BOC MINUTES

10/12/17

PRESENT: KIMBER CHRZ, TERRY BECK, LISA HAHLE, JOHN PETTI, MONIQUE JENSON (FOR DAVID CARSON), TIM BRENNAN, PAT CHARLTON, DAVID BURTON, JARED WANG, MIKE FITCH (FOR BETH HOLT), PAL SATORI, CRAIG WOODS, KIM BEKKEDAHL, TODD ZUCKER (GUEST), RYAN LUDGREN (GUEST), AARON SANDERS (GUEST)

OLD BUSINESS: Terry Beck brought up the idea of the meeting together with the BOC and CAB and its poor attendance. He asked if there is a different time period that would work better for that or do we still need that meeting. Pal and Kim both agreed that they felt it was a good idea to still have the combined meeting. Board discussed changing the time and keeping it the same date. It was agreed to keep the August 12th date but move the meeting time to 1pm.

NEW BUSINESS:

  1. SKYVIEW/VALLIVUE: The Skyview basketball coach presented the following information: He heard rumors that Vallivue was trying to recruit Student A over the summer. He played for Melba during the summer season. Student A did end up transferring to Vallivue from Melba. The coach made the comment that even though they bought a house in the Vallivue district, there would have been no reason they couldn’t still commute to Melba because they were living in the Columbia boundaries before. He feels that this shows that it was purely a basketball move. He also stated that Student A played with a lot of Vallivue players on his club team and went to play with them during his senior year. Coach also claims that the father of Student A, told the Melba coach that he was being recruited to Vallivue but they weren’t going to go, which they eventually did.

**The Vallivue basketball coach refuted the claims that he recruited Student A to Vallivue. He said he has known Student A’s father for 7 or so years and had been talking to him for a few years to come over to Vallivue to be one of his assistant coaches. He said at no time did they discuss it being a packaged deal with Student A and his father.

**The second issue brought up by the Skyview coach was the violation of the rule of two. The coach claims that there were several Vallivue players playing on the same club team, practicing at Vallivue High School, and being coached by one of their coaches. Skyview brought pictures of the players posing with a trophy after one of their club tournaments.

**Terry Beck brought up the point that it is hard to prove violation of the rule of two unless there is evidence or pictures showing that coaching actually taking place.

**Pal Satori brought up the fact that Vallivue admitted to the violation in the letter and said that they had immediately fixed the situation.

**The question was brought up if it is a violation of the rule of two if they are seniors and have completed the basketball season. Terry Beck stated that once the season is over, those seniors eligibility is done.

**The Skyview coach then presented a picture showing a Vallivue coach with a team showing 4 Vallivue players on that team. This picture was taken March 26th and these players will play this coming season for Vallivue.

**The Vallivue coach refuted that claim saying that said coach did not coach that team directly even though he is the varsity coach of the club. He stated that there are several teams in the UpTempo program and that said coach isn’t violating the rule of 2.

**The third claim brought forth by Skyview’s coach was a student that opened enrolled into Vallivue as a freshman. He heard rumors that this player was getting rides from other players to Vallivue and then living with the Vallivue coach. He also stated that some players have mentioned giving said student a ride home and having to stop by the coach’s house to pick up a bag of clothes.

**The Vallivue coach refuted these claims saying that they filed a hardship with the IHSAA and went through the proper paperwork. This kid has a hard home life and there have been times where the coach’s fiancé has washed his clothes for him or given him dinner because he didn’t have that. At no time was he staying with him nor was he giving him rides to school.

**Todd Zucker, the Vallivue AD, mentioned that this kid was bouncing back and forth from mom and dad and has had an extremely rough home life. Vallivue has done nothing but try to help this kid because he has very little.

**Tim Brennan mentioned that Vallivue did file the proper paperwork with the IHSAA so this really isn’t an issue because the student was there legally.

**It was also discussed that each district has different open enrollment rules and transportation rules.

**The fourth claim brought forth by the Skyview coach is an issue with a player from Vallivue playing in both the JV and Varsity district tournament. He claims that the Vallivue coach knew the rule and chose to break it anyway.

**Todd Zucker stated that he did call Julie at the IHSAA to ask if that was allowed and she said it was by IHSAA standards. Todd didn’t realize the SIC had a different policy stating that this can’t happen.

**Terry Beck stated that this is really an SIC issue and not a BOC issue and should be brought up with that entity. If they choose that that is the route they want to take then it needs to go through the SIC.

