Rules and Regulations
First and Foremost, Bella Citti Property Management & Sylcox Management has an open door policy and for your privacy and safety we will keep all complaints and or concerns strictly confidential.
If you are a new tenant, we would like to take this opportunity to welcome you to your new home. Please take the time to read through our web site and the documents within the web site and our policies that we have in place for all of our tenants and guest. Our goal is to provide a safe Drug Free and Crime Free environment and quality housing, so please take the time to read through the web site and the documents within the web site to prevent future misunderstandings and possible evictions. We have a responsibility to each other,thisis not just a lease to us this is a new relationship that we value and take very seriously you are now part of our extended family and we trust your time with us will be a satisfying and enjoyable experience. For your safety we work closely with the St. Louis City Police and the neighborhood stabilization Team to ensure all activities with in our community are being monitored and enforced. At some locations we have also started surveillance that is live on the web for fast elimination of any problem; those locations will not be listed.
Changes in the rules and Regulations:
The owners reserve the right to alter, amend, revoke, or add to these Rules and Regulations in any way that it considers appropriate for the management and operations of your community, for the preservation of its safety and order, for its care and cleanliness, or for the protection of its reputation. When notice of any such alteration, amendment, revocation or additional is given to any resident it shall have the same force and effect as if originally made a part of the rules and regulations. The management and the owners are not responsible to any resident for the non-observance or violation of these rules by any other resident. Management will occasionally post information, changes to rules and policies or other importantNotices in the building. Check often for news, updates, pest control notices and other information.
Lease:
Your lease is a legal contractand is designed to describe the terms of your occupancy and protect your rights. Per the terms of your lease you must give 30 days notice to vacateprior to the 1st day of the month your lease expires Failure to give proper notice will result in forfeiture of your security deposit. Upon your final exit of your lease the unit must be left in the same condition as when you moved in meaning no damage to property beyond normal wear and tear - each item will be deducted from your deposit as stated on your tenant Security Deposit Rider. If prior to moving out, you do not clean the items on the security deposit rider or leave them unsatisfactory working order, the following charges will be deducted from you security deposit or charged to you if the security deposit is insufficient to cover the charges. The prices given for the items listed are average prices only. If management incurs a higher cost for cleaning or repairing an item, you cam be charged for the cleaning and repairing.
Utilities
As a new tenant please make sure you transfer the utilities into your name so that your move in is smooth and worry free. Bella Citti will not be responsible for scheduling the turn on of your utilities. Utilities must be transferred to your name before move in; penalties will be assessed if this is not completed on time.

Occupancy Requirements:
The Maximum allowed Occupancy is two adults per one Bedroom and Four adults per two bedrooms’ unit. Each resident child must have a separate bedroom from their parents. If there are two children of the same sex they may share a bedroom. The residents permitted to occupy your unit are set in your lease and rental applications. Any changes MUST be approved by management in writing. Unauthorized person residing in your unit will result in your lease being terminated.
Neighbors:
Please be considerate of your neighbors. Any loud noise before 9AM and after 9PM is peace disturbance please respect your neighbors If a neighbor is disturbing you, you should first try to work it out with him/her. Perhaps he/she is not aware you are being disturbed. If no resolution is found after this attempt, complaints should be submitted in writing if you like you can use the form on the contact us tab, or you may email us directly
Pets:
Bella Citti property management is pet friendly under certain circumstances and under certain guidelines. Please inquire since not all owners allow pets at there property and each owner has their own rules.
Solicitors:
For your protection and convenience, solicitors should be barred from the premises; post a sign or your unit if you wish to discourage solicitors.
Personal Protection:
Report immediately any suspicious persons, strange vehicles or unusual activity to the police.
Authenticate all service men and double check the identity before admitting them in to your unit or building.
Keep all windows, doors and your car locked at all times.
If you plan on being away for an extended period of time , notify the management company and stop all deliveries by contacting the post office.
Keep a list of all personal items. Obtain renters Insurance to protect your belongings.
Insurance:
We encourage all residents to obtain renters insurance to protect your belongings and personal assets. Bella Citti will not be responsible for your items or assets.
Maintenance:
Unless you have a maintenance staff on siteall service requests should be in writing including name, address and the problem under the tab contact us on the web site. All maintenance issues will be addressed as quickly as possible; you will be contacted before any maintenance personnel enter your unit, unless there is an emergency. Maintenance will handle all repairs during normal business hours Monday Through Friday at times convenient for the work to be performed and when materials are made available. In the event of an emergency please call the office phone at 314-774-1100 or contact John at 314- 437-2277.
Carpeting:
The units we rent have been designed for cleanliness, durability and function and usually are hardwood. DO NOT USE harsh abrasives or chemicals when cleaning the floors. Tenants are responsible for damages caused to carpeting or common areas by themselves or by their guests.
Heating and Cooling:
Your unit most likely equipped with heating and AC. Please make your self familiar with it functionality and operation. If you have questions about the operation of the unit or would like to review to review your Manual for this equipment, please contact management during business hours.IT IS IMPORTANT TO KEEP THE FILTERS CLEANED SO THE UNIT OPERATES PROPERTLY ANDREDUCES YOUR COST FOR HEATING AND COOLING.
Lock, Keys and Lockouts:
If you are locked out of your apartment, or lose your keys during regular business hours, Bella Citti will charge $15.00, if it is after hours you will be charged $50.00. This fee must be paid before you will be admitted back into your apartment. If you lose your keys it will cost $25.00 per key to have new ones made. This fee must be paid before you will be admitted back into your apartment. If your lock needs to be changed for any reason you will be responsible for all cost associated with the replacement.
