The purpose of this guidance is to ensure the Title I program provided to eligible private school children by the [insert name of school district] meets all Title I requirements.
Selection and Supervision of Teachers: Title I teachers are selected either by the [insert name of school district] or the third party providers under contract with [insert name of school district], not by private school officials. Title I teachers are supervised by, and accountable to the [insert name of school district] or the third party providers during the time they are providing Title I instruction. They are not accountable to private school personnel during the time they are instructing Title I students. Private school officials shall not sign time and effort records.
[Insert name of school district] staff will monitor the Title I Programs on a regular basis during the school year to ensure that Title I requirements are being met.
Selection of Participants:
- Participants will be selected using multiple, educationally related, objective criteria established in consultation with the private school officials. Those who are failing or most at risk of failing will have priority.
- The [insert name of school district] has the final authority to select the children to be served.
- No children are added to or exited the Title I program without permission from the [insert name of school district].
Space Used for Title I Instruction:
- If Title I services are provided in the private school during the school day, it must occur in a separate space that is appropriate for Title I services.
- If Title I services are provided in the private school before or after school, it must be the only activity occurring in the space where the services are being provided. Private school students who are not Title I participants may not be in the same space.
- The [insert name of school district] or its third party providers have exclusive use and control of the Title I space during the time in which Title I services are being conducted.
Limitation on Instructional Activities of Teachers:
- Title I teachers will not engage in team teaching or other instructional activities in regular classrooms in the private schools or with private school personnel.
- The Title I services, including materials and equipment, must be secular, neutral, and non-ideological.
- Religious materials will not be introduced into Title I instruction.
Equipment, Materials, etc. paid with Title I funds
- All equipment, materials, supplies, etc., including text books paid with Title I funds must be labeled “Property of the [insert name of school district].”
- Title I materials and equipment are used only for private school participants.
