Senior Higher Education Policy Adviser – Pay Band 9(London and East Institutional team)
Responsible to: Regional Consultant.
Responsible for: Line management responsibility for up to three members of the institutional team (tbc).
Purpose of the job:To provide leadership for staff in the London and East institutional team,manage and develop effective relationships with higher education providers, and lead the delivery of specified project work across the Directorate.
External Engagement- Managing and developing effective relations with a portfolio of higher education providers and other external organisations as appropriate, including supporting others to do so
- Engaging strategically with providers to ensure that students’ interests are protected
- Networking, intelligence gathering & sharing
- Influencing stakeholders to support HEFCE policies
- To provide leadership and development for the team with the support of the Regional Consultants
- Managing and coaching staff
- Leading team planning, initiating and monitoring the delivery of key regulatory functions, evaluating team performance
- Managing team resources
- Delegatingproject work as required
- Playing a lead role in the development and/or implementation of specific areas of HEFCE policy, programmes and projects within the Council, Directorate and team
- Monitoring progress against project plans in key areas of work
- Internal project or programme management (including managing consultants)
- Representing HEFCE at external meetings and presenting to external groups
- Preparation of HEFCE Executive papers, Board papers and other documents
- Sustaining effective internal relationships
- Assessing and using accurate information to ensure that engagement activities are effective
- Maintaining a holistic understanding of the Council’s work
- Maintaining a detailed understanding of the Directorate’s work and supporting the development of others’ knowledge
- Sharing information appropriately across the organisation
Assignment description: The postholder will be located in the London and East Institutional Team, providing leadership to the team with support from three Regional Consultants (who have overall responsibility for HEFCE’s relationships with providers in the region). They will develop and manage relationships with a portfolio of higher education providers, engaging strategically to ensure that students’ interests are protected. They will also work to identify specific interventions to ensure that the whole team’s engagement with providers is as effective and efficient as possible.
The postholder is expected to make a positive contribution to the Institutions Directorate Senior Management team. This includes, in particular, working with Senior Higher Education Policy Advisers in other regional teams to drive forward and support continuous improvement within the Directorate, and assisting in the delivery of high-quality service to external stakeholders and internal colleagues.This may on occasion involve leading on particular cross-directorate projects.
Travel currently estimated at four days per month.
