Our dropout numbers are included for information and shows a decrease in dropouts at all of our high schools. Administrators at the district and school level will begin the year looking at the student listings of Withdrawals and students that do not show up and tracking them in an effort to get them back into school.
While we had more suspension events than the prior year, the overall number of days of suspensions are down. Additionally, the number of days of suspension not reimbursed from the state are much lower than the 08-09 school year. For next school year, our emphasis on Positive Behavior should also help impact our suspension rates and we will run comparison data at several reviewing numbers in the KYCID recommended format.
D. ADA Comparison Enc. 6
The ADA comparison to last school year is included. It shows an increase of 286.4 ADA over last year which includes factoring in the attendance rate. The 95.4% attendance rate is among the top in the state. This is especially good as attendance in our schools was impacted this year by the waves of H1N1 Influenza prior to the vaccination periods in December.

C. Fundraiser – Ryland Heights Elementary
Ryland Heights Elementary requests permission to conduct a school-wide fund-raiser from September 3 - September 17, 2010. Funds raised will be used for instructional teaching and learning materials, supplies for our physical education classes, and student/staff incentives. Learner outcomes impacted are Goals 1, 2, and 3 of the CDIP and Ryland CSIP. The students will be selling brochure items from Market Day (Life Style Brochure). Ryland’s Site-based Council approved the fund-raiser on May 20, 2010.
Recommendation: It is recommended that the Board approve this fundraiser for Ryland Elementary.

V. DISCUSSION AND ACTION
1. Board Policy Update Enc. 9
(Hard Copy)
KSBA recently submitted a packet of policy revisions as part of its update service.
At the top is a brief explanation for the proposed change. Additional or new language in the policies
is highlighted, language with strike through is deleted. Staff members have studied the update
package and have recommended the policies to adopt as proposed or adopt with modifications.
Recommendation: It is recommended that the Board wave all readings and approve the policies in the Board Policy Update.
2. Curriculum Timelines for Math and Reading Enc. 10

Attached are the Reading and Math timelines for grades Kindergarten through fifth grade. These provide for a consistent district-wide alignment with 4. 1 Core Content for Assessment, Program of Studies and Common Assessments.
Recommendation: It is recommended that the Board approve the Reading and Math timelines.
3. Acceptable Use Policy for the 2010-2011 School Year Enc. 11
Student and Staff Acceptable Use Policies (AUP) are required per policy 8.2323 Access to Electronic Media. The AUP documents stipulate how students and staff use the computer and the network appropriately. In order to access the network, parents, students, and staff must sign off in agreement of the policies and guidelines. With many changes in technology and recommendations from the Kentucky School Board Association (KSBA), there have been many changes to the AUP this year. All changes are supported through the recommended policy for the Access to Electronic Media/Acceptable Use Policy from KSBA.
Recommendation: It is recommended that the Board approve the Acceptable Use Policy for the 2010-2011 School Year.
4. Field Trip and Medication Procedure Changes Enc. 12
Based on the new administrative regulation 704 KAR 4:020 which consists of training guidelines and requirements for student medication, we are recommending changes to the medication procedure 09.2441AP1 and the field trip procedure 09.36 AP2. This administrative regulationstates that beginning with the 2010-2011 school year, all unlicensed school personnel who have accepted delegation duties to perform medication administration in school must show proof of completion of the Medication Administration training course developed by the Kentucky Department of Education.Regular training and certification classes are being offered to personnel including administrators, teachers and coaches through health services. These changes in procedure align with and support the administrative regulation guidelines.
Recommendation: It is recommended that the Board approve the changes to the field trip and Medication Procedure Changes.
5. Change Order No. 9 - Simon Kenton High School Phase VI – BG 09-226 Enc. 13
This change order is the ninth of the construction of Simon Kenton High School – Phase VI with Messer Construction Company. The items making up this change order are as follows:
· Item No. 1 – Paint the exposed ceiling structure in the men’s locker room in the new field house. This is an additional cost of $1,749.00.
· Item No. 2 – Credit for switching drainage board systems from mold sheet drainage board to ¾ inch Fibr-Dri drainage board as recommended by the contractor. This is a credit of $1,012.00.
· Item No. 3 – Provide additional electric power to the baseball press box per the electrical engineer. This is an additional cost of $ 3,545.00.
· Item No. 4 – Provide additional drainage below brick pavers and deletion of a curb to the courtyard area. This net cost is an additional $596.00.
· Item No. 5 – Install a new disconnect switch at the old board office building per the local electric inspector. This is an additional cost of $4,328.00.
· Item No. 6 – Add drainage for communications quazite box at the field house to prevent it from holding water. This is an additional cost of $408.00.
· Item No. 7 – Remove quazite box in front of the school which is not road-rated and replace with new road-rated box and cover. This is an additional cost of $832.00.
· Item No. 8 – Three down lights installed within a fire rated ceiling need a drywall cap to retain fire rating. This is an additional cost of $661.00.
· Item No. 9 – Provide 208 volt three phase wiring and new breaker for heat wheel in lieu of 120 volt specified at the field house. This is an additional cost of $374.00.
· Item No. 10 – Extend sidewalk from the side of the band tower to the front entrance door for proper access. This is an additional cost or $1,054.00.
· Item No. 11 – Excavate and lower 40 additional feet of 2 inch copper domestic water line that was discovered to allow three feet of cover after site grading. This is an additional cost of $2,876.00.
· Item No. 12 – Changes required to lighting in the shower rooms 107, 204, and 208 to be controlled by occupancy sensors rather than a light switch. This is an additional cost of $429.00.
Recommendation: It is recommended that the Kenton County Board of Education approve Change Order No. 9 at Simon Kenton - Phase VI - BG 09-226 with Messer Construction Company at a cost of $15,840.00, contingent on Kentucky Department of Education approval.

