Job Purpose
Umbrella statement of the major functions of the job.
Responsible for undertaking duties of an engineering nature allocated by the Services Manager including asset management, surveys, designs, project management, backflow program, trade waste program and reviewing service delivery.

Improve current Asset information and improve existing asset management systems. / There is continued improvement to Council's asset information and systems.
Subdivisions
Timely expert advice on subdivisions and land use consent applications from a servicing perspective and an active role in assessing building consents and site developments. / All subdivisions conditions are completed within three working days. Conditions are as per Council's Code of Practice for Subdivision and Development and Council's Stormwater Management Plan.
Utilities Services
Project managewater, wastewater and stormwater projects.
Being familiar with all appropriate standards and other requirements appropriate to utility services.
Preparing and supplying designs as requested by the Group Manager Assets, Services Manager or any other customer through the Services Manager.
Supervising installation to ensure satisfactory completion and restoration.
Providing accurate forecasts, estimates and payments as required.
Preparing business plans for new projects, for approval by management.
Ensuring that Council's services/asset records are maintained and are kept up to date. / Projects are completed on time and within budget, and there are no carry over projects to the new financial year.
Engineering standards are met.
Forecasts and estimates are within 10% of actual.
Designs are completed in a timely manner to a standard that they can be used for construction.
Business plan has sufficient detail to be approved as a project.
Trade Waste/Backflow
Implement Council's trade waste and backflow program. / Trade waste industries are charged according to their discharge to the wastewater system and no trade waste is discharged to the stormwater system.
Backflow devices are installed on all properties that have been identified as having activities that could affect the water supply.
Service Delivery Review
Review of service delivery in the Services section as per Section 17A requirements, in conjunction with Corporate team. / Service delivery is reviewed before August 2017 and then every 5 years.
Work Complexity
What are the most challenging duties typically undertaken?
The provision of accurate, timely engineering comments for subdivision development in the district.
Asset management improvements are as per industry best practice. Engineering projects are designed and constructed to appropriate engineering standards, considering whole of life cost for projects.

The essential and desirable skills required for this job and associated performance standards. / Well-developed interpersonal skills and ability to work within a team environment. / Experience negotiating with contractors acting as Engineering representative.
Ability to use AutoCAD.
Survey skills.
Qualifications
The essential (including those required by legislation/ regulation) and desirable qualifications for this job. / Tertiary Qualifications (NZCE) or equivalent.
Experience/Knowledge
The experience and knowledge necessary to perform this job. / At least five years relevant experience including experience with contract documentation and administration.
Knowledge of Local Authority operations.
Experience in Council Utilities. / Experience in a responsible position in Local Government engineering.
Financial budgeting.
