PLANNINGPRINCIPLES

TheLHILocalEMPLANisbasedonthefollowingprinciples:

a)Responsibilityforpreparation,responseandrecoveryrestswiththeLHILEMC.

b)Duringanoperationwhichisthelegalresponsibilityofadesignatedcombatagency,theLEOCONisresponsible,whensorequestedbythatcombatagency,tocoordinatetheprovisionofsupportresourcesthroughtheLEMC.TheLEOCONisresponsivetotherequirementsoftheControllerofthecombatagency.Emergencypreparation,responseandrecoveryshouldbeconductedwithallagenciescarryingouttheirnormalfunctionswhereverpossible.

k)EstablishandmaintainanLEOCfortheLEOCON.

l)ProvidesupportstafffortheLEOC.

m)Providehumanresources,plant,equipment,materialsandservices,asrequiredindealingwithanincidentoremergency.

n)Providesupporttocombatagenciesandfunctionalareaagenciesasrequiredincluding:

i.reconnaissanceoftheareaaffectedbytheemergency;and

ii.postdisasterdamageassessment.

o)ProvidefacilitiesforreceptionandregistrationofevacueesattherequestofthePoliceand/orDeptofFamily and CommunityServices.

p)Assist,attheirrequest,thePoliceService,NSWFireBrigades,AmbulanceService,RuralFireService,VolunteerRescueAssociationandStateEmergencyServiceindealingwithanyincidentoremergency.

q)Assistinanyotheremergencymanagementprevention,preparednessorrecoveryoperations,includingemergencymanagementtraining,forwhichtheBoard’strainingandequipmentissuitable.

RURALFIRESERVICELOCALCAPTAINLORDHOWEISLAND

a)InrelationtoLordHoweIslandasaRuralFireDistrict,(asdefinedintheRuralFiresAct1997),isthedesignatedcombatagencyforfireincidentsandemergenciesandfortakingallpracticalmeasuresforpreventingandextinguishingfiresandforprotectingandsavinglifeandproperty.

b)Providefirecontrolservicesby:

i.dealing with outbreaks of bushfire and the rescue of persons in bushfireendangeredareas;and

ii.takingsuchmeasuresasmaybepracticabletopreventtheoutbreakofbushfires.

iii.assisting in NSW Fire Brigade Districts in accordance with Mutual AidAgreements.

c)Attherequestof,andunderthecontrolofeithertherelevantcombatagencyorEmergencyOperationsController,assistinanyotherresponseorrecoveryoperationsforwhichtheRuralFireServices'trainingandequipmentissuitable.

d)ProvidealiaisonofficertotheLocalEmergencyOperationsCentrewhenrequestedbytheLocalEmergencyOperationsController;

e)LiaisewithMid Coast DistrictRFSandprovideregularSITREPsasrequired.

a)Thedecisiontoevacuatepersonsoranimalsisnotone,whichshouldbetakenlightly.Duringevacuationstherearemanytasks,whichneedtobecarriedoutbyanumberofdifferentorganisations.Thisnecessitatesacoordinatedapproachtoensurethatalltheevacuee'sneedsaremet.Insomecircumstances,itmaybemoreappropriateforpeopletoremainintheirhomesandtakeothermeasurestoensuretheirsafety.

b)Therequirementtoevacuateorstayputwillideallybeidentifiedduringtheplanningprocessandbeincludedinorganisation'ssubplansorstandingoperatingproceduresasnecessary.

a)Evacuationwarningstothepublic,oradvicenottoevacuate,aretobeauthorisedandreleasedbythepersonoragencynominatedinaccordancewiththeagency'snormaloperatingprocedures.

b)Thenormalmeansofdisseminatingwarningsandadvicetothepublicisviatheelectronicmedia.Insomecircumstances,particularlyifthereisaneedforurgentevacuationsorotheractions,evacuationwarningswillbereinforcedby:

i.Useofpublicaddresssystems.

ii.Evacuation teams,madeupofemergencyservicespersonnel andothersasnecessary,tocarryoutdoorknocks.

c)Warningstoevacuate,whetherdisseminatedviathemediaorbydoorknocks,shouldcontain:

i.Instructiontoevacuate;

ii.LocationofAssemblyAreasforonwardstransport;

iii.LocationofEvacuationCentres,forthoseusingprivatetransport;

iv.ArrangementsforchildrenintheCentralSchool;

v.Arrangementsforelderlyorinfirmresidentsunabletoselfevacuate;and

vi.Likelydurationoftheevacuation.

WITHDRAWAL

a)The Combat Agency may initiate andconduct evacuations if it is within its capability butmustliaisewithPolicetoensuresecurityoftheevacuatedarea.Consultationmustalsooccurwiththenecessarysupportingservices,e.g.FACSandtheTransportServicesCoordinator.

b)Police,ifrequestedbytheCombatAgencyController,Section44(RuralFiresAct)IncidentController,LEOCONorREOCON,willconducttheevacuationsofpersonstotheselectedEvacuationCentre,securetheaffectedareaandcoordinateDisasterVictimRegistration.PolicearetoadviseFACSoftheactivationoftheselectedEvacuationCentres.

c)TransportrequirementsaretobeorganisedbytheTransportServicesCoordinator.

d)Buildings,whichhavebeenevacuated,areidentifiedasdirected(e.g.withatowel,similaritemoremergencyservicebarriertapesecurelytiedtothefrontdoorhandleornearbyfixture)soastobevisiblefromthestreet.Thisobviatestheneedtorevisitindividualpremisestoensuretheyhavebeenevacuated.

e)TheCombatAgencyController,IncidentControllerorLEOCONistoarrangeforacheckoftheareatoensuretheevacuationhasbeeneffective.

