Comprehensive Young Child Wellbeing

  1. Introduction

These Terms of Reference (TOR) have beenprepared for theproduction of documentary images to be used in advocacy, communication and knowledge products to support UNICEF CEE/CIS Regional Knowledge and Leadership Area 7 (RKLA7) - Comprehensive Young Child Wellbeing

  1. Background

Years of research on the role of the health sector and, specifically, home visiting services for pregnant women and families of young children in a number of countries,have demonstrated that home visiting programmes can increase parental well-being and parenting efficacy, as well as child outcomes. This has led a number of middle- and high-income countries to establish home visiting services. Additionally, recent global and regional reports on child maltreatment have identified home visiting services and support to more effective parenting as promising strategies in addressing this major public health problem.In the CEE/CIS region, the health care system reaches the vast majority of pregnant women and families of young children, and Maternal and Child Health home visiting systems were established several decades ago. Although they continue to exist, home visiting services are not always effective andefficient and are usually narrowly focused on physical health. Since health care providers reach almost all families and are viewed as trusted and authoritative, the health sector and home visiting services constitute an opportune entry point to support parents to provide their young children with the best start in life.

Developmental difficulties during early childhood are increasingly recognized in low and middle income countries as important contributors to morbidity in children and adults. Health care systems in high-income countries provide multiple opportunities for the prevention, early identification and management of developmental difficulties in young children. Interventions to improve the development of young children are also becoming increasingly available in low and middle income countries and include low-cost strategies, such as addressing malnutrition and iron deficiency, training caregivers, increasing psychosocial stimulation and providing community-based rehabilitation.

  1. Specific Outputs

Tasks

In collaboration with and underthe guidance of theECD Specialist from the Bosnia and Herzegovina(BiH) Country Office, the photographer will:

  • Take professional photographic documentationin one city in Bosnia and Herzegovina of a UNICEF-supported programme on specific themes (see Deliverables section below); when necessary, work with the ECD specialist to obtain editorial release forms.
  • Select good quality images, keeping multiple versions of images, such as variations in composition and orientation (horizontal vs. vertical), etc.;
  • Provide descriptive captions (who, what, when, where, why) for the broad edit of photos of central characters/subjects in the photo coverage, serving to tell eachindividual’s narrative stories;
  • Transmit a broad edit of photographs meeting 2014 UNICEF photography specifications (noted below), including photo format, captioning, etc.
  1. Deliverables

The photographer will provide 200 edited documentary photographs in high resolution. Among them, the photographer will provide a selection of:

  • At least 20imagesof infants and toddlers with caregivers (mothers and fathers) and service providers (health professionals/mediators) in a variety of interactive situations;
  • At least 20 images of children aged 0-3 years and 3-6 years with developmental delays and difficulties engaged in activities, being assessed and receiving intervention (always with a caregiver present);
  • At least 20 imagesof children with disabilitiesaged 3-6 years in different situations engaged in activities- in the home and preschool (inclusive and special)
  • At least 10 images of service providers engaged in training for child development and addressing children with developmental difficulties
  • At least 20 images of books, toys, tools and instruments used to work with typically developing children and children with developmental difficulties – with and without children/adults
  • At least 20 images of parenting education

Images should incorporate diversity – gender,socio-economic status,ethnicity,age, disability, etc.Passive portraits of children which objectify them are not encouraged.

All final products should be transmitted electronically(via cloud transfer or file transfer protocol) to UNICEF Regional Office:

1) High quality and high resolution files; the MINIMUM accepted resolution is 2000 x 3000 pixels or 6 megapixels with zero compression. PREFERRED is at least 3000 x 4000 pixels or above in RAW or JPEG FINE formats.

2) The selection mentioned above should also be repackaged in medium resolution for dissemination via email and posting on the web;

3) Captions must be provided by embedding them directly into each image (in the IPTC fields) together with photographer’s credit, copyright, dates, names of locations, keywords, and other relevant information .Please provide names and children’s ages, if a story is related to them.

  1. Required Qualifications:
  • Minimum 5 years of professional experience working as a photographer with demonstrated experience in reportage/documentary photography projects in the humanitarian and/or development sector is required;
  • Creative and artistic abilities; ability to recommend innovative ideas for shooting and using the photographs;
  • Proven track record in photography post-production in line with industry standards;

Previous experience of taking photographs of young children (aged 0-6 years) engaged in activities with adults and other children; Good understanding of ethical issues involved in taking and using photographs of children and families.

  • Previous work experience with UNICEF is an advantage;
  • Familiarity with the CEE/CIS region is an asset;
  • Good communication skills; sensitivity and willingness/flexibilityto respondto client’s needs;
  1. Estimated duration of contract(s), payment and fees

The estimatedtime-frame and duration of contract is 10 working days(shooting and post production days) in April/May 2015.The selection of the contractor will be in accordance with UNICEF rules and regulations.Applicants are requested to indicate the expected daily fee to undertake this assignment.

The photographer is expected to own and use his/her own equipmentduring and after the assignment.Payments will be made based on invoices submitted at the end of the assignment.

  1. Accountabilities

The UNICEF BiHCO will be accountable for coordination of stakeholders’ involved, organizing fieldvisits, if necessary, and other logistical issues (including translation services). The UNICEF Regional Adviser and ECD Specialistsat the Regional Office and UNICEF BiH Country Office will be accountable for reviewing the intermediate and final communication products. All photographs will be approved by the Regional Adviser for Early Childhood Development and endorsed by Regional Chief of Communications.

  1. Additional guidelines/Official travel involved

Travel

Consultancy will involve travel. Travel will be covered by UNICEF as per UNICEF’s rules and regulations on consultants travel. More details on travel and travel entitlements will be discussed with the successful candidate.

  1. Reservations, copyrights and remarks

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/deliverables are incomplete, not delivered or for failure to meet deadlines.

Due photo credits will be jointly given to the photographer and UNICEF when the photographs are used on UNICEF website or publications. Any images supplied to a third party will explicitly state that joint credit must be given.

All images captured during the assignment will have non-exclusive concomitant world rights in all media in perpetuity.
