It is requested that the ‘percentage for art’ fee contributes towards street sculpture to be located in the area, possibly incorporating a water feature. It is suggested that a working group is set up to look at this with input from the Parish Roads Committee.
The number of private off street car parking spaces appears similar or slightly reduced from the current provision and will therefore not introduce an unacceptable increase in vehicle movement in and out of Commercial Street.
Whilst the ground floor office space immediately adjacent to the car park exit ramp has been set back slightly from the site boundary so as to provide adequate vision for vehicles there is concern over pedestrian vision lines. This aspect should be checked to ensure compliance with the TTS document ‘Roads Serving Small Housing Estates’.
The proposal for an east/west service yard is welcomed, however, if it is proposed that refuse wagons are to load from them it will be imperative that this space is not impeded on refuse collection days.
A detailed refuse strategy must be developed with the Parish to include separation, re-use and recycling with separate proposals for any retail area which may be sub-let.
The creation of a pedestrian corridor linking Broad Street and Commercial Street is welcomed and supported although it is noted that folding security screens are proposed at the main access points, presumably to restrict public access at certain times. The Parish request further information on proposals for this pedestrian permeability.
The provision of 100 secure bicycle parking spaces is supported and the Parish would like to suggest that the developer might enter into a public/private partnership to provide an increased area of secure bicycle parking to service this sector of St Helier. The site is ideally located to cater for both east and west cycling traffic with routes accessible within a few metres of the development.
Details of the proposed service lay-bys on Commercial Street are to be discussed and approved by the Parish.
The requirements of the Highways Encroachment (Jersey) Regulations 1957 are to be complied with.
Commercial Street has recently been resurfaced. Construction traffic in and out of the site (which is likely to concentrate on Commercial Street) will cause serious deterioration of the road and sub base. The developer will be expected to allow a sum in the contract which will provide for the satisfactory reparation and/or reconstruction of the roadway upon completion of the development.
A robust and failsafe strategy to minimise inconvenience and nuisance to adjacent businesses during the construction phase is to be developed to the satisfaction of the Parish. The Parish reserves the right to impose vehicle size and weight restrictions for all site traffic and every effort should be made to re-use/recycle site arisings so as to reduce vehicle movements.

Alfresco, by its very description should encompass an arrangement which offers open air dining with minimal visual intrusion. The current design creates an impermeable enclosure and visual block to the streetscape and this should be amended to a simple post and rail arrangement or glazed screen.

That a condition is imposed by the Planning Department that the parking shall be parallel to the roadway. No parking will be permitted at right angles to the roadway as this will result in vehicles overhanging the road.

Whilst the bin store appears to be of adequate size it is requested that the retail unit is given its own separate store. A refuse strategy to include separation, re-use and recycling to be developed with the Parish.
The Parish is of the strong view that a minimum of one parking space should be provided for each unit of accommodation. It is requested that ways of increasing this off street provision is investigated.
No indication is given as to what the ground floor unit will be used for but concern is expressed regarding unloading facilities. It is requested that this detail is discussed with traffic engineers at TTS.

Members are of the view that the visual effect of the canopy when in the open position is acceptable, but when closed it presents an intrusion into the aesthetics of the Square. To mitigate this it is suggested that an alternative colour to the ‘goal post’ frame is applied, perhaps dark green or black, and that the bases of the posts are protected by suitable planters as they currently present potential tripping hazards. If these two matters are addressed the Parish would approve the structure.
