Strategic Plan on Community-Based Disaster Risk Management in Viet Nam

I. Vision:

1. Standing office of CCFSC fully demonstrate leadership role in national disaster management including CBDRM to better serve the CCFSC as an effective national platform for disaster risk management

2. CBDRM is one of the content in the National strategy on natural disaster preparedness, management and mitigation to the year 2020.

3. CBDRM is one of the contents to implement of Hyogo Framework for Action (HFA).

II. Mission:

1. Develop an effective aAction Plan to actively prepare, timely respond, rapid recovery on the principle of preparedness

2. Enhance the response capacity of the community.

Overall goal

Effective integration ofe CBDRM in the socio-economic development process of Viet Nam

Specific goals

1. Establish an effective system to promote CBDRM

2. Formulate a CBDRM modal project for replication

3. Create favorable environment for to integrate CBDRM into the implementation of HFA

IV Detail activities to achieve the above goals

1. The main activities to achieve the goal 1

Activity 1.1. Establish the core working group for 5 year strategic plan to promote CBDRM (August 2007)

The Central committee for Flood and Storm Control (CCFCSC) will establish a core working group to coordinate the implementation of activities and ensure for the effectiveness and tointegrate CBDRM into the socio-economic development process of the pilot area.

Activity 1.2. Identify the existing good practice on CBDRM for replication

CBDRM in Viet Nam had implemented through the efforts of Government, donors community and NGOs, some of the projects had been implemented in various areas in Viet Nam had indicated the effective in natural disaster namagement. The projects had achied the sucesses over the expectation. Withthe support from UNDP, UNESCAP, ADPC and other donors, this acitivity is aimed to organize the selection of champions with the involvment of the Government, NGOs and dornors. The champions will be identified through election, comment and reward. Bases on this, the champion is the foundation to replicate in other areas and it is also an activity to promote CBDRM in Viet Nam.

Main activities:

(1) Establishment of a system of nomination of candidates for selection (August 2007)

(2) Formulation of a panel of experts for selection of champions including the terms of reference and rules of procedures, (Sep 2007),

(3) Establishment of criteria for selection, (Sep/2007),

(4) Fformulation of a strategy to sustain the programme for replication (Oct 2007)

Axtivity 1.3 Organize policy dialog forum for CBDRM [timing? Maybe September?]

Dialog among Goverment agencies, donors, NGOs, privates and organization working in natural disaster management is essential.,iIn order to the carry out the dialog, with the support from Building the process for an effective participation by all key stakeholders (detail plan and program of actions), this activity aiming to organize a policy dialog forum for CBDRM practitioners to share the lessons learned and experiences. The forum is organized with the participationory of organizations which working in disaster management, especially on CBDRM, of which includes Disaster Management Working Group (DMWG). This forum is also an opportunity to share, exchange the efforts in the implementation of CBDRM in Viet Nam, at the same time recommend suitable policies for the new stage and it also thea place to indentify and share the good parctices on CBDRM in Viet Nam. The core working group as metioned in activity 1.1 will be resposible to organize this forum.

Main activities:

1)Organization of the first meeting of CBDRM partnership including DMWG by August 2007

2)Programme of the second meeting of CBDRM partnership prepared by Sep 2007

3)Preparation of policy papers for submission to the second meeting of CBDRM by Sep 2007

4)Formulation of the draft joint committment of the partnership on CBDRM by Oct 2007

5)Organization of the second meeting by January 2008

6)Report of the second meeting for submission to the regional meeting by Feb 2008

Activity 1.4.Building the process for effective participation by all key stakeholders (detail plan and program of actions) October to Nov 2007.

Involved in disaster management activities, of which includine gthe development of legal document, development the master plan and plan, development ofdisaster management progarams as well as socio-economic development isare the resposibilityies of Government agencies, disaster management practitionersrs, donors community and and peoplethe communities themsleves. In order to have an effective participatory, a concrete plan should take placeneed to hace a concrete process, which would be a basis of the next implementation. Based on this process to promote the participatory of stakeholders. Under the support of UNDP, UNESCAP, ADPC donor and other donors supporting agencies this activity is aiming to develop the process for the effective involvment of keys institutes in disaster managmentmanagement in Viet Nam. This activity is aslo considered to beone one of the important works to promote CBDRM.

Activity 1.5. Sum up to draw lesson learn (December 2007)

Promotinge CBDRM, particiularly the establishment of an effective system is a long the process that will be implemented in a long timeof implementation. At each stage, a sum up to draw lesson learns for the next stage is very essential. This activity is aiming to get to know the experience on the system building process to promote CBDRMMR

2. The main activities to achieve the goal 2:

Activity 2.1. Formulatinge criteria for CBDRM model project:

Under the support of UNDP, UNESCAP, ADPC and other donorsdonors and other agencies, this activity is aiming to develop criteria of model project for replication in the integration CBDRM in the social-economic development process. This activity is undertaken through the below steps

a. Review Gov.’s priorities (Sep 2007)

Firstly, need focus on reviewing Government reviews on the ’s prioritesty ofon the typical type of hazards, regions and the socio- economic development objective of each region.

b. Gather existing CBDRM projects to select the best practices (August September2007).

Practical experience is always an inmportance lesson in developing models for replication, gather existing CBDRM projects in oder to create foundation to develop the pilot model project

c. Review materials from ADPC (Sep 2007)

In the phase 1, 2 and phase 3 had implemented under PDR-SEA, there were some important ducument that orient to CBDRM activities, ADPC had palyed an inportant role in giving the effors to coordinate in developing these documents. Revieweing the matarial is the last 3 phases and document available in ADPC is one of the inportant works. This is the foundation to develop the effective model of pilot project for replication in the future.

Activity 2.2.Identify the role of local authorities and other stakeholders (Sep – Oct.)