f)Responsetosomehazardimpactsmayrequirethepartialorcompleteevacuationtoanotherarea.Ifevacuationtothemainlandis necessary,operationsmaybecontrolledatDistrictLevel.

g)ForthepurposesofthisplantheLordHoweIslandLocalEvacuationPlanisRESTRICTEDINFORMATION.ProvisionismadeinthisdocumentforaseparatesectionrestrictedforissuetoemergencymanagementorganisationsasdeterminedbytheLordHoweIslandLocalEmergencyManagementCommittee.

a)AssemblyareasandEvacuationCentresthatmaybeusedinanemergencyarenolongerdetailedintheLocalEMPLAN.

b)PoliceandFACSaretomaintainuptodatedetailsofKeyHoldersofevacuationcentres.

c)TheDistrictDisasterWelfareServiceCoordinatoristoensurethatnominatedevacuationcentresareassessedastotheirsuitabilityforuse.

d)TheDistrictWelfareServicesFunctionalAreaCoordinatoristo:

i.ArrangeforstaffingoftheidentifiedEvacuationCentre(s)intimetoreceiveevacuees;

ii.ProvidewelfaresupportservicestoevacueesinaccordancewiththeWelfareServicesSupportingPlan;and

iii.Addresslonger-termaccommodationarrangements.

a)TheAgency/Authoritywhoinitiatedtheevacuationdetermines,inconsultationwiththeCombat Agency,RecoveryCoordinatingCommittee(ifestablished),andtheCoordinatorsoftheEngineeringServices,HealthServicesandFACS,whenitissafeforevacueestoreturntotheirhomes,andarrangesfortheevacueestobeadvisedaccordingly.

COMMONWEALTHANDDEFENCEASSISTANCE

a)AccesstoCommonwealthsupport:isarrangedbytheLEOCON,withtheconcurrenceoftheREOCONandtheSEOCONthroughEmergencyManagementAustralia(EMA).

b)DefenceAssistancetotheCivilCommunity(DACC).DuringmajoremergencieswhentheStatehasofficiallyrequestedCommonwealthassistancetheAustralianDefenceForcemayprovidespecialistpersonnel,equipment,facilitiesorcapabilitieswhichareeithernotavailableto,orhavebeenexhaustedfrom,Stateresources.

c)TherearethreecategoriesofemergencyDACC:

i.DACCCategoryOne:issupporttoalocalemergencywithimmediatethreattolifeand/orproperty.

ii.DACCCategoryTwo:issupporttoageneralemergencywithdirectthreattolifeand/orproperty.ADFHeadquarters(ADFHQ)approvesthiscategoryofsupportafterStateAuthoritiesapproachEMA.DefenceresourceswouldgenerallyleadtothedeploymentofanADFLiaisonOfficerattheLocal,DistrictandStateEmergencyOperationCentre.

iii.DACCCategory Three:issupportprovidedtoanongoingemergencywithnodirectthreattolifeand/orproperty.ThiscategoryisapprovedbyADFHQafterStateAuthoritiesapproachEMA.DefenceresourceswouldgenerallyleadtothedeploymentofanADFLiaisonOfficerattheLocal,RegionandStateEmergencyOperationCentre.

PLANNINGFORRECOVERYOPERATIONS

a)Assoonaspossiblefollowinganemergency,theLEMCistomeetinorderto consider an impact assessment conducted by the LEOCON to consider the need toformaLocalRecoveryCommittee.TheLEMCprovidesagoodbasisforaLocalRecoveryCommittee,butlocalcommunitygroupssuchasthelocalChamberofCommerceandnon-governmentagenciesshouldbeadded.TheCombatAgencywillneedtoattendtheearlymeetingstoprovideanoverviewofthesituation.Membershipmayinclude:

REGISTRATION

ThePolicearetoensurethatalldisastervictims(includingevacuees)areregisteredanddetailsforwardedtotheAddressontheDisasterVictimRegistration(DVR)formsinaccordancewithPoliceServicesinstructions.

EXPENDITUREANDRECOVERYOFFUNDS

ExpenditureoffundsbyAgenciesorFunctionalAreasduringemergencyresponseorrecoveryoperationsistobemetinthefirstinstancebytheprovidersofresourcesfromwithintheirnormal operating budgets. Should the expenditure be of such a magnitude asto preventtheprovidingAgencies/FunctionalAreasfromcontinuingtheirnormaloperationsfortheremainderofthefinancialyear,Treasurymayprovidesupplementation,butDepartmentscannotbeguaranteedthatfundingwillbeprovided.

CertainexpenditureincurredduringemergencyresponseorrecoveryoperationsfollowingnaturaldisastersmaybeincludedundertheCommonwealth/Statefundingarrangements.

SothatclaimsmaybemadeontheCommonwealth,DepartmentsaretoinformTreasury,onamonthlybasis,oftheexpenditureincurredtodate,andtheestimatefortheyear,onnaturaldisasterreliefandrestorationmeasures.

ReimbursementstoDepartmentsaredeterminedbytheStateGovernmentinthelightoftheCommonwealthcontribution,andtheoverallbudgetarysituation.

WORKERSCOMPENSATION

WhenparticipatinginemergencyresponseorrecoveryoperationsunderthedirectionofAgencyControllersorFunctionalAreaCoordinators:

a.theprovisionsoftheWorkersCompensationAct,1987(asamended) andWorkplace Injury Management and Workers Compensation Act 1998applytoemployeesoftheCrown;and

b.theprovisionsoftheWorkersCompensation(RuralFire,EmergencyandRescueServices)Act,1987(asamended)applytoregisteredemergencyvolunteersorcasualemergencyvolunteers.