Dishwashers:
Dishwashers require a certain type of soap/cleaning agent. Make sure you use ONLY a product specified as Dishwasher Product such as Cascade or Electrosol. Do not use liquid soap dish soap as it will cause excessive suds, flood your apartment and cause damage to your dishwasher and unit resulting in charges for repairs that would be passed on to you the tenant and possible eviction. Also do not put any plastic dishes or utensils in the dishwasher as they may melt.
Built in Microwaves:
Your unit may be equipped with built in microwave ovens above the stove. These operate as exhaust fans for stove tops cooking as well. Please use the exhaust fan when cooking. Never place anything metal in the microwave as this may damage the microwave and /or cause fire.
Counter tops:
The counter tops may be damage if used as a cutting surface or burned if hot items are placed on the surface such as hot pots and pans. Please use cutting boards and appropriate pot holders. Avoid the use of abrasive scouring pads or powders.
Toilet and Sinks:
Do not dispose of any non dissolving items in the sink or toilets. (Food, Grease, ETC) that may cause a clog. Toilets: Do not flush feminine products, Diapers, Hair, Grease, ETC. If it is necessary to contact a plumber to clear a blocked drain through careless or misuse by resident, the resident will be charged for the service call- no exceptions.
Plumbing:
No oil, grease of any type are allowed to be disposed of in the sink or tub drain or toilet. Grease and oil should be placed into a container and placed in a dumpster. DO NOT USE AND PRODUCT TO CLEAN A DRAIN SUCH AS DRAIN-O OR LIQUID PLUMBER. CONTACT MANAGEMENT SO MAINTENANCE CAN ADDRESS THE ISSUE.. Some drain cleaners can cause extensive damage to the plumbing and would result in damages being charged to the resident, No plumbing is made to dispose of floor sweeping, coins, matches, cigarette butts, food items, toys, rags, sanitary products including tampons, diapers or condoms. You will be charged for repairs to toilets, sinks and tub drains caused by depositing such items in them, and face possible evictions.
Pest:
Our Responsibility at all properties is to remain pest free. Bella Citti cannot accomplish this without your help:The incidence of bed bugs is on the rise in St. Louis and cockroaches continue to be a problem in all areas of the city. These pests can cost thousands of dollars to eliminate. If you bring any pest into a building managed by Bella Citti you will be responsible for the cost of spraying and any other necessary measures to eliminate them. Bella Citti will make regular inspections to ensure that all properties remain pest free. The web has many resources available to help familiarize yourself with their habits and life cycles; for instance, did you know that a dead roach can still lay eggs up to a week after it is killed? If you notice any pests in your apartment, please contact Bella Citti at (314) 774-1100 immediately so that we may eliminate the problem beforethey multiply.
Drug / Crime Free Housing
It is the policy of Bella Citti Property Management to abide by the federal Crime Free - Drug Free Policy if any of the rules and guide lines through out this site are violated, we will report any suspicious activity to the St. Louis City Police and the Neighborhood Stabilization Team If and issue involves children it will be reported immediately to DFS. If this happens it is considered a violation to your lease and we will have no choice but to move towards an emergency eviction if we feel the issue can not be resolved.
Sec. 8-331. Crime Free/Drug Free and Disorderly Use Lease Requirements.
(a) All tenant leases, except for state licensed residential facilities and subject to all preemptory state and federal laws, shall contain the following Crime Free/Drug Free and Disorderly Use language:
(1) Crime Free/Drug Free.
1. Resident, any members of the resident’s household or a guest or other person affiliated with resident shall not engage in criminal activity, including drug-related criminal activity, on or near the premises.
2. Resident, any member of the resident’s household or a guest or other person affiliated with resident shall not engage in any act intended to facilitate criminal activity, including drug-related criminal activity, on or near the premises.
3. Resident or members of the household will not permit the dwelling unit to be used for, or to facilitate criminal activity, including drug-related criminal activity, regardless of whether the individual engaging in such activity is a member of the household, or a guest.
4. Resident, any member of the resident’s household or a guest, or other person affiliated with the resident shall not engage in the unlawful manufacturing, selling, using, storing, keeping, or giving of a controlled substance at any locations, whether on or near the premises or otherwise.
5. VIOLATION OF THE ABOVE PROVISIONS SHALL BE A MATERIAL AND IRREPARABLE VIOLATION OF THE LEASE AND GOOD CAUSE FOR IMMEDIATE TERMINATION OF TENANCY.
(3) Definitions.
1. The term “criminal activity” means prostitution, criminal street gang activity, threatening, intimidating or assaultive behavior, the unlawful discharge of firearms, or any other criminal activity on or near the premises that jeopardizes the health, safety and welfare of the landlord, his agent, other resident, neighbor or other third party, or involving imminent or actual serious property damage.
2. The term “drug related criminal activity” means the illegal manufacture, sale, distribution, use, or possession with intent to manufacture, sell, distribute, or use of a controlled substance or any substance represented to be drugs (as defined in Section 102 of the Controlled Substance Act [21 U.S.C. 802]).
(4) Non-Exclusive Remedies. The Crime Free/Drug Free and Disorderly Use provisions are in addition to all other terms of the lease and do not limit or replace any other provisions.
(b) These lease provisions shall be incorporated into every new lease for a tenancy beginning January 1, 2008 and all renewed leases by January 1, 2009.
(c) Upon determination by the Police Department that a licensed premises or unit within a licensed premise was used in violation of the Crime Free/Drug Free provisions of Subsection (a) (1) herein, the Police Department shall cause notice to be made to the owner and property manager of the violation. The owner or property manager shall notify the tenant or tenants within ten days of the notice of violation of the Crime Free/Drug Free lease language and proceed with termination of the tenancy of all tenants occupying the unit. The owner shall not enter into a new lease for a unit located in the licensed property with an evicted tenant for a period of one year after the eviction.
