SPECIFIC PROCUREMENT NOTICE
TENDER NO. AE/001/2007-08/HQ/W/74 FOR BALANCE WORKS OF UPGRADING OF
KAGOMA – BIHARAMULO – LUSAHUNGA ROAD (154 KM) TO BITUMEN STANDARD
1. This Specific Procurement Notice follows the General Procurement Notice for this project that appeared in the publication of UN Development Business No. 567 dated September 30, 2001.
2. The Government of the United Republic of Tanzania has received a Loan from the African Development Bank (hereinafter referred to as ‘the Bank’) towards the cost of Kagoma – Biharamulo – Lusahunga Road upgrading Project and intends to apply part of the proceeds of the loan to cover eligible payments under the contract for Balance Works of Upgrading of Kagoma – Biharamulo – Lusahunga Road (154 Km) to Bitumen Standard. Bidding is open to all bidders from eligible member countries as defined in the ADB's Rules of Procedure for the Procurement of Goods and Works.
3. The Tanzania National Roads Agency (TANROADS), an executive agency of the Ministry of Infrastructure Development now invites sealed bids from prospective bidders for the construction of balance works of Kagoma – Lusahunga road. The works consist of the upgrading of the gravel-surfaced road to bitumen standard with 6.5m wide carriageway and 1.5m wide shoulders on each side for a total length of 154 km between Kagoma and Lusahunga in Kagera Region, where the works left by the previous contractor are at various stages.
The following are approximate quantities for the major Bill items of the Balance Works:
Clearing and grubbing 140 ha
Common Excavation (including spoil) 1,040,000m3
Rock Excavation 127,000m3
Common Fill 1,340,000m3
Rock fill 66,400 m3
Sub-base Course (G45) 332,000 m3
Base Course (C2) 237,000 m3
Double Bituminous Surfacing 1,500,000 m2
Concrete for RCC Pipe Culverts (5900m) 5760m3
Concrete for RCC Box Culverts (20Nos) 4850m3
Cement for stabilisation of C2 30,000 tonnes
4. Complete sets of bidding documents (and additional copies) may be purchased from The Secretary, TANROADS Headquarters Tender Board, 3rd Floor, Maktaba Complex, Bibi Titi Mohamed Road, Dar Es Salaam, Tanzania, from 8:00 am to 3:30 pm on Mondays to Fridays inclusive except on Public Holidays upon payment of a non-refundable fee of Tshs 150,000 (Tanzania Shillings One Hundred Fifty Thousands Only) or its equivalent in a freely convertible currency, payable by Banker's Cheque, Banker’s Draft or Cash to The Chief Executive, TANROADS, P.O. Box 11364, Dar Es Salaam, Tanzania, for each set. Interested eligible bidders may obtain further information and inspect the bidding documents at the same address.
5. The instructions to bidders and general conditions of contract contained in the bidding documents comply with the Bank's Standard Bidding Documents for the Procurement of Goods/Works.
6. Bids shall be valid for a bid period of 120 days after Bid Opening and must be accompanied by the security in an acceptable form in the amount of TShs 250,000,000 (Tanzania Shillings Two Hundred Fifty Millions Only), or its equivalent in a freely convertible currency and be delivered to the The Secretary, TANROADS Headquarters Tender Board, 3rd Floor, Maktaba Complex, Bibi Titi Mohamed Road, P. O. Box 11364, Dar Es Salaam, Tanzania, on or before 10.00 Hours local time on Wednesday, 15th October 2008. They will be opened immediately after the submission deadline in the presence of bidders' representatives who choose to attend at TANROADS Headquarters Main Conference Room, 3rd Floor, Maktaba Complex, Bibi Titi Mohamed Road.