**After hearing all the claims presented, Terry Beck asked for any further information or questions from the Board or from either party. He also mentioned that the BOC will review the evidence presented and decide what action will be taken. Terry explained all the possible decisions the Board could make regarding this issue. He said they are allowed to appeal any decision made by the BOC to the IHSAA if they so choose.

**Craig Woods asked if the younger brother of Student A started the year at Vallivue or at Melba. It was stated that they started the year at Melba and then transferred during the year to Vallivue. Todd Zucker stated that all the proper paperwork was filed with the IHSAA for both players.

  1. Both parties from the schools were dismissed at this time so the board could discuss this issue. Pal stated that a lot of this seems to be rumor and hearsay. He stated that something that might be appropriate for the BOC to do in reference to the first claim is a letter of concern. As for the rule of two violation, there was an admittance by Vallivue so this Board needs to act on that. As for the other accusations, he feels that this board doesn’t do anything for those.

**Matt Beglinger stated that he trusts the letter from Bob Lenz. He also stated that this sounds like this is more of the father issue and maybe not necessarily the schools. He also stated that there is a lot of grey area in this claim that we can’t prove. He does agree that we need to act on the Rule of Two violation.

**Pat Charlton stated that he agreed that the Board should act on the Rule of Two violation.

**Mike Fitch stated that there seems to be a continued theme about claiming to not know the rules when that is not necessarily accurate.

**Monique stated that the enrollment dates are a little concerning because the transfer paperwork was done on Nov. 1st but they didn’t actually move into the district until December.

**Kim stated that we can’t go off of rumors but possibly sending a letter of concern so we are reminding schools that they need to “keep their hands clean”.

**Matt Beglinger made a comment that club teams are always asking to use high school gyms and often those coaches are on high school staffs. He thinks that schools need to be responsible in educating their coaches of the rules and what can and cannot happen.

**Lisa Hahle stated that rumors start sometimes for legitimate reasons and it is this Board’s responsibility to address these concerns.

**Craig stated that he thought a letter of concern would be appropriate for the recruiting issue.

**Kim stated that she agreed with a letter of concern.

**Jared Wang stated that his coach had several rumors or speculations brought to his attention and because there were several he felt that it needed to be brought to the BOC.

**Discussion was had regarding the fact that a lot of the evidence was not “hard evidence” except for the self-admission from Vallivue of the violation of the Rule of Two.

**Motion was made by Tim Brennan to fine Vallivue for the violation for the rule of two and send a letter of concern regarding the other issues. Pal Satori seconded motion. Matt Beglinger suggestion to amend the motion to include in the letter outlining each issue brought forth and the thoughts and concerns of the board. Tim agreed to the amended motion. Matt further stated that there needs to be some dialogue with these two schools that they are the role models for these kids and they need to be able to get along and model that behavior.

**Discussion was made that both schools should receive this letter expressing concern for the violations and for professionalism from both schools.

**Motion was voted on to send this letter—Voted in favor unanimously.

**Second part of this motion was a discussion of the fine for the violation of the Rule of Two. Tim Brennan suggested a fine of $200 because they did not self-report. Pal Satori suggested and then made the motion that the fine should be higher because they admitted to it and that rule has been around a long time and coaches and AD’s should be aware. Motion then made to fine $500, seconded by Tim Brennan. John Petti suggested that the fine letter state that the fine is higher because they did not self-report and knew about it.

