WHEREAS, Lehigh County Government Has Indicated a Desire to Establish a Lehigh County Congress

RESOLUTION NO. ______

WHEREAS, Lehigh County Government has indicated a desire to establish a Lehigh County Congress of Governments; and

WHEREAS, membership in the Congress will be open to the county government and each of the 25 municipal governments located in the County; and

WHEREAS, Bylaws for the Congress have been prepared and are attached to this Resolution; and

WHEREAS, the Bylaws make clear: (1) that actions of the Congress are not binding on any government unless formally approved according to the applicable law governing a municipality desiring to approve any action; and (2) that Lehigh County will be responsible for all administrative and operating expenses of the Congress; and (3) that any expenses for intergovernmental projects or services will de determined by the participating governments; and

WHEREAS, the City of Bethlehem desires to become a member of the Congress and participate in its meetings.

NOW THEREFORE BE IT RESOLVED that the governing body of the City of Bethlehem, situate within the County of Lehigh and the County of Northampton hereby agrees to join and participate in the Lehigh County Congress of Governments and by copy of this Resolution notifies the Lehigh County Executive of this decision to join.
