JTF Radio SYSTEM INTERAGENCY AND INTER-LOCAL COMMUNICATIONS

Definitions

SLERS Partner: Public safety entities, other than Joint Task Force entities, which are eligible under Part 90 of

the Federal Communication Commission’s rules to use spectrum allocated for public safety

use, to which Contractor provides communications services on SLERS. (60FF-4.002)

IA Common Talkgroups: Routine operations and emergency assistance between SLERS users. The State is broken up into ten specific geographical areas. Different areas use different IA Common talkgroups. To be used by SLERS Partner only when working with State Agencies See Page 4 for these areas.

IA Tactical Talkgroups: Eight sets of four special detail talkgroups involving multiple State agencies. To be used by SLERS Partner only when working with State Agencies.

IL Talkgroups: Inter-Local Talkgroups used exclusively between SLERS Partners.

IO Talkgroups: A talkgroup developed on a local level meeting a specific need

for a local agency to have direct contact with one of the Regional Communication Centers.

RCC: Regional Communications Centers are those dispatch centers that provide dispatch services to State JTF Agencies.

1.  Use of Interagency Talkgroups

A. IA Common Talkgroups:

a.  Interagency Common talkgroups are aligned with ten specific geographical area boundaries. There are two IA Common talkgroups per area and they are designated IA-XXX-1(radio traffic including Dispatch) and IA-XXX-2(radio traffic not including Dispatch).

·  Tallahassee and Pensacola are combined into IA TAL 11-14

·  Jacksonville and Lake City are combined into IA JAX 21-24

·  Miami and the Keys are combined into IA MIA 51-54

·  TAL, PEN, JAX, LCY, ORL, WPB, MIA, KEY, FTM and TPA represent the ten IA-XXX-1 and 2 Talkgroups for everyday use.

b.  All state agencies will have the appropriate IA Common talkgroups programmed into the last two available positions in each system (site) talkgroup-set in each radio personality. IA-XXX-2 will be the last position and IA-XXX-1 will be the next to last position. IA-XXX-1 and IA-XXX -2 will be assigned busy queue priorities 3 and 5 respectively in the system.

c. When a radio user calls a Dispatcher or another user, they will announce their Agency Prefix, their Agency radio call, the Dispatch Center they are attempting to contact, and the IA –XXX- 1 talkgroup they are using. For example: Hotel-304 to FWC West Palm on IA-WPB-1

d. All state agencies will scan the IA-XXX-1 talkgroup and the IA-XXX-2 talkgroup for their area. IA-XXX-1 talkgroup will be fixed in the radio personality/template as second priority scan.

B. Interagency Tactical Talkgroups

Each of seven geographic areas throughout the state has the added capacity of four Interagency Tactical talkgroups. These Interagency Tactical talkgroups differ from the above IA Common talkgroups, because these four groups are intended for detail use, and not day-to-day operations. They are for State use, and SLERS Partners may use them only when working with a State Agencies.

During State EOC activation FDLE will initiate a communications plan. This plan will be provided to the State EOC manager who will coordinate all interagency talkgroups with other EOC managers and incident commanders.

Duty Officers Only:

1. Monitoring

IA Calling Talkgroups: Duty Officers are required to monitor the IA-Calling talkgroup(s) from the IA Common set(s) that are associated with the geographic area(s) included in their dispatch jurisdiction. The IA Working talkgroups will not be monitored at dispatch centers except under special circumstances.

IA Tactical Talkgroups: Only when requested by Incident Commanders or their designee, are Duty Officers required to monitor the IA Tactical Talkgroups that are associated with the geographic area(s) included in their dispatch jurisdiction. IA Tactical Talkgroups will not be monitored at dispatch centers except under those circumstances.

2. Emergency All Agencies

a.  When a Duty Officer receives an emergency, and if the situation requires involving other agencies, they will make an emergency broadcast over the appropriate IA-Calling talkgroup. The Duty Officer handling the Emergency will advise the following:

4.  Request for available officers in the vicinity to go to the IA-Calling talkgroup after advising their Duty Officer of same.

The Duty Officer handling the Emergency will attempt to repeat this broadcast once within the first ten minutes after the call was made. The Duty Officer initiating the call will coordinate IA assistance for the duration of the emergency.

The system will automatically upgrade the IA-XXX-1 talkgroup to the highest busy queue priority upon initiation of the Emergency.

4. SLERS Partner use of Interagency Talkgroups.

Use of the IA Talkgroups in no way endorses or supports routine SLERS Partner dispatching by the State RCC’s.

a. Allow SLERS Partners who join SLERS to reap the benefit of using the 7 (seven) regional Interagency Talkgroups only when they are part of a detail working with State agencies, or during emergencies when they travel out of their home jurisdiction. This will allow them to have emergency communications when they are away from their home jurisdictions and their in-house Talkgroups are no longer functional. It will provide seamless operations with the SLERS agencies when they are at home, as well as responding out-of-jurisdiction when they team up with State agencies for natural or man-made disasters and details.

To facilitate SLERS Partner Inter-Local communications efforts, the SLERS system supports the below methodology.

Create pairs of SLERS Partner Inter-Local (IL) Talkgroups that follow the same naming convention and geographical areas as the State Regional IA Talkgroups. These talkgroups will NOT be programmed into State radios, but are for the exclusive use of SLERS Partners for Inter-Local communications. (See Page 5 for the Interagency and Interlocal Talkgroup Geographic Area Table and Page 6 for a map).
