SUMMARY OF ROLE
The Director of Finance and Personnel (hereafter referred to as The Director) in Waterways Ireland is a key member of the organisation's Senior Management Team and is responsible for leadership and management of the Finance, Human Resources and Information Technology Sections across two jurisdictions.
The Director is responsible for provision and management of financial systems and preparation of accounts. The post holder is the lead senior staff member for corporate governance matters across the organisation.
The Director also leads the management and delivery of personnel and industrial relations matters, the provision of information technology and procurement.
The Director will be responsible for accounting for an annual budget circa €28 million - €30 million.
KEY FUNCTIONS
The Director has responsibility for the strategic direction and management of the Finance, Human Resources and Information Technology sections. The Heads of these functions report directly to the postholder.
DUTIES AND RESPONSIBILITIES
The Director is responsible for leading and directing the work of key functions, based in various geographical locations throughout Ireland. They are responsible for developing and leading these teams and individuals to improve performance and deliver business objectives.
Financial Management
The Director is responsible for:-
- Leading and directing the formulation of budgetary requirements for the Body's Business and Corporate Plans and ensuring management accounts and a control environment to ensure Waterways Ireland manages within the resources available.
- The management and maintenance of financial and management accounting systems which ensure the safeguarding of public funds and value for money in their use.
- The provision of financial accounts within the timeframes required, and in accordance with the available guidance to North/South bodies. A key immediate task will be the transition to FRS102 for the 2017 year.
- The development and management of a robust business case and economic appraisal process within the Body to inform resource allocation decisions.
- Ensuring proper controls and procedures exist for all financial transactions, and that the organisation complies with all legislation in both jurisdictions in relation to accounting matters including tax and VAT.
- Leading a review of Waterways Ireland's financial management procedures and systems incorporating the use of information technology to ensure the Body benefits from technology and has the appropriate skilled staff and resources.
- Ensuring Waterways Ireland successfully manages the financial and reporting aspects of third party funded projects.
- Leading ongoing development and delivery of procurement to provide best value in the use of public resources.
- Ensuring Waterways Ireland processes are in compliance with EU and public sector procurement best practice.
- Reviewing and ensuring Waterways Ireland's risk management process meets the needs of the organisation and complies with best practice.
- Acting as lead officer for Corporate Governance matters across the organisation.
Human Resources
The Director is responsible for:
- Leadership and management of the Human Resources Section to include workforce planning in consultation with the Chief Executive and Senior Management Team.
- Ensuring personnel policies and procedures are developed and kept up to date within the organisation to comply with legislation and statutory guidance in both jurisdictions.
- Leading Waterways Ireland's Industrial Relations structures and is the organisation's senior negotiator on Industrial Relation issues.
- Consultations, negotiations and the implementation of appropriate pay awards as directed by the Sponsor Departments and ensuring terms and conditions of service reflect Sponsor Department direction.
- The administration and management of the Pension Schemes operating in Waterways Ireland (currently the North/South Pension Scheme).
- Ensuring that the organisation's staff training and development programme enables the organisation to meet its business objectives.
- Reviewing and determining how to address the historic range of pay scales and allowances used for industrial staff in Waterways Ireland going forward.
Information Technology
The Director will be responsible for:
- Managing Waterways Ireland's Information Technology provision and systems to service the wide range of functions within the organisation in a manner which delivers value, and ongoing use of information technology to deliver efficiency and effectiveness.
- Provision of telephone communications within the organisation, both cloud and mobile.
- Provision of enhanced IT systems for automation of key functions such as use of cash, timesheets, payroll, etc in an ongoing programme.
- Ensuring that the use of information technology provides value for money, supports business need and the expenditure is managed.
Other
- Delivery of personal development and performance appraisal for staff within the areas managed.
The Director will undertake any other duties on behalf of Waterways Ireland as assigned by the Chief Executive, for example undertaking a representational role at public events or with either Sponsor Department.
The function of the Director will be subject to regular review and the successful candidate may be required, at the discretion of the Chief Executive, to relinquish some functions and/or take on additional functions following such review.
CONDITIONS OF SERVICE

Remuneration:
Entry will be at the minimum of the scale and the rate of remuneration will not normally be subject to negotiation and may be adjusted from time to time in line with Waterways Ireland Pay Policy. Salary payments will be made monthly. Statutory deductions from salary will be made as appropriate by Waterways Ireland. You will agree that any overpayment of salary or of travel and subsistence may be deducted from future salary payments due to you in accordance with the Payment of Wages Act 1991. Subject to satisfactory performance, increments may be payable in line with current Waterways Ireland pay practice.
Hours of Attendance:
Hours of attendance will be fixed from time to time but will amount to not less than 37 hours net per week. The successful candidate will be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of his / her duties. The Director of Finance and Personnel will be expected to periodically work out of hours and at weekends to meet the business needs of the position and to represent Waterways Ireland as required. The rate of remuneration payable covers any extra attendance liability that may arise from time to time but time off in lieu may be available.
Annual Leave:
The annual leave allowance for the position of Director of Finance and Personnel is 25 days rising to 30 days after 5 years. This allowance is subject to the usual conditions regarding the granting of annual leave in Waterways Ireland, is based on a five day week and is exclusive of the usual public holidays.
Pension:
The successful candidate will join the appropriate superannuation terms and conditions as prevailing in Waterways Ireland at the time of being offered an appointment. In general this means being offered appointment based on membership of the North / South Pension Scheme.
Probationary Period:
The position has a probationary period of 6 months.
Travel & Subsistence:
A travel and subsistence allowance, in line with Waterways Ireland's current terms and conditions, will be payable for essential business travel in connection with the position.
