TRAINING STRATEGY

2014-2017

1Introduction and Purpose

1.1 Shetland Adult and Child Protection Committees hold that the safety and protection of Adults and Children is a high priority and that the training of staff in order to protect adults and children is a vital contribution to meeting that responsibility.

The National Guidance for Child Protection in Scotland 2010 is clear that training and staff development is one of the functions of child protection committees. Additionally the Guidance says:

Section 146 “The importance of professional judgement in dealing with the risk and uncertainty of child protection means that training must be a core consideration” and at Section 147 “ Child Protection Committees need to identify collective training needs on an ongoing basis , responding quickly to any gaps highlighted by inspection reports, significant case reviews or other sources”

The Adult Support and Protection (Scotland) Act 2007 and the Code of Practice for Adult Support and Protection give similar duties to Adult Protection Committees

To make, or assist in or encourage the making of arrangements for improving the skills and knowledge of officers or employees of the public bodies and office holders to which this section applies who have responsibilities relating to the safeguarding of adults at risk present in the council’s area”

1.2 The purpose of this document is to outline the committee’s aspirations for raising awareness about safeguarding issues for adults and children amongst all staff and volunteers working in Shetland, for providing good quality training that supports safe and effective practice for staff and volunteers who provide specific services to adults and children and training and supporting those staff who are involved in investigating and managing child and adult protection services.

1.3The Shetland Adult and Child Protection Training Sub-Committee has delegated responsibility to

  • analyse training need ,
  • develop training to meet need,
  • deliver interagency training,
  • oversee single agency training and the creation and use of approved materials,
  • evaluate and quality assure training
  • report quarterly to the Adult and Child Protection committees on training activity

1.4Training should create an ethos which values working collaboratively with other professionals, respects diversity (including culture, race and disability), is person-centredand promotes partnership with adults or children and their families.

1.5 To reflect the fact that adult and child protection work is carried out on an interagency basis wherever practicable training will be run on an inter-agency basis. Inter-agency training can only be fully effective if it is embedded within a wider framework of commitment to inter-agency working, underpinned by shared goals, planning processes and values

1.6 Interagency training is fundamental to developing:

  • a shared understanding of safeguarding adults and children,
  • improving communication between staff and volunteers in different agencies both at a strategic and case work level,
  • assisting in building effective relationships built on mutual respect and understanding,
  • facilitating sound decision making based on information sharing, critical analysis and professional judgement,

2 Training

2.1 All staff and volunteers should

  • Receive some basic information about protection through induction processes
  • Know what to do and who to speak to if they have a concern about the safety or welfare of an adult or child

This is the responsibility of the agency that the staff member or volunteer works for and internal policies and procedures should be in place to ensure this happens.

2.2 All staff and volunteers who work in services specifically for children and adults should

  • Receive training that assists them in recognising signs and symptoms of abuse, who to speak to if they have a concern , the legal framework , an understanding of their own role and responsibilities
  • Shetland Interagency procedures for both Adult and Child Protection and how local agencies work together
  • Opportunities for case study discussions

2.4 Those staff who have particular responsibilities for investigating allegations of abuse, acting as a council officer or lead professional for child or adult protection case work, members of a core group for adult or child protection will require higher levels of more specialist training

2.5 Mangers of services and those supervising staff will require training in adult and child protection so as to support staff and respond appropriately and knowledgeably when staff raise concerns to their attention

2.6 It is important to recognise that many staff will need training in both adult and child protection. Services for adults who may have childcare responsibilities need a good knowledge of child protection , services working with those aged 16-18 will need an understanding of adult protection, services working with children may recognise that a child’s parent could be an adult at risk.

It is the responsibility of mangers in the agency the staff member or volunteer works for to consult Appendix 1 to identify appropriate training and ensure attendance at initial and refresher training.

3The Role of Agencies

3.1Agencies represented at Adult and Child Protection Committees have a responsibility to resource and support inter-agency training:

  • through induction procedures and staff appraisal and identifying and supplying information about training need
  • by providing staff who have the relevant expertise to sit on the Training Sub-Committee and contribute to training;
  • by recognising the time required to complete inter-agency training tasks effectively;
  • by releasing staff to attend the appropriate inter-agency training courses, and ensuring that members of staff receive relevant in-house training which enables them to maximise the learning from inter-agency training. In addition staff should have opportunities to consolidate learning from inter-agency training;
  • by taking an active role in the planning, resourcing, delivery and evaluation of training.
  • by appropriate sharing of data relating to training within the constraints of the Data Protection Act and through the Data Sharing Partnership.

3.2Each agency is responsible for ensuring support and debriefing to staff that are involved in an adult or child protection investigation, and provide appropriate training for supervisors.

3.3Each agency is responsible for ensuring support to staff that are the focus of allegations either founded or unfounded in an adult or child protection case, and provide appropriate training for supervisors.

3.4Each agency is responsible for ensuring line managers have appropriate supervisory training for adequately supervising staff who are working with vulnerable adults or children..

5Delivery Plan

5.1 Training is not progressive- so it is not required that members of staff start with basic awareness and complete all the levels of training. Training is role specific- so for example a midwife will need a very different level of training to a volunteer befriender or a social worker who acts as a council officer and conducts adult protection investigations

5.2 It is important that staff stay up to date with protection issues.

5.2 There is an expectation that Managers will be aware that mandatory adult and child protection training needs to be updated and Mangers should ensure that as part of staff review, supervision and support staff are directed to undertake the refresher training that is appropriate to their role and level of responsibility. The attached tables outline which type of refresher training is appropriate for different staff.

5.4 Shetland Child Protection Committee and Shetland Adult Protection Committee recommend that staff complete some sort of refresher training at least every 3 years.

Refresher training can be;

  • Repeating elearning modules
  • Repeating level 1/2 training
  • Attending specific refresher days
  • Repeating the brief “Keeping Children Safe”, “Keeping Adults Safe” courses for the voluntary sector.

5.6.The following descriptors of training and tables referring to agencies give a baseline for which staff should do which training.

It is always open to staff and their manager to agree that a higher level of training maybe required to meet specific learning needs or to support staff in their work in a particular situation, however it is not open for staff to complete a lower level of training.

All staff given wallet cards/leaflets about adult protection and child protection and managers have the responsibility to tell staff about their responsibilities and who to speak to if they are concerned about a child or an adult.

Level 1

Training that meets this level:

  • NHS Shetland Induction and Refresher Programme
  • Completion of the E-Learning modules on adult protection/child protection, adult protection and child protection as stand alone pieces of work.
  • Short 45 minute awareness raising talk at induction and refresher days.
  • Short “Keeping Children Safe”, “Keeping Adults Safe” and can be aimed at sports coaches and the voluntary sector.
  • Short awareness raising sessions held by Head Teachers in Schools as part of In-Service and staff meetings at the beginning of term