**Motion was voted on to fine Vallivue $500—Voted in favor unanimously.

  1. MT. HOME: Terry Beck stated that it has been approved by the IHSAA for Mt. Home to change classification levels. They are also requesting to move to District IV. Pat stated that all the DIII Superintendents were in favor of it. Pat stated that they discussed them moving to 3A and staying in DIII but it was decided that wasn’t an option. Terry stated that he had discussed it with a few people in District IV and they were okay with it as well. He also stated that it was discussed that this was also a long term commitment not just a couple years. John Petti stated that their participation numbers are way down and they are a better fit for schools in District IV and the rural atmosphere rather than the schools in District III. He also stated that this will save DIII schools money but will cost Mt. Home more money. Mt. Home feels that it will allow them to be more competitive. Motion was made by Jared Wang to approve Mt. Home’s move to District IV, seconded by Kim Bekkedahl. Motion carries unanimously.
  2. NEW PLYMOUTH: New Plymouth sent a response to the letter of concern sent to them about recruitment with boys’ basketball. Clete Edmunson, Principal of New Plymouth, stated that they offer a lot of concurrent credit opportunities and that is why kids are coming over to their school. Terry made copies of Clete’s response for the Board.
  3. VISION CHARTER: They are requesting to become a full, regular member of the IHSAA instead of an Associate Member. This is so they can participate in post-season activities. Kim Bekkedahl motioned to approve the request for Vision Charter School to become full members in Swimming, Drama, Music, Debate, and Speech ONLY. Seconded by John Petti. David Burton wanted to make sure that this was not an auditioning school. Terry Beck stated that they are not and if they were to, their membership would automatically be revoked. Motion carries unanimously.
  4. SWIM FEES: Terry Beck mentioned that now that swimming is sanctioned by the IHSAA, we need to look at adding a fee for commissioner costs and also for the awards. Lisa Hahle stated that if we do start charging entrance fees for swimming, then we really need to look at the facilities and make sure they are spectator friendly. Tim Brennan asked if we were providing medals/plaques this year. Terry Beck stated that we are not because they have not asked for that. He also stated that this is just to make us aware that this is probably coming for next year and to be thinking about what that fee will be.
  5. CO-OPS NEW AND UPCOMING: Terry Back mentioned that we have had the co-op requests coming in past the due date, which is difficult. He wanted to remind reps that it is important to get those in on time and also to get all the signatures needed before it is turned in for approval.
  6. THREE-MAN OFFICIATING CREWS: Pat Charlton stated that there is a big push to move in this direction and that Idaho is the last state not to go to Three-man crews. It is on the December action agenda for the IHSAA board. Concerns for an increase in budget have been discussed by the IHSAA and it didn’t seem that it would be that big of an increase. Terry Beck stated that he had talked to the DIII commissioner, David Lee, and that he felt that these crews could be done.
  7. LETTER FROM ISATA: Terry Beck said this is for information. John stated that an election was held at ISATA for their IHSAA rep and they voted someone new onto the board. The person that was not voted on the board was upset so ISATA just wanted to make this board aware that this was going on but it was for information only.

REPORTS:

  1. SPEECH/DEBATE-JOHN PETTI: There is a proposal of changing the district debate tournament to one tournament instead of three different tournaments. Coaches voted overwhelming for this proposal but the by-laws say that the BOC must approve this change. John also handed out the tournament schedule for debate and for the host rotations for our information. Motion made by David to approve the change to district debate tournament, seconded by Lisa Hahle. Discussion was had stating that IHSAA rules and regulations stated that this all needed to go through the BOC. Motion carries unanimously.
  2. CHEER/DANCE-LISA HAHLE: Presented a competition that is happening for cheer/dance that is asking for sanctioning. They are charging $45/athlete and $15/adult for admission. Concerns by IHSAA is the charge for spectators and schools is high. That money goes to that company and not back to the schools. In the past, we have asked for a percentage of the gate. Lisa suggested that if we sanctioned this event, we ask for a set percentage of the gate. We could also work with other districts if they have schools come to the event. Matt asked if we could put a cap on what they charge spectators. Lisa motioned to sanction this event asking for 10% of the gate. Seconded by Jared. Lisa will write a letter to the company with the stipulations and the sanctioning contract/paperwork and send that to Terry. Motion carries unanimously.

Another discussion on the copyright laws facing all our schools coming next year. NFHS has information on their website for coaches. This includes any music played at a sporting event.

  1. MUSIC-DAVID BURTON: Discussion about schools not getting their fees/paperwork in on time that is being addressed with their organization but wanted to make this board aware that they might be asking for this boards support in the issue.
  2. MEN’S COACHES: TIM BRENNAN: Concerns over the process for petitioning down a classification. Discussion on how Kuna qualified to petition down and the different qualifications based on individual and team sports. That process is every two years which may create a lot of changes every two years in classification.
  3. WOMEN’S COACHES-MIKE FITCH (for Beth Holt): Nothing to report
  4. IHSAA REP-PAT CHARLTON: Classification proposal has been a hot topic and discussion point at the state level. The original classification proposal was not approved due to the information about SES factor not being completely accurate. Part of the proposal was taken and modified for petitioning down which includes competitive equity.

The trophy figurines are changing because of problems with getting them from the company.

There was also a change in F-1 Visa students. They can play at the varsity level but cannot participate in district and state.
