DIRECTOR, HUMAN RESOURCE AND FINANCE
- Job Title:Director, Human Resources and Finance [Level 3 Staff]
- Primary Reporting Authority: Chief Executive Officer (CEO) [Level 1 Staff]
- Staff who will report to him/her:
- Manager, Finance and Accounts
- Manager, Admin, Logistics and Corporate Affairs (CA)
- Deliverables:
- Standard Operating Procedure (SOP) for officials under him
- Annual Activity and Resource Plan for the incumbent and officials under him
- Monthly Activity Report
- Presentations/Reports/Letters or any other activities as assigned by CEO from time to time
- Annual appraisal of officials under him
- Service delivery as per functional responsibilities
- Functional Responsibilities
- Develop human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances
- Manage human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff;
- Support management by providing human resources advice, counsel, and decisions;
- Management of all individual personnel and workforce management actions includingpromotions/demotions/transfers, terminations and/or layoffs as necessary.
- Establish human resources objectives in line with organizational objectives
- Develop organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction;
- Contribute to the planning, development and monitoring of support services/ financial management / management of support staff, including co-ordination and delegation of relevant activities
- Coordinate, analyze and report the financial performance to HEQEP and Board of trustee
- Prepare short and long-term financial forecasts of financial performance for use with internal management, members of BdREN i.e. universities and board of trustee
- Prepare and design employee benefits, retirement plans, and corporate insurance
- Oversee the general accounting function which includes inter-company transactions, cash management/reconciliation for multiple accounts, financial reporting and balance sheet management
- Oversee audit and tax functions, coordinate activities with outside audit firms and review firms performance
- Manage company policies regarding capital requirements, debt, taxation, equityand acquisitions, as appropriate
- Formulate financial targets and budgets inaccordance with the strategy determined by the project office and trustee board
- Update job knowledge and contemporary technologies by participating in educational opportunities,attending national and international seminar/conferences/workshops, reading professional publications, maintaining personal networks and participating in professional organizations
- Help CEO in developing the Annual Activity Plan, Resource requirement and in implementing those plans
- Perform other duties that may be assigned by CEO
- Desirable Qualifications:
- Educational Qualification:
- Master’s degree in Business Administration (Major in HRM/Finance)/Human Resources Management/Public Administration/Finance/Economics or closely related field
- 3rd division/class at any level/CGPA less than 3.0 will not be accepted
- Knowledge and Skill:
- Strong interpersonal, managerial and conflict mediation skills
- Good communication and decision making skills
- Ability to encourage and motivate workforce under him.
- Researching, data collection, manipulation and reporting skills
- Working and decision making capability under stressed conditions
- Experience:
- Minimum ten (10) years’experience in human resource management and financemanagement with two years in a supervisory/management position
- Language proficiency: English and Bangla (Reading, Writing and Speaking)
- Code of Conduct:
- Compliance to Contract Clauses
- Compliance to Service Rules
- Compliance to all Office Orders issued from time to time provided it is not directly in conflict with the contract
- Compliance to all Policies already drafted or to be drafted
- Working Hours:
- Usual office hours from 9.00 am to 5.00 pm, 5 days a week
- 7 x 24 availability on emergency
- Changeable through office order
- Additional Requirement:
- Travel: Willing to travel throughout the country and overseas.
- Mobile: Should be available 7 x 24 over voice and SMS
- Internet: Should be available 7 x 24 over email
- Type of Service:The estimated duration of the assignment is 24 person months. The expected commencement of the assignment is 1st January, 2017. However the duration of the assignment may be increased or decreased according to the requirement of the BdREN component of the project and performance of the incumbent which will be reviewed on yearly basis. The ToR would be considered as provisional and will be superseded by a revised ToR approved by the BdREN Trust.
