MINUTES OF SPECIAL MEETING OF THE FINANCE AND CONTRACT COMMITTEE HELD ON 25.3.2010 AT 3.00 P.M. IN THE COMMITTEE ROOM OF THE MUNICIPAL CORPORATION, CHANDIGARH TO DISCUSS LICENCING OF TAXI STANDS SITES – EXTENSION OF LICENCE PERIOD THEREOF.

Licensing of Taxi Stands sites-Extension of licence period thereof.
Sh. Pardeep Chhabra said that some of the taxi stands were allotted by the Chandigarh Administration many years ago and due to these taxi stands the parking area has become congested. He was of the view that the taxi stands of Sector 22, 23 & 35 be shifted to other places. He further apprised the Committee that there were two types of taxi stands having area of 2000 sq.ft. and 2500 sq.ft. He further pointed out that the taxi stand operator of Sector-17 has erected fabricated structure, moreover, about 20 buses are parked there which should be checked.
The Commissioner was of the view that the license of the proposed 37 taxi stands should be extended for 2-3 years on the same terms & conditions. He also suggested thatthree taxi stands be got de-notified from Chandigarh Administration and fresh applications be called for allotment of remaining seven newly received taxi stands. The office should recommend to the Chandigarh Administration to shift the taxi stands located in congested areas. Thethree taxi stands in Sector 22, 23 & 35 proposed to be shifted may be re-located in Sector 53, 54 & 55. He also suggested to increase the rent of the taxi stands. He was of the view that the office should follow proper procedure for shifting of the taxi stands otherwise legal problem can crop up at later stage.
The Mayor said that the structure of taxi stand in Sector-15 is pucca and & it should be shifted to other place in the same sector as the Patel Market has always objected to it as it blocks the entry view of their shops. She also suggested that there is a problem of water logging near taxi stands which create breeding of insects and this problem should be checked by the officers.
Sh. Chander Mukhi Sharma was of the view that the operators of the taxi stands proposed to be shifted should be called and matter be sorted out with mutual understanding.
After meticulous deliberation, the Committee resolved that:-
- Out of 37 taxi stands, the license of 35 taxi stands be extended for a period of another two years i.e. 1.4.2010 to 31.3.2012 on the same terms & conditions.However, the license of taxi stands situated opposite Kiran Cinema,Sector-22 and Sadh Taxi Stand, Sector-35-C, be extended for the time being till these taxi stands are shifted to other place alongwith taxi stand opposite Sanatan Dharam Mandir, Sector-23, Chandigarh.
- The Chandigarh Administration should be requested to de-notify three taxi stands situated opposite Kiran Cinema,Sector-22,Sadh Taxi Stand, Sector-35-C and taxi stand opposite Sanatan Dharam Mandir, Sector-23, Chandigarh.
- The rent of taxi stands be increased from Rs. 6000/- to Rs. 9000/- and Rs. 4000/- to Rs. 5000/-.
- The area of the taxi stands be specified in the allotment letter and the area should be marked at the site of taxi stands and it should be ensured that the licensee shall park taxis within the prescribed area.
- A penalty of Rs. 2000/- for each violation shall be imposed for using area more than earmarked, washing of taxis, carrying out other commercial activities, non-maintenance of cleanliness, allowing to park private vehicles, parking of taxis other than the taxi numbers intimated to the Corporation.
- Out of ten newly notified taxi stands, only seven taxi stands be allotted and the taxi stands notified in Sector 53-D, Sector 54-A & Sector 55-A, should not be considered for the fresh allotment as these are to be kept reserved for three taxi stands proposed to be shifted. The persons who have applied for allotment of taxi stands in Sector 53-D, Sector 54-A & Sector 55-A should be asked for submitting their consent for considering their applications for allotment of taxi stands in other sectors. Taxi stand of sector 15 be shifted to parking opposite to Patel Market.