In the CBDRM activities, the role of local authority is vry essential. Through the above activites and the support from UNDP, UNESCAP, ADPC and other donors donors and other agencies, government will identify the role of local authority to promote CBDRM activity.

This activity also is includeing: : meeting with leadreres of the selected province to identify the role as well as to discuss with local authority the detail plan into promotinge the role of local authority in CBDRM.

Masin activities:

(1)Indentify the role of local authority based on the above activities ( Sep 2007).

(2)Consultation meeting with provincial leaders (Oct.2007).

Activity 2.3. Develop the format for the proposal (Core working group, experts, ADPC) (Sept. – Oct.)

CBDRM pilot proposal project will be developed by locality which will benifit from from project with support from the center government, core working group, disaster management practitioners, donors and other agencies.. To support the benifit locality to develop the pilot proposal project need to develop the fomat of the proposal. With the support from UNDP, UNESCAP, ADPC and other donors, this activity aims to build the common fomat for CBDRM project.

Activity 2.4.Develop the proposal and implement the project (Province) with technical assistance from ADPC, CCFSC (Oct. 2007 to Feb. 2008).

The detail plan to implement the pilot project is one of the important works of the poject proposal. The good implementaion plan will create condition for the implementation of the project, with the experiences on CBDRM in ASIAN the region.coutries UNESCAP, ADPC are the ones of organizations which can provide the support forto the country all welland at the same time to the local authorities as the localities to develop feasible plan, and effective implementation of CBDRM project. This activity aims atto making ae full use of experience of international organizations, particillarly ADPC into assisting the development of CBDRM projectimplementation.,Ttrough the meetings with local authority and relevant stakeholders will discuss and exchange about the implementation plan.

Activity 2.5.Implement the model project (Oct. – Feb. 2008)

This activity aims atto implementing the model project which had been developed in the lastprevious activites. Under the supervision of Ministries, agencies and stakeholders, especially the assistance from PDR-SEA project, the local authority will implement the work plan to intergrate CBDRM into local socio-economic development plan. UNESCAP, ADPC will provide technical support to implement the ativities had indentified in the activity 2.4

Activity 2.6. Evaluation and draw lessons for replication and sharing experience in and out side the country (Feb. 2008)

Based on the experiences from the implementation of pilot project in Viet Namas wel as in ASEAN, one a workhop will be organized to evaluate, share experience on the integration of CBDRM into local socio-economic development prosess. Thise workshop will be participated by all related ministries and stakeholders in Viet Namwith the participant of UNESCAP, ADPC, ministries/agencies, international organizations and NGOs working in disaster management and especially local authority., including the local authorities. This workshop will be is a great opportunity to exchange, share experiences between organizations and local authoritiesy, one of the important works to remainand to discuss the sustainabilityleof the activities and the possibility ofas well as for replication iton other areas, and also. This is also an opportunity for partners, epecially UNESCAP and ADPCfor the government topursuade convince related stakeholders and, local authoritiesy on the importance to support the implementation of strategic plan on CBDRM in Viet Nam

3. The main activities to achieve the goal 3:

Activity 3.1.Identify the overall plan (Sep /2007)

An overal plan to to create a condusive n environment conducive forin integrating CBDRM into a committed plan on implementation of HFA will be developed developed by the Core Group with the technical support of UNESCAP and ADPC and other related ministries and stakeholders.

Activity 3.2.Identify the needs of CBDRM in the context of Disaster Risk Management (DRM) in Viet Nam(Sep 2007)

With assistance from UNDP, UNESCAP, ADPC related ministries and stakeholdersand other partners, the core working group is to identify the number of vulnerable communities vulnerable to natural disasters and to classify these communities asinto priorityized list for action. Identifying and identify the needs before, during and after disaster and socio-economic development is also needed..

Activities 3.3.The roles of CBDRM in socio-economic development process (Oct 2007)

This activity aims to undertake activities to compile socio-economic impacts of natural disasters based on past record to form the basis forof prioritized zing action through the support of UNDP, UNESCAP, ADPC and other partnersrelated ministries and stakeholders. It is also expected that these activities would be made on the basis of communities affected by the disasters.

Activity 3.4. CBDRM and poverty reduction (Nov/2007).

In order to support the advocacy strategies of the project on CBDRM, a research on the role of community based disaster risk reduction in reducing poverty will be conducted with assistance of CCFSC. The research will be conducted through an analysis of the impact of CBDRM projects implemented by DIPECHO partners during the first four action plans. In this regard, the PDR-SEA team and CCFSC will consult with various DIPECHO partners in order to identify interested organizations for participation in the research about their programmes. Various studies and ongoing programmes of the World Bank, IMF, UNDP and ADB in the corresponding countries will be used to support this activity. The results of this research will be used to do lobbying with the national planning ministries, local authorities and other stakeholders. The research will also be presented during the national advocacy workshops to mobilize support for CBDRM.

Activity 3.5.Consensus for action on CBDRM (Nov/2007)

CCFSC with assistance from UNDP, UNESCAP, ADPC and other DIPECHO partners is expected to undertake activities aiming at developing a consensus for action, especially in terms of socio-economic targets for DRM as part of contribution of Viet Nam to the implementation of HFA. These activities are expected to include

(1) Preparation of a draft report on a consensus framework for action

(2) Organizingation of consultative discussions,

(3) Finalization of the report on consultation for incorporation into the national framework for action on DRM

Activity 3.6.CBDRM in Viet Nam and international cooperation and integration

International cooperation and integration is an essential tendency in the socio-economic activities related to the disaster management

Under the framework of PDR-SEA 4, iIt is expected that key officials of CCFSC and partners would present the results of their findings for activities related to this goal at a regional workshop on cooperation among the regional disaster management practitioners.
