Subsection 11 (2) of Ontario Regulation 415/06 made under the Private Career Colleges Act, 2005, mandates
as part of the program approval process that private career colleges (PCCs) have their programs assessed by third party program assessors who have expertise in the evaluation of such programs and have been approved by the Superintendent.

Assessor’s Qualifications
To demonstrate that you meet the assessor requirements specified in Fact Sheet # 3. Third Party Program Assessment,provide:
  • a copy of the highest credential you attained,
  • copies of membership certificates, and
  • a brief resume that will include positions you’ve held, within the last 5 years,with dates, as required in the above-mentioned Fact Sheet.

Initial Materials for Assessment
The PCC must provide you with:
  • a complete copy of the program application as identified on item 36 of this form,
  • a copy of or a link to the Ministry standard related to the occupation or, if there is none, the description of the occupation as it appears on the National Occupational Classification (NOC), 2006 and
  • a copy of or the link to the conflict of interest policy provided in the above-mentioned Fact Sheet.
The PCC may also provide any additional information for your assessment.
Review Process
Each program is normally assessed separately by a subject-matter expert and an adult education expert. During the review each assessor may request additional information from the PCC and/or direct the PCC to modify an appendix or attachment. The PCC is expected to provide both assessors with updated materials when either of you requests such modification. Please record the date when you received each modified document on the above-mentioned item 36.
There might be several iterations between assessors and the PCC before you both finalize the program assessments.

Your role is to ensure that you have sufficient information to review sections of the application related to the subject matters and to assess all materials against statements below by marking Yes, No or N/A (not applicable). Please detail your assessment in the expanding boxes where provided.

Please fill out the enclosed report form, with comments where applicable, and submit it electronically to the Superintendent of the Private Career Collegesat (subject: college and program name) along with the following documents:
a)a copy of your credentials;
b)your resume; and
c)this report.

The personal information provided in respect of the assessor is collected in accordance with s. 11(2) of Reg. 415/06 made under the Private Career Colleges Act, 2005 and is used only for purposes related to the Superintendent’s approval of the person conducting the evaluation of the vocational program.
The report will be a record in the custody and under control of the Superintendent and, as such, may be subject to disclosure if an access request is made under the Freedom of Information and protection of Privacy Act.
