SUMMARY OF REQUIREMENTS – UL2583 Part II
The following is a brief summary of the new and revised requirements in the 3rd Issue of UL2583 Outline of Investigation for Fuel Tank Accessories, which has a future Effective Date of January 19, 2018, and the actions that may be required to determine compliance under UL’s Industry File Review (IFR) process.
Only the following Part II Liquid Control Products that are currently Certified under the EGVV Listing Category for Tank Accessories for Flammable and Combustible Liquids are affected by the published requirements. All other EGVV product types do not require a review and recertification.
· Flow Restriction Devices (aka Flow Restrictors or FRDs)
· Spill Prevention Devices (aka Spill Preventers or SPDs)
· Spill Containment Devices (aka Spill Containers or SCDs)
Please note that Spill Containment Devices included in other UL Listed Aboveground Tank Categories covered by UL142 & UL142A will also need to comply with the UL2583 PII SCD requirements, but are being handled under a separate IFR for Aboveground Tanks.
Also note similar Fuel Tank Accessories covered by Canadian cUL or ULC Listings to different ULC-S661 or ULC-S663 requirements are being handled under separate IFRs. Manufacturers who want a Dual Certification for the same product, or believe some ULC tests can be additionally used for US compliance should contact their CAS Engineer.
UL2583 Section / General Revision Summary and Impact /Sec 1 - Scope / The Scope changes as indicated in our Issue #3 Summary of Topics included for all tank accessories, an expansion of application & liquid coverage that are similar to the original fueling system uses & ratings, and also:
Revised items in Part I for Vapor Control Products to incorporate the new Part II requirements. These were only non-technical changes to renumber/relocate existing Part I requirements, and
Addition of a new Part II for Liquid Control Products to cover functional devices normally installed in the liquid phase of tanks used in fueling system applications, such as FRDs, OPDs & SPDs.
Therefore, the above changes will require a re-evaluation of only currently Listed Liquid Control Products within the covered use parameters, including material compatibility with new test fuels by the effective date.
Sec 4 - Glossary / Glossary definitions were added to support the new FRD, OPD & SCD terms used for Part II accessory types in the Outline for consistent interpretation.
These changes will not require a re-evaluation of currently Listed products. However, Report revisions to reflect consistent definitions are necessary by the effective date.
Sec 5 - General Construction
for All Tank Accessories / This Section was revised to identify only the general construction requirements that apply to all tank accessories. The specific construction requirements for Vapor Control Products and Liquid Control Products are now included in their respective Part I & II Sections. Therefore, these non-technical changes will not require re-evaluation of currently Listed products.
Sec 6 - General Performance
for All Tank Accessories / This Section was revised to identify only the general performance requirements that apply to all tank accessories. The specific performance requirements for Vapor Control Products and Liquid Control Products are now included in their respective Part I & II Sections. Therefore, these non-technical changes will not require re-evaluation of currently Listed products.
UL2583 Section / General Revision Summary and Impact
Part I - Vapor Control Products
Sec 7-12 / The Sections for Construction and Performance of Part I Vapor Control Products contain only non-technical revisions, so will not require re-evaluation of currently Listed Normal Vents, Emergency Vents, Fill/Vapor Adaptor and Cap products.
Part II - Liquid Control Products
Sec 13-15 / The Sections for Construction and Performance of Part II Liquid Control Products contains new & revised requirements, so will require re-evaluation of all currently Listed FRD, OPD & SCD products by the effective date.
Sec 13 – General
Construction of Liquid Control Products / For SCDs, Sec 13.1 identifies all types covered and all general size/shape/capacity, material and other required construction features, plus covered option in 13.2, and specific requirements for side mount & stand-alone types in 13.3 & 13.4.
For FRDs & OPDs, Sec 13.5 & 13.6 identify the general size, other construction features and functional operating parameters.
Therefore, the above changes will require a re-evaluation of currently Listed FRD, OPD & SCD products for construction compliance, with Report revisions to document critical construction items for continued compliance by the effective date.
Sec 14 – General Performance of Liquid Control Products / Table 14.1 identifies the required Performance Tests and subsections applicable to each Liquid Control Product in a matrix. Details of each test method & pass/fail criteria are organized in separate subsections for FRDs, OPDs & SCDs.
Abuse & Assembly Tests are new or revised and required for SCDs (14.2.1) & FRDs (14.3.1) to demonstrate resistance to expected installation abuses, such as drop, assembly & impact.
Capacity, Leak & Drain Tests are new or revised for SCDs (14.2.2) to verify construction requirements, leak resistance, and functional characteristics.
Flow & Functional Operation Tests are new or revised for FRDs & OPDs (14.3.2) to measure flow ratings, and verify operating levels & warning signals.
Environmental Resistance Tests are new or revised for SCDs (14.2.3), and FRDs & OPDs (14.3.3) to assess rain & corrosion resistance and/or proper function at extreme temperatures.
Actuation Tests are new or revised for SCDs (14.2.4), and FRDs & OPDs (14.3.4) to assess proper function after endurance cycling and long term exposure to fuels & heat.
Special Tests are new or revised for SCDs (14.2.5), and FRDs & OPDs (14.3.5) to measure electrical conductivity and mechanical or hydrostatic strength based on use ratings.
Therefore, the above changes will require a re-evaluation of currently Listed FRD, OPD & SCD products for performance compliance by the effective date. The test program will be determined after assessment of product changes and past tests.
Manufacturer
Production Tests / This section contains new and revised requirements to provide clarification of the minimum product construction and operational checks for consistency among Listed FRD, OPD & SCD manufacturers.
Therefore, a review of each manufacturer’s production test methods are necessary to determine compliance by the effective date, which may result in revisions to update the FUS Procedure.
Markings / This section contains new and revised general marking requirements for methods and content of specific product ratings and engineering markings that will require a review of currently Listed FRD, OPD & SCD products to determine compliance by the effective date, which may result in revisions to update the FUS Procedure.
Instructions / This section contains new and revised instruction methods and content for general and specific items of assembly, installation and use that will require a review of currently Listed FRD, OPD & SCD products for compliance by the effective date, which may result in revisions to update the FUS Procedure.
UL2583 Section / General Revision Summary and Impact
Test Fuels Formulations / The new appendix provides formulation and specifications details for the flammable (gasoline/alcohol blends) and combustible (diesel/biodiesel) aggressive test fuels used for material compatibility.
UL Listing Marks / The Listing Mark will be revised to consistently reflect the Scope of use and new types & ratings, so will require Listees to transition the Mark during the Industry File Review (IFR).
The old Marks using existing product description terms for flammable liquid ratings will be replaced by new Marks reflecting the revised Scope (see Scope).
Use of the new Listing and Engineering Marks in “Combination” Type labels will be required after compliance with the new & revised requirements on or before the effective date.
