Departmental Overview: / The Youth and Family Services department at Banyule City Council sits within the Community Programs directorate. It provides a range of services to children, families, young people and community groups within the municipality. These services promote and support health, wellbeing and education and strive to build a connected and safe community.
The Youth and Community Partnerships team operates within a community building framework. It delivers services through a number of key strategic portfolios and planning frameworks including Community Safety, Community Building (Metro Access), Neighbourhood Renewal, Community Liaison and Youth Services.
Council’s Youth Services operations are overseen by three team leader positions:
- Team Leader – Jets
- Team Leader - LINK-U Outreach Youth Service
- Team Leader - Youth Service Development
Position Objectives: / The Jets Team Leader is required to work as a member of Banyule City Council’s Youth and Community Partnerships team. Key functions of the position include:
- To strategically manage the human, financial and physical resources of Jets, including the day to day support and leadership of all operations.
- To ensure the application of a community development framework as part of service planning and program delivery in partnership with a range of stakeholders
- To develop strategic partnerships, links, systems and capacity for agencies, services, parents and the community to respond to issues impacting on young people inline with Council’s youth plan 2012-16.
- To provide strategic and operational advice to Council on issues that affect young people
- To maximise opportunities of education, training and employment for young people within an arts and cultural setting

Key Responsibility Areas: / 1. Leadership and Staff Management
- Oversee the day to day operations of Jets staff, including casual staff and contractors and related facilities.
- Provide leadership to the team to ensure best practice, evidence based innovative and inclusive work.
- Provide regular individual staff supervision. Including support, recognition, planning, developing work plans and training needs.
- Participate as a member of the Youth & Community Partnerships Leadership team
- Lead staff planning processes, meetings and briefings.
- Recruit and induct new staff as appropriate.
- Facilitate skills development, resources, partnerships and links.
To be responsible for the operations of Jets by:
- Maintaining current knowledge of arts and culture, relevant networks and resources that may apply to Jets and young people;
- Ensuring that practice responds to the voice of young people and their families and is based on evidence and best practice.
- Managing and overseeing the complex nature of the Jets budget with multiple income and expenditure streams.
- Establishing and managing the accreditation of the disability respite programs within DSH Service Standards.
- Ensuring program objectives are achieved within budget and delivered to the highest possible standard;
- I liaison with the Coordinator Youth & Community Partnerships, preparing and presenting the Jets budget, reviews, and estimates for consideration by the Manager, Youth and Family Services;
- Ensuring all legal and financial requirements for funding are monitored, fulfilled and reported as required; (eg: MOU’s are developed and reviewed)
- Ensuring all policy, operational procedures and risk management requirements are adhered to, updated and maintained
- Up keeping the building and equipment to pass annual safety and maintenance reviews (including testing and tagging, OH&S site inspections, van servicing).
- Coordinating, approving and overseeing strategic marketing plan, promotion and publicity of activities and the Service, including Website and social networking strategies
- Supervising the delivery of Jets programs, projects, events and activities both at Jets and outposted within the municipality.
- Managing all aspects of Council’s Youth Fest
- To develop innovative community development programs addressing the needs of specific target groups of young people.
- To liaise with Youth and Community Partnerships and other Council services, staff, relevant community groups and State and Federal Government representatives to maximise pathway opportunities for young people.
- To participate in relevant local, regional and state-wide networks and committees, as identified, to advocate and develop opportunities for young people;
- To advocate the needs of young people to Council on behalf of current or potential users in liaison with Youth and Community Partnerships team.
- To develop and maintain a knowledge of State and Federal Government policies in relation to relevant funding opportunities;
- To ensure the provision of opportunities for consumer participation and feedback regarding the quality of service delivery, planning and policy development.
- To participate in and contribute to corporate planning activities as required.
4. Reports and Administration
- Prepare reports for Council as directed by the Coordinator Youth and Community Partnerships.
- Maintain accurate records and statistical information as required.
- Complete quarterly relevant reports to independent funding bodies such as DHS, Department of Youth.
- Manage program budgets and prepare reports as directed for Coordinator Youth and Community Partnerships.

Organisational Relationships: / Position Reports to: Coordinator Youth & Community Partnerships
Supervises:Facility Administrator, Social Media Strategist/Sound Engineer,Jets All Abilities Arts Coordinator, Trainees and work placements, Contractors (eg: cleaners), Creative Arts Youth Workers, Sound Engineers, Disability Arts Youth Workers, Guest Artists.
Internal Liaisons: Liaison and collaboration with other Youth & Community Partnerships and broader Council staff
External Liaisons: Young people, parents, schools and community groups, State/Federal Governments, Statutory bodies, other Councils.
Accountability and Extent of Authority: / The Jets Team Leader has delegated authority to monitor expenditure for Jets.
The Jets Team Leader will provide direction and support to staff and contractors within Jets, be responsible for recruitment training and development, and will undertake and delegate tasks and functions appropriately, including:
- Contribute to the development and maintenance of annual budgets.
- Supervision and direct support to Jets Staff and Contractors. Other staff as appropriate.
- Member of Youth & Community Partnerships Leadership Team.
- Maintaining workplace to a standard that complies with the OHS Act ensuring a competent duty of care is achieved. Exercising reasonable care in the performance of duties consistent with Occupational Health and Safety and risk management requirements.
- Representing Council as required in internal or external meetings and forums relating to young people in this municipality.
- Authority to provide specialist advice and assistance to the Coordinator Youth & Community Partnerships, to the organisation and the wider community.
- Adhering to the Banyule Youth Services Policy and Procedures Manual and the YACVic Code of Ethical Practice.
- Adhering to all Council policies, guidelines and all relevant State and Federal legislation. These include the Children, Youth and Families Act 2005, Disability Discrimination Act, Equal Employment Opportunity and Information Privacy Policy.
- Implement and monitor Jets facility and services to DHS standards (disability services)
Judgment and Decision Making: /
- Make decisions and solve day to day problems, about the development, content, implementation and evaluation of Jets programs and operations. Including, the smooth and safe operations the facility, activities and events.
- Provide guidance to Jets Staff to ensure timely responses to issues regarding risk management, quality assurance, compliance with operational procedures, duty of care, council and statutory requirements.
- Policy development, interpretation and formulation as part of the Youth & Community Partnerships Leadership Team.
- Research which requires identification and analysis of a range of options and contribution to the design, methods and techniques.
- Coordinate annual strategic planning, service review and auditing, and respond accordingly
- Ability to know where and when to seek or offer professional advice;
- Establishes appropriate work methods required by staff within Council’s Youth & Community Partnerships team;
- Makes decisions within the guidelines and within budgetary constraints based on professional experience and knowledge;
- Makes recommendations as follows:-
b) when an expressed need arises from the community and the Co-ordinator wishes a response from Council;
c) writes reports as required based on professional knowledge and experience, supported by relevant research in appropriate areas.

Qualifications and experience: /
- Tertiary qualifications in relevant field and or experience in a relevant discipline
- Atleast 2 years experience managing a team that facilitates creative arts workshops
- Certificate IV in Training and Assessment is desirable
- Experience in service development, policy and planning in a human services context.
- Demonstrated experience in research, consultation and evaluation projects.
- An understanding of the principles and practices of working in a local government setting.
- Practical working knowledge and understanding of Community Development principles and practice.
- Experience working with community based groups- esp. young people.
- Working knowledge of corporate IT systems and standard software applications
- understanding of live and studio sound operations and knowledge of Apple Mac creative software desirable
- Current First Aid Level 2 and CPR are desirable
- Current Victorian Driver’s Licence and a sound personal vehicle
