Call for trainers on water safety (both potable and recreational) and Water Safety Plan on passenger ships
The SHIPSAN ACT Joint Action funded by the European Commission DG SANCO from February 2013 to April, 2016, aims to increase Port Health Officers (PHOs) and crew competencies. Currently we are in search for trainers for the successful execution of the Work Package 8 of the Joint Action that concerns the training of seafarers and Port Health Officers (PHOs). The pool of trainers established in previous projects is going to be updated. For the following training courses that will be organised, one of the subject areas will be water safety (both portable and recreational) and the preparation of water safety plans on passenger ships.

Job description
The successful candidates will provide theoretical and/or practical training to PHOs in order to promote the coordination of inspections in EU Member States. They will also provide theoretical and/or practical training to seafarers to help the industry implement the EU legislation standards. The trainer must be expert on water safety (both portable and recreational). They should also have in depth knowledge on management of portable and recreational water and practical experience on developing water safety plans on passenger ships. In order to achieve the objectives of the training, the successful candidates should have knowledge of how to:
- design water safety plan
- understand the source of hazards (physical, microbiological, chemical) and the reason for their presence
- recognise hazardous events on ship water systems
- characterise risks
- decide about control measures and corrective actions
- collect all the information needed to conduct the risk assessment
- interpret information collected to conduct the risk assessment
- explain the standards that are set out in the Manual
- justify the rationale behind the standards and control measures that are set out in the Manual.
Objective of training module
At the end of the training course the PHOs and the seafarers should be able to:
- Plan a ship’s water system inspection.
- Verify a water safety plan.
- Demonstrate knowledge on the standards that are set out in the Manual for potable water safety.
- Justify the rationale behind the standards and control measures that are set out in the Manual.
- Interpret microbiological and chemical laboratory results.
- List main hazards and hazardous events on a ship water system.
- Conduct on-site measurements.
- Use inspection equipment.
- Identify microbiological, chemical and radiological hazards and hazardous events.
- Assess public health risks from hazards and hazardous events.
- Document the inspection findings.
- Interpret results of onsite measurements and microbiological and chemical testing.
- Describe the steps for the development of a water safety plan.
- Conduct hazard analysis on passenger ships’ water systems.
- Explain control measures, operational limits and corrective actions for the safe operation of a ship’s potable water system.
- Demonstrate knowledge on the standards that are set out in the Manual for potable water safety.
- Interpret results of on-site measurements and microbiological and chemical testing.
Training material
Sample training material will be provided by the SHIPSAN ACT Joint Action partnership and will be based on the European Manual for Hygiene Standards and Communicable Diseases Surveillance on Passenger Ship. The selected trainers will be able to or modify the existing relevant training material. The training material will be finalised during a 1-day “train the trainers” course that all selected trainers will participate in and will take place prior to the training modules.
Objectives of the “train the trainers” course:
At the end of the course the trainers should be able to:
- Organise and coordinate the training activities
- Avoid overlapping and contradictions in the training modules
- Harmonise as much as possible the training methodology among trainers
- Exchange experience, knowledge and expertise among the trainers
- Promote the establishment of a human training network
- Pilot test the case studies
- Discuss and finalise the training material
Qualification and experience required
Essential2 years post graduate experience in water safety and water safety plans on passenger ships
University degree in public health, science or a related subject or equivalent (technical qualification and five (5) years of significant experience on water safety(both potable and recreational) on passenger ships)
Experience in training in public health, mainly water safety and water safety plans
Excellent written and oral communication skills in English
Ability to work well in an international and intercultural environment
Good knowledge of the relevant EU policies and activities related to water safety and water safety plans
Desirable
Demonstrated experience in international public health activities, particularly in a European Union (EU) environment
Having experience in public health (mainly water safety) in ports or ships
Post-graduate qualifications in public health (PhD, Masters’ degree)
Consultant or Specialist in public health
Accredited as a trainer in public health
Participation in the training material production for the course
Training experience in ports or aboard ships
Experience as a member of a training committee
Experience in organizing workshops, conferences or related activities in water safety
A thorough knowledge of additional official languages of the European Union
Experience in providing computer and software training, particularly in the field of public health
Research experience: Participation in research projects. Thesis supervisor. Tutor. Scientific awards. Member of the editorial board of scientific journals. Publications done in national and international journals including epidemiological bulletins, books, book chapters, etc related to the activities of the course. Presentations to scientific conferences. Patents.
