  1. The voting period for a new proposal can be as short as four weeks, thus affecting the US NC's opportunity to consult with and influence the vote of other NCs.
  2. The IEC Central Office creates the possibility for a TC to remove non-participating countries from the list of P-members
  3. AHG11 will be disbanded but not task force will take over that project. Walter Jager (CA) has provided many comments indicating that AHG11 has failed to provide a solution to the task assigned to it. It would have been questionable the practicability for the same AHG11 members to continue working on same task. Walter Jager is also the Convener of the TF SBP. TF SBP will reassess the appropriate timing (e.g. the material declaration scheme harmonization with IPC) and avenues (i.e. funding perhaps from an Industry Association interested in utilizing this document) for IEC TC111 to continue this activity.

4. Was there any discussion for which the United States was unprepared? (e.g., late
document distribution, addition of new items, etc.)
The Chinese NC has added a new Agenda item (5.11) and has presented in Kista on a PWI proposal on collection and analysis of environmental requirements for electrical and electronic products (111/Kista/MTG2). See document 111(Kista_Secretariat)2_MTG.pdf . The final intent of the Chinese NC was to develop an IS that will specify a set standardized criteria for performance measurement to allow all bodies (e.g. AHJ’s, Gov., etc.) to evaluate in a similar way product performances. However, the proposal submitted to the Plenary was not to approve or not the PWI but to set up an ad-hoc group to edit a NWIP. This approach would have certainly resulted a new WG with a Chinese convener to develop such an IS. The Plenary has diverted voting on creating an ad-hoc WG directing the Chinese NC to re-edit and discuss the proposal within the SBP Task Force. Andrea suggested the CN NC to create a DC clarifying their proposal.

17.Other Comments
Decisions List related to the meeting of TC 111 held in Kista, SWEDEN, on 19th and 20th November 2015.
Decision 13/01:
TC 111 asks MT 62474 “Material declaration for electrical and electronic equipment” to prepare a
document to request ACEA involvement on the matter of possible harmonization among worldwide
organizations outside IEC (eg. ISO, ITU, IPC..) on material declaration standard and associated
database.
TC 111 Officers will send the document officially to ACEA for consideration.
Decision 13/02:
TC 111 asks AHG 11“marketing pilot for IEC 62474 and related database” to submit a final report
of its activity for circulation as TC 111 INF document; after the circulation of the report the AHG 11
will be disbanded.
Decision 13/03:
TC 111 decides that the next circulation step of project IEC 63000 “Technical documentation for
the assessment of electrical and electronic products with respect to the restriction of hazardous
substances” will be the CDV stage, with an explanatory letter to clarify to the NCs the reason to
circulate a CDV document skipping the CD stage.
Decision 13/04:
PT 62824 “Guidance on consideration and evaluation on material efficiency of electrical and
electronic products in environmentally conscious design” will be disbanded after the publication of
IEC TR 62824.
Decision 13/05:
TC 111 agrees the following procedure for new terms to be proposed to IEV:
 TC 111 WG/PT convenors will send their list of terms to TC 111 IEV liaison officers
(after FDIS (or similar,eg DTR,..) stage approval)
 TC 111 IEV Liaison officers will propose consolidated list of new terms to TC 111

 Terms approved by TC 111 for submission will be submitted to TC1
 Adjustments will be discussed with TC 111 WG/PT convenors who may refuse
 Terms for which agreement is reached will be published in IEV
Decision 13/06:
TC 111 requests to consider Kista MTG 1 and MTG 3 (attached) into the TC 111 PT 63031
“Definition of Low Halogen Materials used in Electronic and Electrical Products”.
Decision 13/07:
TC 111 requests Chinese NC to discuss the matter of environmental performance criteria,
providing some specific clarification, within TC 111 TF SBP, for further evaluation of TC 111 in
future.
Decision 13/08:
TC 111 agrees that TC 111 officers in collaboration with WGs/PTs Convenors will update the
program of work.
Decision 13/09:
TC111 decides to circulate to NCs the information of receiving each CENELEC deliverable (related
to TC 111) offered by CENELEC to IEC with a Questionnaire for comments (6 weeks for
comments) with the full text of the CLC deliverable included (pending approval of IEC CO due to
the possible copyright matter).
Comments received to the Questionnaires will be evaluated for decision at the following TC 111
plenary.
Decision 13/10:
TC 111 confirms the acceptance of invitation of GERMAN NC to host the next 2016 IEC TC 111
meetings in Frankfurt, GERMANY, in conjunction with IEC 2016 GM, as following:
- TC 111 plenary meeting, 13 and 14 October 2016
- TC 111 WGs/PTs meetings, 8, 10-12 October 2016
