A JOINT RESOLUTION
TO APPROVE REGULATIONS OF THE PUBLIC SERVICE COMMISSION, RELATING TO ELECTRIC SYSTEMS AND GAS SYSTEMS, DESIGNATED AS REGULATION DOCUMENT NUMBER 3128, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Public Service Commission, relating to Electric Systems and Gas Systems, designated as Regulation Document Number 3128, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.

BY PROMULGATING AGENCY.
In 2004, the General Assembly passed Act No. 175 which restructured the Public Service Commission. This Act modified the structure of the Agency and its functions and created the Office of Regulatory Staff. Several duties of the Public Service Commission were transferred to the Office of Regulatory Staff on January 1, 2005. The purpose of the revisions to Regs. 103300, et seq. (1976 & Supp. 2006) and Regs. 103400, et seq. (1976 & Supp. 2006) of the Public Service Commission’s regulations is to amend these regulations to conform to the new standards set out by Act 175 of 2004 and to make other changes consistent with federal law and current standards.