This change order is the twenty-second of the construction of Site Improvements at Scott High School – Phase I associated with The Quandel Group. The original contract with The Quandel Group was $1,787,585.00. This change order for a $22,500.00 with previous change orders totaling $97,072.03 brings the contract total to date to $1,884,657.03.
Item No. 1 – General Contractor’s Request – Contract Modification and Settlement Agreement
Modify Substantial Completion date as follows per the attached Contract Modification and Settlement Agreement. ADD: $22,500.00
Recommendation: It is recommended that the Kenton County Board of Education approve Change Order No. 22 with The Quandel Group associated with Scott High School Phase I – BG 09-225 for a deduct of $22,500.00, contingent on Kentucky Department of Education approval.

This change order is the forty-ninth of the construction of the new Turkey Foot Middle School – Phase II associated with Century Construction. The original contract with Century Construction was $9,209,033.00. This change order of $6,936.00 with previous change orders totaling $340,152.00 brings the contract total to date to $9,556,121.00.
Item No. 1 – Architect’s Request – Provide labor and materials to install a roof top ladder from the main roof up to the gymnasium roof. ADD: $5,560.00
Item No. 2 – Code Enforcement Official’s Request – Provide labor and materials to complete the purchase and installation of the additional ADA Signage in accordance with ANSI A117.1-2003. ADD: $1,376.00
TOTAL: $6,936.00
Recommendation: It is recommended that the Kenton County Board of Education approve Change Order No. 49 with Century Construction associated with Turkey Foot Middle School Phase II – BG 08-143 for $6,936.00, contingent on Kentucky Department of Education approval.
8. Change Order No. 50 – Century Construction Company –
New Turkey Foot Middle School – Phase II – BG 08-143 Enc. 16
This change order is the fiftieth of the construction of the new Turkey Foot Middle School – Phase II associated with Century Construction. The original contract with Century Construction was $9,209,033.00. This change order of $423.00 with previous change orders totaling $347,088.00 brings the contract total to date to $9,556,544.00.
Item No. 1 – Architect’s Request – Provide labor and materials to install a bollard at the gym entrance for ADA push button and access control reader. ADD: $1,315.00
Item No. 2 – Owner’s Request – Provide labor and materials to install a dutch door into the dish room from the cafeteria. ADD: $ 81.00
Item No. 3 – Architect’s Request – Provide labor and materials to install concrete sidewalk at a portion of the gym entrance in lieu of the concrete pavers originally specified.
