP (Section M – Award, item #5 on page 17) - The County reserves the right to award to a single or multiple Contractors.
Q11) Does the County provide report templates?
A) No, the County does not provide report templates.
Q12) Is the contract out for bid because of any dissatisfaction with the current vendor? Or does it just need to go out?
A) The current contract is about to expire.
Q13) Page 5 of the RFP, Section D (SPECIFIC REQUIREMENTS AND TESTS), Item 5 states:
Contractor shall provide all the evaluations or tests which must be pre-approved by the County and should not be changed without the approval of the County's Risk Management Unit.
What are the “pre-approved tests” that are required of the Contractor?
A) The County requests that the Contractor provide an inventory of all the tests expected to be used for the evaluation so that the testing is standardized prior to beginning services; any extraordinary need for additional testing could be pre-approved by the County.
Q14) Page 5 of the RFP, Section D (SPECIFIC REQUIREMENTS AND TESTS), Item 7 states:
Contractor shall use those written tests that are validated for the appropriate evaluations on the occupational exposure of the job classification for public safety and social service.
Does the County provide a list of tests that are validated for the appropriate evaluations?
A) No, the County does not provide a list of tests that are validated for the appropriate evaluations. The contractor should be aware of the validated testing methods that are currently accepted for pre-employment psychological exams.
Q15) Page 7 of the RFP, Section E (DELIVERABLES / REPORTS), Item 1 states:
A written report for each candidate must be completed within 10 business days of the end of the evaluation process. Reports should evaluate the suitability of the candidate for the position based on:
a. Job information (job classifications, occupational exposures, agency/department),
b. Written assessments,
c. Personal history information,
d. Clinical interview, and
e. Psychological records
Does the written report include risk assessment as well as “predictors for success” at a particular job classification? If both are required, please elaborate on the “job information” that will be provided.
A) The written report should address risk assessment. The County’s job descriptions for each position are available via its website at .
Q16) Page 7 of the RFP, Section E (DELIVERABLES / REPORTS), Item 4 states:
At the request of the County, the Contractor shall clarify with public safety and social service agency administrators directly involved in making employment decisions the specific job responsibilities or situations for which the candidate may be marginally qualified or marginally not suitable for hire.
Which of these entities involved (the County, Agency Administrator, and/or evaluator) classifies the candidates as “marginally qualified or marginally not suitable for hire”?
A) If the psychologist (the ‘evaluator’) evaluates a candidate as marginally qualified or marginally not suitable for hire, the hiring agency or County Risk Management may request clarification of the psychologist’s recommendation.
