1. CALL TO ORDER, ROLL CALL, WELCOME & PLEDGE OF ALLEGIANCE
Mayor Jackson called the meeting to order at 7:00 p.m. and welcomed everyone.
The roll call noted the following:
Present: Council Member Nielson, Fox, and Justice.
Absent: Council Member Bloomer, and Mead
Council Member Justice led the Pledge of Allegiance.

2. APPROVAL OF MINUTES DATED AUGUST 11, 2016

Council Member Justice moved to approve the consent agenda. The motion was seconded by Council Member Fox. The motion carried with Council Member Nielson, Fox, and Justice voting aye in a roll call vote and Council member Mead and Bloomer absent from the vote.
GENERAL BUSINESS / DISCUSSION ITEMS

There were no items pulled from the consent agenda.
5. PEACHDAYS DISCUSSION
Council Member Justice asked if there was someone to sing the National Anthem for the horse races or entertainment during the dinner. It was reported that there was a group of kids doing an acapella singing group for the dinner and the Peach Days Queen will be singing for the horse races. Council Member Justice noted that she has sixteen bikes to give away at the bike ride and other prizes for drawings.
Council Member Mead arrived at 7:07 pm.
Council Member Mead reported that he is ready for the Demolition Derby, he has Luke Ray to be the announcer, and has a DJ hired for the dance.
Council Member Nielson reported that the Soapbox Derby is starting the same time as the Field of Flags and is concerned about the noise disturbing the flag ceremony. He has prizes to give away that have been donated and there will be deputies with radar guns clocking the drivers. He will also be handing out gift certificates to all the participants. He will be helping Gerry Stotler set up tables and displays for the exhibits.
Council Member Fox reported that he has been getting the horse races organized and have people lined up to help him. The Calcutta is being arranged by the racing association and they also have arranged for the announcer and photographer. It was suggested to make sure the lawn gets mowed at church right before they have to put up the flags for the Field of Flags. Team Roping and the Ranch Rodeo will also be taking place this year.
The lack of venders was discussed.
Mayor Jackson reported that the dinner should be taken care of by Kent Wilson and he hopes to make it back into town by 6:00 pm. He will need a speaker and microphone set up for the acapella group. He also reported that there is a home football game at the high school that night we will be competing with.
Ryan Winn reported that he has been getting things ready for Peach Days and that he has a nephew getting married on Saturday so he will be gone. He asked the Mayor if he could work on Monday which is Labor Day to get caught up on things. The Mayor agreed as long as it was paid out as strait time and not time and a half.
Sherry Swasey has been painting the new sponsor signs for the arena.
It was asked if we have an announcer for the parade. It was reported that Council Member Bloomer is over the parade and that Desire Leiva volunteered to be the parade chairperson.
Kris Abegglen reported on the golf tournament planed for Peach Days. He also reported they needed a new garage door for the clubhouse and the seniors are donating new carpet for the outside stairs of the clubhouse. They have been working on golf carts and are going to get some appraised for trade in value. He reported they are going to treat all 18 holes and that it will be a huge project. He has completed the golf fee survey and noted that ten years ago they didn’t charge tax on recreation but now they do. He would like to start accounting for the taxes and add it to the fees instead of it being included. The new crew is doing a great job. Kent Larson has done a great job with the irrigation system and the Golf Course is looking great. He has also been looking at leasing some new equipment for next year.
Grant Jenkins reported on the car show for Peach Days and asked for road barricades to block the road off.
REPORTS
6. MAYOR AND COUNCIL REPORTS
Mayor Jackson noted the cameras at the dumpsters are going to be fixed. We have ordered the parts and they will be here in a few weeks. He asked the City Council to submit some project ideas to the CIB project list if they have any. He also noted that if anyone sees a street light out to get the address and pole number so we can get it fixed. Mayor Jackson reported that he has discussed the agreement with EMS services and reviewed their budget and they are working on setting up a committee to form the special service district.
Council Member Neilson asked about the RV dump and reported that it has been backing up like it is plugged. Mayor Jackson said he would get CVSSD to go look at it.
Council Member Fox reported on the cemetery and that animal control is still a big problem that needs to be addressed. Suzan Larsen has reported coyotes coming onto her property at night. There has also been a goat that is causing problems for the neighbors on Mill Road.
Council Member Nielson noted that he had alerted Council Member Bloomer of a structure that was in violation of set backs. The structure has been moved by the owners.
Council Member Justice reported the stop sign on 2nd east needed to be lifted up higher and that there is still a hole and rebar that needs to be fixed.
Council Member Mead had nothing to report.
7. MAINTENANCE AND GOLF COURSE REPORTS
A tree grant has been submitted to the state by Council Member Bloomer and John Healy for the removal and replacement of the large trees by the race track. They are rotting from the inside out and are a hazard.
Sid Swasey reported on some lights that need to be fixed.
Ryan Winn reported on maintenance and asked to borrow a large sprayer from the golf course to spray weeds at the parks.
Vicky Larsen reported on the program for the Field of Flags and asked if the City Council could attend the meeting next Tuesday. It has been confirmed that Governor Herbert will be attending as well as some commissioners. They are trying to keep the program short and the flags are going up Wednesday or Thursday.
Tami Bennett reported that she sent a bill to the Stock Show for the RV rent and power use and they only sent half of what the bill was. Power has been an issue at the fairgrounds because the breakers are not up to code and we are getting melted wires and plugs. It was noted to not rent out the RV spots that plug into the metal building.
Mayor Jackson reported that he was contacted with an offer to purchase the 53 acres by the sewer lagoons. Mayor Jackson said that he would forward the offer to them if they want to discuss it further.
8. CODE ENFORCERS REPORT
Kathy Jenkins reported she had a complaint on Bowden lane about apricots on the sidewalk. City maintenance reported that they have cleaned it up and trimmed the tree. The Dendlers reported to Kathy that they will be coming down over Labor Day to cut down the weeds.

10. BUDGET REPORT
Peach Days pageant ticket sells were down as well as participation.
11. APPROVAL AND PAYMENT OF WARRANTS
Council Member Fox moved to approve the payment of warrants. The motion was seconded by Council Member Nielson. The motion carried with Council Member Nielson, Fox, Justice, and Mead voting aye in a roll call vote and Council Member Bloomer absent from the vote.

Council Member Fox moved to adjourn the meeting. The motion was seconded by Council Member Justice. The motion carried with Council Member Nielson, Fox, Justice, and Mead voting aye in a roll call vote and Council member Bloomer absent from the vote. The meeting adjourned at 8:39 pm.
