National Forensics Plan
  • Forensics are now top sliced. John Crawshaw and MoH have taken a stronger interest in a national network approach. Draft National Forensic Plan being developed and currently in the information gathering stage.
  • Rees, Eseta, Marita and Katherine Fell are key Midland contacts
  • keen to have Katherine from MoH come to Clinical Governance meeting in November
  • A summary for this group around the principles and building on the review for November Meeting would be helpful

2.1 / Progress Against the Forensic Futures Strategic Plan 2008 /
  • MoH requested separate form the Midland Workplan a review providing progress against the Plan. As the project was being undertaken the goal posts and issues have shifted.
  • What is the point of writing a Midland Plan in isolation, when the push is for a national plan that will feed down to regional plans?
  • Opportunity to raise the point that the goal posts have changed and the for Midland the most important issue is the High and Complex Needs interface
  • Document satisfies what the MoH asked us to provide
  • Final draft ready for sign off
  • Review formally signed off by Midland regional Clinical Governance

  • Te Rau Matatini approached Graham seclusion reduction projects in Midland
  • Te Pou are tasked to provide national support in reducing seclusion utilisation. Te Pou supplying data and monitoring flow. Te Rau Matatini as the Maori workforce partners are there to provide support and training in respect to Maori
  • DHBs are all undertaking projects locally – no regional activities
  • National CDs and GMs Forum have a subgroup developing an approach

  • MoH require a quarterly report
  • Waikato forensic services are developing a data base for each DHB so that there is a sense of which clients are within this group and how many there are.
  • There is no similar work or discussion in adult services
  • No coordinated regional conversation
  • Need for a MoH definition of high and complex, a description of the needs and the criteria for people coming under this to enable a standardised approach and collection of information
  • Common understanding rather than own slant on what this group of people looks like
  • NRA have undertaken work on high and complex needs – what alignment is there

  • Issues around HoNOS scores provided
  • A third of people show no change between admission and discharge and
  • Small number of people actually are worse when discharged than when admitted
  • Barry from MoH wants guidance from MRCG
  • No point in doing HoNOs unless sector and consumer get benefit form it
  • Reports should be taken and discussed at team/service level
  • Look at specific scores that have the least movement and work through
  • lack of uniformity in using HoNOS
  • How are we able to identify the exact utility and outcomes for consumers
  • West Coast DHB have done extensive work on improving compliance, quality of information, consistency of scoring and outcomes for consumers by involving and training consumers. Perhaps worth looking at.
