The Penn Township Board of Supervisors held their Regular Meeting on Wednesday, May 4, 2016 at the Penn Township building, Finnen Community Room, 260 Lewis Road West Grove, Pennsylvania at 6:00 p.m.

Present:

Call to Order: After salute to the flag, Chairman Mason opened the Regular Meeting.

Public Comment: Roseview resident, Mrs. Fieni, requested her occupancy permit inspection file.

Chairman’s Comments:

1. Approve Minutes: Supervisor Mantegna made a motion to approve the regular session meeting minutes from April 20, 2016. Seconded by Supervisor Bryson. All in favor. Motion passed 5-0.

2. Treasurer Report: Supervisor Mantegna made a motion to approve the Treasurer’s report and pay invoices. Seconded by Supervisor O’Connell. All in favor. Motion passed

5-0.

3. Planning Commission: Skip McGrew stated that the Planning Commission continued its activities with the Zoning Ordinance Task Force.

4. Road Master Report: Road Master Don Urban provided an update of his activities, including status of current road projects. He proposed four additional areas of small road repairs in Elk Creek Farms by Long’s paving. Proposals numbered 16-2737 in the amount of $1,000, 16-2731 in the amount of $7,500, 16-2732 in the amount of $ 6,700, and 16-2733 in the amount of $ 9,800 were all approved. Supervisor Mantegna made the motion, and Supervisor O’Connell seconded. All in favor. Motion passed 5-0.

Road Master Urban continues to investigate snow removal contractors.

The Operations Director asked the Board to consider a motion to accept a proposal to street sweep in Elk Creek Farms. The proposal by Reilly Sweeping of Downingtown was in the amount of $750. Supervisor Mantegna made the motion to approve contingent upon the notification of Elk Creek residents and that all toters, basketball nets, cars, etc. being out of the streets on the day of the sweeping. Supervisor Bryson seconded. All in favor. Motion passed 5-0.

5. Operations Report: Operations Director Karen Versuk provided an update

6. Engineering Report: No report

7. Holton Address: Emergency services personnel including: John Chambers, West Grove Fire Chief, Bob Hotchkiss, Medic 94 CEO, Lt. Garry Vinnacombe, West Grove Ambulance, and Louise Wennberg, Chester County 9-1-1 Coordinator attended the Board meeting to discuss the Holton address request. The Board Chair asked each of the emergency service professionals if they would be in support of the Holton’s request to establish an out of sequence/parity address on Ewing Road. Each stated they would not. As a result, the Board Chair told the Holtons that they would be required to establish a private named road on their property and to coordinate the naming of that road with Ms. Wennberg.

8. Salt Shed: Road Master Urban provided an update to the Board regarding progress of the site work for the salt shed.

9. Storm Drain Art: Certificates will be presented to the winners of the Storm Drain Art contest at the May 4, 2016 Board of Supervisors meeting.

The winners are all members of the Russellville Junior Grange.

The winners are: Declan Harrison, Harvey Reyburn, Kay Reyburn (two designs), Merle Reyburn, and Alyssa Scone-Weldon.

Honorable mention: Alayna Flickinger, Sarah Flickinger, Gayle Reyburn, Ruby Reyburn, Kaleb Scone, and Haydn Wiseman Null.
