1 Welcome to meeting
Hans Pasman welcomed Professor Ludovit Jelemensky from the Slovak University of Technology, Bratislava to his first meeting of the working party. Professor Jelemensky specialises in process safety and in addition to having contacts with the chemical industry in Slovakia, is a member of the PRISM Human Factors network.
2 Membership & Officers
2.1) Action is still needed to obtain members from some countries (See attached action list)
2.2) Hans Pasman noted that DECHEMA, Ms Ines Honndorf, , will continue to provide support to the Working Party on behalf of EFCE.
3 Minutes of Last Meeting
3.1) Minutes of the 60th meeting, Tamperea, were agreed as an accurate representation of the meeting
3.2) Actions from last meeting.
These were reviewed and updated. (see attached action list)
4) EFCE Loss Prevention Symposium, 2007, Edinburgh
It had not been possible to hold a meeting to review the facilities at Edinburgh.
Action 03. 14. Mr Considine would be asked to arrange meeting in Edinburgh.
5 New Ideas Sub-Committee
Hans Schecker reported on a meeting held in BP’s offices in Sunbury in June. (Minutes attached, see attachment 2)
Two key actions had been agreed.
5.1) To hold a Workshop following the Prague Symposium to review the future European Research needs in Process Safety.
This workshop will be co-ordinated with the activities of the EU Funded S2S Network which is working to identify research needs.
The workshop would comprise, EFCE members, S2S Task Leaders, Symposium Speakers and others invited by EFCE.
Members considered that it was important that the Workshop concentrated on
‘Problems being faced in the identification, assessment, and management of hazards and to seek practical solutions to these’.
Robin Turney noted that the EU had asked the PRISM network to identify future research needs in Human factors. The Prague symposium will be used to help in achieving this with the following programme will being planned. followed.
· Nov-Dec 2003. PRISM website to be used to seek ideas from PRISM members.
· Jan-Feb 2004 Principal Contractors draft position papers ( 4 papers)
· Mar-Apr 2004 Position papers on websiiste for comment.
· June 2004, Prague. Workshop to finalise report.
It was noted that S2S has funding for a limited period and it is possible that the ownership of this activity could be taken-over by the Working Party.
The Workshop to review research needs will be held on the Friday, 4 June 2004, following the Symposium. Members present committeed to attend this meeting. (See attachment 3)
5.2 Education & Training
It was considered that the Working Party could undertake a valuable role in reviewing the way in which training & education is provided in Process Safety. This needed towould cover undergraduate, postgraduate and industry training for all those whose work requires knowledge of Process Safety.
Action 03. 15. Robin Turney agreed to circulate to members an outline format for collecting information on the arrangements in place across Europe at present.
Members committed to produce the required information.
6 European Process Safety Centre
Georg Suter reported on the work of the European Process Safety Centre. This included
· Guides on
· Hazards Identification ( To be published by IChemE)
· Common Vent & Relief Systems
· Working Groups on
· Early Identification of Hazards
· Performance Measures
· Transport of Hazardous Materials
· Management of Technological Change
The next Technical Steering Committee will be held on the 9th October 2003.
Action 03.16 Georg Suter to remind EPSC staff of importance of informing EFCE Working Party members of EPSC Technical Steering Committees.
7 EFCE General
7.1) Hans Pasman reported on the present structure of EFCE

7.2) The official journal of EFCE is now Chemical Engineering Research & Development, published by IChemE.
The website is www.efce.info
7.3) A new working party has been established on Product Design Engineering.
7.4) The working party on Environment & Sustainability continues to receive poor support.
7.5) EFCE now had available funds of 100,000 Eeuro .for new projects. Priority will be given to the needs of young engineers, sustainability and of process safety.
8 Other Symposia / Information
8.1 Hans Pasman & Jena Louis Py reported on the Safety Centre established in Toulouse. Its objectives included
· The improvement of safety culture
· Better understanding of risk and hazards
· Improved understanding of living with and managing risks.
8.2 Robin Turney reported on attendance at the Word Risk Congress in Brussels, in June. This had been organised by the American Society of Risk Analysts and was mainly concerned with chronic risks, including the chronic risks from exposure to chemicals. Of particular interest was the importance attached to the perception of risk. This topic promoted much discussion amongst the Working Party..
Action 3.17 Robin Turney agreed to consider organising a workshop on Risk Perception for Working Party members following the Prague Symposium.
9 Incidents & Near Misses
9.1) Jouko Soukas reported briefly on a recent incident at a steel mill in Finland. An Oxygen pipeline was over-pressurised and failed resulting in a fire and 3 fatalities. The investigation was still ongoing but the incident seemed to involve errors in the opening of valves during a maintenance activity.
Action 3.18 Jouka Soukas to provide more details when these become available.
Other incidents were reported briefly.

9.2) F Babinec reported on 2 incidents which had occurred in the Czech republic.

10 Prague Symposium
10.1 Jaromir Skarka was thanked for the excellent work of the Prague organisers in preparing the abstracts for review.
10.2 Plenary Speakers

10.3 Selection of papers
All papers were reviewed and their suitability as oral or poster presentations was agreed .
Action 3.25 J Skarka to circulate full list of all papers accepted for the symposium.
Action 3.26 J Skarka agreed that all authors will be informed of outcome by end of October.
10.4 Outline Programme
It was calculated that with 4 parallel sessions, after plenary lectures, there will be 56 hours for presentations. The papers selected will meet this timetable.
11 Next Meeting
The next meeting, at which full symposium papers would be reviewed, will be
