BID SYNOPSIS
ITB-RT-PRD-2013-002 BUNDLED FIREWOOD FOR RE-SALE AT STATE PARKS
This is an Invitation to Bid (ITB) for the Michigan Department of Natural Resources, Parks and Recreation Division to purchase bundled firewood for the purpose of re-sale at various parks and recreation areas.
The ITB was posted on the bid4michigan website for 14 days..
All ITB responses were reviewed by Ruth Thole, Buyer, DNR Procurement Services with award recommendations approved by each park location Project Manager.

Six bidders submitted price quotes for this ITB by the published due date of April 17, 2013. Bidders are as follows:

DNR prefers firewood bundles to measure 12”x12”x16”, however alternate bundle sizes are acceptable. Two bidders proposed alternate bundle sizes – 10”x9”x16” and 9”x9”x16”. Because of the varied size of firewood bundles between bidders, bundle sizes were converted to an equivalent cubic foot size and prices converted to per cubic foot prices. Price comparisons were based on the price per cubic foot. Each park location was reviewed separately with award recommendations made for a single vendor at each location.

Award recommendations are made based on the following best value justifications:
Holly Recreation Area – Award to Splittin Me Timbers based on low price per cubic foot. Split log wood was specified; slabwood bundles proposed by Central Wood Supply was not accepted.
Leelanu State Park – No award. Split log wood was specified; slabwood bundles proposed by Central Wood Supply was not accepted. Award to Razor Construction is cost prohibitive:
1. Resulting contract value exceeds by more than 10% the Park’s approved, budgeted amount.
2. Resale price Park would have to charge would not be competitive with local vendors who sell wood in close proximity to the park.
North Higgins Lake State Park – Award to Northern Landscape Supply based on low price per bundle. Although Razor Construction bid a larger bundle size resulting in a lower price per cubic foot, award to this vendor is cost prohibitive:
3. Resulting contract value exceeds by more than 10% the Park’s approved, budgeted amount.
4. Resale price Park would have to charge would not be competitive with local vendors who sell wood in close proximity to the park.
5. Vendor indicated they are not able to unload pallets from delivery truck. Park does not have equipment to assist with unloading pallets.
Pinckney Recreation Area – Award to Splittin Me Timbers based on low price per cubic foot.
VanBuren State Park – Award to TG Manufacturing/Dorr Industries based on low price per cubic foot.
Wilson State Park – Award to Northern Landscape Supply based on low price per bundle. Although Razor Construction bid a larger bundle size resulting in a lower price per cubic foot, award to this vendor is cost prohibitive:
