NORTH EDISON BASEBALL & SOFTBALL 2017 FIRECRACKER TOURNAMENT RULES & GUIDELINES

(Amended: February 2016)

This Tournament as described during your registration, is a REC B tournament. Any Travel A team misleading the Tournament shall be asked to leave with no refund.

1.You must check in 30 minutes prior to firstgame.

2.At the “Sign-in”, you must provide a roster with name, address, and birth date of all players together with a copy of your insurance certificate. The managers must keep a copy of players’ birth certificates with them during thetournament.

3.Maximum of 15 players on aroster.

4.For pool play the home team is decided by the coin toss; the team that traveled the furthest callsit.

•For the knock out rounds, home team will be the higher seed.

5.The home team has the official book including start time declared by umpire; checkwith each other after each inning to avoid controversy. Winning teams must report the final scores to the scorer’stable.

6.There will be trophies for first and second place in eachdivision.

7.Opponent will award MVP medals after each of the Friday/Saturday games. Please avoid having the same girl winning multiplemedals.

8.The NEBS complex issmoke-free.

9.NO PETS ALWAYS ONCOMPLEX

10.There is no infield warm-up prior to the game, no soft toss against the fence andno batting sticks in use during thegames.

11.Please clean up dugout aftergames.

12.All teams must stay inside the dugouts during play. 13. Our league has a zero tolerance policy concerning the conduct of fans, players,and

coaches. Violation of the policy will result in removal from the complex. Please remember that the tournament is for the girls!

15.Any forfeit of round-robin games will eliminate your playing onSunday.

17.Mercy Rule–Modified

□12 runs after 4 innings and 10 runs after 5 innings.

18.The game times on Friday/Saturday (7 innings for 14U and12U):

□Kill time at 1 hour and 30 minutes (games may end in a tie). No new inningtostartafter 1 hour and 20 minutes. Score reverts back to previous inning unless hometeam has taken thelead.

19.The game times onSunday:

□Kill time at 1 hour and 30 minutes for preliminary and quarterfinals, except in caseof a tie. International tiebreaker rule in effect (last scheduled batter in current inning for each team starts at secondbase).

□Semifinals and finals played to completion, unless the mercy rule isused.

20.Speed up rule as per ASA (courtesy runner for pitcher or catcher at any time – must use bench player (from prior inning) if available, otherwise, last batted out. Same playermay not be a courtesy runner more than once in the sameinning).

21.Pitching distance is 40 feet for12’s

22.Pitching Distance is 43Feet for14’s.

23.All teams must present line-ups to Umpires and opposing Coaches prior to the startof the game. Player’ roles must be designated on theline-up.

24.You may have RosterBatting

25.No Flex players or DHplayers.

26.Managers are responsible for his or her team’s players, staff, fans and parents. Unruly fans will result in the ejection of the coaching staff beginning with the manager. There will be a fair warning before any ejection occurs. An ejected manager/person must leave thecomplex.

27.NO SHOWING BUNT, PULLING BACK AND SWINGING in any division.No warnings and the batter shall be automaticallyout.

28.Helmet Face Masks are required, Chin Straps are optional. 2016 ASA rules state that chin straps for batting helmets are no longer required, but still areallowed.

29.All game balls are to be returned to the umpire at the end of thegame.

30.Any scorebook discrepancies and rule interpretations will be resolved on the field bythe Umpires; there will be noprotests!

31.If rain or wet fields become a factor, the tournament director can declare a rain schedule, which will allow the tournament to be completed. In the event of a rainout onSunday, the highest seed remaining will be declared thewinner. Monday will be rain date for cancelled games

32.There will be no barbecue grills allowed oncomplex.

33.There will be no RV’s allowed in the complex parkinglot.

34.Parking is limited so please carpool wheneverpossible.

35.NO PETS ALLOWED ON COMPLEX – STRICTLYENFORCED!

36.U10modifications

a.6innings

b.10th fielder is permitted, but must remain in the outfield until the ball crosses the plate or ishit.

c.You may bat entire line up, unlimited substitutions in thefield.

d.You can steal third base only, no advancement on an overthrow on a steal. There is no stealinghome!

There is no Drop 3rd Strike in 8U and 10U

e.Leading after ball crosses plate or on the swing NOT on release. Runner leadsat own risk. No advancement on attempted pickoff.

f.5 run maximum per inning on allGames

Unlimited runs in last inning of each game. These will be unlimited runs.

g.Pitching distance is 35 feet. Pitcher must start with 2 feet on the pitcher’splate.

h.Control in the circle stops the play. If any runner is less than half way to the next base, they shall return to the previous base, if more than half way, they shall get the base. This call shall be at the umpire’s discretion. In the event the pitcher attempts to make a play on the runner, the ball shall become liveagain.

i.No infield flyrule.

37.U8modifications

a.Coaches pitch all 6 innings from 32 feet (1 stride in front of 35-foot mound). No walks or hit batters. NoBunting.

b.Max number of pitches per batter is 8 (if foul ball on 8th pitch, batter continues until strike out or ball put inplay)

c.3rd strike on batter must be swinging. Ump can call strike 1 and2.

d.Girl playing pitcher position (pitcher) may not start in front of pitchingrubber.

Pitcher must start with at least 1 foot in the circle even or behind coach pitcher

e.*EndofPlay-Baserunnersarelimitedtoonebaseonallbattedballshitinthe infield. Runners may only advance one base on an over throw to any base.Base runners may take additional bases on all batted balls hit into the outfield, as defined by any ball that goes 10 feet beyond the base path or any ball that is fielded by an outfielder. If the base runner is not at the half way point between the bases once the ball is secured by an infielder, the runner will be sent to back to the previousbase.

f.No coaches from the defensive team should be on the field during play. Coach Pitcher shall make their best effort to move out of the way so as to not obstruct the defensive teams play and shall use best effort to avoid batted balls. In the event that a Coach pitcher interferes with a play or a batted ball, it shall be in the umpire’s discretion to make the appropriate call, including in the case of abatted ball to allow the defensive team and batter to continue the play, or to count the ball as a foul and continue the at bat or any other call which may be appropriate under thecircumstances

g.There will be nostealing

h.If the defense overthrows a base on a legitimate attempt to throw a runner outthe runner at their own risk may attempt only one extra base. A runner may not attempt an additional base on a second overthrow. If the intended player attempts to catch the ball and it is not caught but is knocked down within a 5foot radius of the intended player, it shall not be considered an overthrow and runners may notadvance.

i.3 outs or 5 run maximum in any inning. You may bat entire lineup. 10 players in field, but 10th player must remain in the outfield until the ball crosses the plate or is hit. Unlimitedsubstitutions.

j.No infield flyrule.

k.In the 6th inning of the semi-final games and championship game, the 5 run maximum shall notapply.

l.Leading after ball crosses plate or on the swing NOT on release. Runner leadsat own risk. No advancement on attempted pick off. Each team shall receive 2 warnings for leaving the base early before the player shall be called out. If a player leaves early and a play is made on that player during a batted ball, ASA rules shallapply.
