PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Little, Krus, Bradford, Neuhaus, and Neumann.

Also present were Clerk Worent, Treasurer Babb, Public Works Director Ghidina, Police Chief Elliott, Fire Chief Fortier, Attorney Tibbs, and Deputy Clerk Ratliff.

Alderman Steele, Office Manager Minson, and Engineer Go od were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Neuhaus to approve the regular minutes of December 27, 2016. Roll Call Votes: Ayes-Alderman Little, Neuhaus, Neumann, Krus, and Bradford. Nays – none. Motion passed.

Alderman Neumann made a motion, seconded by Alderman Bradford to approve the executive minutes of December 27, 2016. Roll Call Votes: Ayes-Alderman Neumann, Bradford, Krus, Little, and Neuhaus. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

At the December 27, 2016 council meeting, Nate Hollan of Bartonville gave council members a copy of an objection he filed regarding the election petition by Mary Bumbalough (ward 1). The electoral board met on Friday, December 30th. The objection was declared null and void, as the objection did not meet the criteria of the state statute.

Clerk

The semi-annual review of executive minutes for possible release will be held by the second council meeting in February.

Treasurer

No report.

Attorney:

No report.

City Engineer:

Absent. No report.

Communications:

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Jodi Jacobs, representing School District 102 Parents Club asked council for permission to hold their annual Tiger Trot 5 on April 29th, beginning at 9:00 a.m. The course will be the same as last year. She thanked city workers, fire department, and police for their past help with this event, and expressed hope that they will all be willing to help again this year. Alderman Bradford made a motion for permission, seconded by Alderman Little. Roll Call vote: All Ayes. Motion passed.

Men’s Club president Dale Hamm passed out and also read the list of 2017 donation allocations from the 2016 Spook Hollow event. Mayor Dearborn thanked all the Men’s Club members for the tremendous donations they are giving this year to the different organizations and causes.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele

Absent. Public Works Director Ghidina told council he received the letter of transmittal from Maurer-Stutz regarding the 2016 MFT payment. This will be discussed at the February committee meeting.

Law Enforcement – Alderman Bradford

The December, 2016 Police report is on file at the city office.

Streets - Alderman Krus

No report.

Public Buildings/Parks – Alderman Neuhaus

No report.

Fire – Alderman Neumann

The fire department held their annual election on January 7th. The following results are:

Fire Chief: Todd Fortier, Assistant Fire Chief: Brad Aschenbrenner, Fire Captain: Tony Bartlett, Rescue Lt: Chris Hermacinski, Assistant Rescue Lt: Nancy Kerley, Treasurer: Joshua Fowler, Secretary: Camron Stanley, and Fire Inspector: Corey Cadwell. Those elected will begin their term after being sworn in on February 4, 2017.

Finance

Alderman Little made a motion, seconded by Alderman Krus, to approve paying the bills: General Fund: $44,940.96, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $16,686.29, Sewer: $15,839.27, Water Replace: $-0-, IMRF: $1,988.44, and Social Security: $1,854.06. Roll Call Vote: Ayes – Alderman Little, Krus, Neumann, Bradford, and Neuhaus. Nays - None. Motion passed.

Planning

OLD BUSINESS

None.

NEW BUSINESS

1.  Approve payment to Koenig Body

Alderman Krus made a motion, seconded by Alderman Little to approve a payment not to exceed $542.40 to Koenig Body for calcium chloride parts. Roll Call Vote: Ayes- Alderman Krus, Little, Neumann, Neuhaus, and Bradford. Nays- None. Motion passed.

2.  Approve purchase of radio from Ragan Communications

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve a payment that is $250.00 more than previous council approval to purchase a radio for new squad from Ragan Communications. Roll Call Vote: Ayes- Alderman Bradford, Neuhaus, Krus, Neumann, and Little. Nays- None. Motion passed.

3.  Approve payment to E & S Communications

Alderman Krus made a motion, seconded by Alderman Bradford to approve a payment not to exceed $1,407.91 to E & S Communications for light and light bar for the new water truck. Roll Call Vote: Ayes- Alderman Krus, Bradford, Little, Neumann, and Neuhaus. Nays- None. Motion passed

CITIZENS WISHING TO ADDRESS THE COUNCIL

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Bradford made a motion to enter executive session for purpose of discussing personnel, seconded by Alderman Little. Roll Call Vote: Ayes – Alderman Bradford, Little, Krus, Neuhaus, and Neumann. Nays – None. Motion approved.

Council exited regular session and entered executive session at 7:21 p.m.

Council resumed regular session at 9:35 p.m.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Krus to adjourn the regular City Council Meeting at 9:35 p.m. Voice Vote: All Ayes. Motion passed.
