ROVAC Board Meeting

Meeting was called to order by Anthony V. Esposito President at 10:05 AM.

January 17, 2012 Minutes – Sue Larsen had a correction, in the treasurers report that “losses” be replaced with “expenses.” Peter Gostin made a motion to accept the minutes asamended and Marie Fox seconded it. The motion passes.

Treasurer’s Report: Sue Larsen reported the checkbook balance at $34,385.03. Income from dues $390. Expenses: Chris Prue $50 (website), Cromwell Crowne Plaza $10,000 deposit spring conference; and $580 board dinner.

PRESIDENT’S REPORT: Tony reported that an e-mail had been sent out By Jamie Spallone that seventeen year olds would be allowed to vote in the presidential preference primary. If you need moderator training prior to the April primary, registrars should contact the three trainers (Tony, Judi or Karen). The trainers will continue as they did last year. Towns are involved in the redistricting process, hopefully to comply with the March choosing of delegates, members discussed what is involved. Regarding high school registration timing prior to the presidential primary, registrars may schedule prior to the primary.

County Reports:

Fairfield: Karen Doyle announced the January 24, 2012 well attended and a question and answer period regarding re-districting. The next meeting is scheduled for March 14th, Karen will not be seeking the county chair. Matt Waggner has expressed interest. Elections will be held for the county

Litchfield – Anne Marie Mastroianni, no meeting scheduled for March.

Middlesex: Karen Cheyney, had a meeting discussing redistricting, Lou Buttons attended the meeting.

Hartford: Marie Fox meeting scheduled for March 13th. All are welcome to attend.

New Haven: Marie Greene, meeting held Peggy Reeves attended, discussion regarding redistricting along with questions and answers. Next meeting scheduled for March in Wallingford. The subject of EDR was discussed.

Tolland: Michael Wyman, meeting held the previous day, ten of the thirteen towns were in attendance. Tolland county has rolled out g-mail accounts for registrars. Many issues were discussed along with the Secretary of State initiatives.

Windham: Kevin McCarthy, next meeting is scheduled for February 23, potluck supper in Woodstock.

STANDING COMMITTEES

Budget: Budget committee has not met yet. Anticipated meeting in March.

By-Laws : Peter Gostin, passed out report to the Board. The question as approved by the board in November.

The question to be put out to the board ‘Beginning on July 1, 2012, the newly elected ROVAC officers at the 2012 Annual Meeting/Spring Convention shall hold office for an extended term of three years, expiring on June 30, 2015.’In addition, specific articles and amended language for the bylaws will be put forth.

Conference: Judi Beaudreau stated the conference will be held at Crowne Plaza in Cromwell on April 11-13th, Education, ROVAC and Secretary of the State day. Two classes are already set up one on retention and the other on voter fraud. The 2011 fall conference has been paid.

Handbook: Darlene Burrell and the registrar in Bristol will be assisting with the handbook. A question regarding the status of voter who has not voted in four years was asked. A recommendation is to send a CVR first.

Legislation: Melissa Russell thanked the county chairs for forwarding her report to the registrars. A meeting is scheduled next week and will be formulating testimony.

Nominating: Bob Sherman announced the last day to submit resumes is February 28th.

Technology - Matt Waggner meeting will be held next week. Matt has set up a test run to teach excel to registrarson how it works and handling voter files etc. at the Hartford library.

Old Business: Converse II, ongoing slow roll out. Pre-training is recommended prior to installation.

A motion was made by Barbara Brenneman to adjourn the meeting and seconded by Anne Marie Mastroianni.

The meeting was adjourned at 11:20a.m. The date of the next meeting is March 8, 2012, Cromwell.
