Background and Justification:
Amalima, a USAID Office of Food for Peace funded program seeks to improve livelihoods through increased agricultural productivity, income diversification, increased access to financial services, and strengthened community-managed disaster risk reduction systems. Amalima also seeks to improve household nutrition through improved diets for women and children, improved caring practices for children, improved availability and use of water and sanitation, and facilitate better distribution of nutritious foods. The project will benefit over 200,000 individuals in the districts of Tsholotsho in Matabeleland North province; Bulilima, Mangwe, and Gwanda in Matabeleland South province in Zimbabwe. A combination of capacity building, training and mentoring, food rations, vouchers, matching grants, and community-based messaging and mobilization strategies will be employed to achieve the results.
Scope of Work
Consultant Title: Survey, design and supervise dam construction and rehabilitation and dip tank rehabilitation.
Program Objective:Design and supervise dam construction and rehabilitation and dip tank rehabilitation as specified by Amalima, design and supervise implementation of catchment protection works around specified dams and dip tanks in Tsholotsho, Mangwe, Gwandaand Bulilimadistricts.
Period of Performance: 1st Mayto September 2018

Assignment Objective: The main objective of this assignment is to survey, design and implement plans for establishing a dam and rehabilitating dams and dip tanks in Bulilima, Mangwe, Tsholotsho and Gwanda districts. The consultant will also be required to assess the damage caused by rains to completed dams and non-Amalima supported dams and produces plans for rehabilitating these dams and supervising the rehabilitation process; and conducts environmental assessments of catchment areas of selected dams and dip tanks, produce implementation plans and supervise implementation of the plans using CFA labor.The consultant will be required to provide operation and training guidelines. The material should be available for use by Amalima project officers in training beneficiary farmers.
Scope of Work: Amalima requires the services of 2 Supervising Engineers/Consultantsto assess selected Cash for Assets projects and supervise rehabilitation and catchment area protection works on the identified assets inLot 1 (Gwanda and Mangwe) and Lot 2(Bulilima and Tsholotsho) districtsfrom 1st May 2018to30 September2018. The rehabilitation/protection processes will be labour intensive targeting vulnerable and able bodied members of the community. The consultants will produce a narrative of the works to be done, design plans to rehabilitate works and provide technical support over the period indicated below in close collaboration with program staff.
Detailed Technical Requirements: The Supervising Engineers will be expected to work closely with the Environment and Resilience Specialist and the Natural Resources Management Team Leaders and Field Officers in the field to monitor quality of work, ensure good workmanship by all workers, ensure adherence to designs, and ensure best practices and norms during rehabilitation/construction/protection of assets.

- Qualifications
- The consultant ideally to be in possession of a relevant first degree in Civil/Agricultural Engineering studies or closely related field.
- With minimum of 5 years’ experience in small to medium dams designand works supervision
- Minimum five years’ experience in designing and implementing land rehabilitation works particularly in the context of Title II or other USAID and USDA programs.
- Technical Supervision
The lead technical supervisor for this activity will be the Cash for Asset Coordinator.
- Overall Responsibility
The overall responsibility lies with the SO1&2 Manager
- Bidding
A consultant should bid for only one Lot.
