Supplement to Constitution
Article ILevels of Play and Divisions
A. WYBI shall be divided into two (4) levels of play known as Little (Major) League, Little (Minor) League, Farm League, and T Ball. Assignment of teams to each level of play will be made by the President, and an equal number of teams in each level of play is not required.
B.Each level of play shall be divided into two (2) divisions known as the East Division and the West Division. Each division will consist of six (6) teams. Assignment of teams to each division will be made at random by the President, with an equal number of teams representing each division. If an odd number of teams exists, one division may contain no more than one team more than the other division
C.When player enrollment is such that ten (10) teams or fewer will be participating at either level of play in a given season, the President may, with the approval of the Board of Directors, eliminate the divisional alignment for that level of play until such time that more than ten (10) teams will again participate.
- The number of players to be carried on each team roster will be determined by the President.
E. Major League will consist of players ages 10-12, Minor League will consist of players ages 8-10, Farm League will consist of players ages 6-8, and T Ball will consist of players 5-6. Any exceptions must be approved by Board of Directors.
Article IIPlayers
- Age requirements of players are per current Little League Baseball, Inc. rules.
- Players must furnish their own fielders gloves and shoes. Special baseball shoes are not required to participate.
Article IIIManagers and Coaches
A.All managers are appointed by the President. All appointments must be approved by the Board of Directors. No person can manage, coach or umpire without the president appointing and the board approving that appointment. A President and/or Board of Directors SHALL NOT give a reason to a person if he or she is not re-appointed or re-approved as a manager, coach or umpire for the coming season. No manager, coach or umpire has tenure, regardless of the years of service.
B. Managers are responsible for selection of their teams and their conduct on the field.
C.Managers are responsible for proper storage of WYBI equipment, and dugout cleanliness after use.
D.Managers are responsible for any required field preparation before games.
E. Managers are responsible for obtaining volunteer concession workers during games in which their team is playing at home on North Miller Field.
F.Managers and coaches are required to serve as game umpires per the schedule set up by the Head Umpire.
G. Managers and coaches must follow Code of Conduct set forth by Board of Directors.
H. Any manager or coach ejected from a game by an umpire will receive a one game suspension (the next WYBI scheduled game - regular season, tournament, or city series). Any manager or coach ejected for the third time in one season must appear before a special meeting of the Board of Directors for possible dismissal.
Article IVUmpires
A.Umpires will receive field assignments from the Head Umpire.
B. Volunteer umpires who are not coaches shall be appointed by the President and Head Umpire.
C.Once the game begins, the umpires will have complete authority on any matter concerning the game.
D.The home plate umpire will be the umpire-in-chief.
E.The umpire-in-chief will be the sole judge as to whether and when play shall be suspended during a game because of unsuitable weather conditions, or the unfit condition of the playing field; as to whether and when play shall be resumed after such suspension; and as to whether and when a game shall be terminated after such suspension.
Article VPlaying Rules
A.Little League (Major)playing rules shall be in accordance with current Little League Baseball, Inc. Little League rules except as noted herein.
B.Little League (Minors) playing rules shall be in accordance with current Little League Baseball, Inc. League rules except as noted herein.
C. The home team is listed first on the schedule and shall occupy the third base dugout, except on Denton Fuller Field the home team occupies the first base dugout.
D.Early games start at 5:45 P.M.
E. When a late game follows an early game on the same field, no inning of the early game shall start after 7:30 P.M. for Little League. All times to be judged by the umpire-in-chief.
F. If Wooster City Schools are in session on a day following a late game, no inning shall start after 9:00 P.M.
G.The "Infield Fly Rule" is not applicable in Minor League.
H. "Stealing Second Base" is not permitted in Minor League.
- A "base on balls" is awarded after four (4) balls in Minor League.
- All players participating in Wooster Youth Baseball local practices or games during the regular season and tournaments are required towear batting helmets with approved face protection while batting.
- Stealing of home is allowed a maximum 5 times a game in Minor League.
- There are no intentional walks during regular season.
Article VIRegistration, Tryouts, and Draft
A.Player registration will be scheduled each spring by the President. The time and place of registration will be determined by the President.
B.Re-registration of players who are already on teams and will be remaining on the same team for the new season will only be required if the President determines it is necessary. If it is determined not to be necessary, those players will automatically be registered via telephone by the team manager.
C.Tryouts for players age eleven (11) and twelve (12) who are not already assigned to a Little League team will be scheduled by the President.
D.All Little League eligible players - ages *Nine (9)thru twelve (12) who are not already assigned to a Little League team must attend Little League tryouts. No player is eligible for draft who does not attend evaulations. If unable to attend Evaulation, then arrangement must be made with Player Agent.
*Eight (8) yr old players may try out for a Little League team.
E.A player draft of all eligible candidates will be held for each level of Little League play. The President shall schedule and preside over the draft.
F.The draft order for each round will begin with the team with the lowest winning percentage in the previous years regular season selecting first, the second lowest second, etc. The last selection of each round will be made by the previous year's City Series championship team.
G.Selection order for teams with tied records shall be determined by a coin flip.
H.In the event of expansion, the President may allow the new teams to have multiple selections for the first and/or one subsequent round. Any such decision must be made known to team managers before the end of tryout sessions.
I.The draft rounds shall continue until all team rosters are filled.
J.Children and stepchildren of managers and coaches shall be placed on the team rosters before player selection.
K.Siblings shall be placed on the same team once one is selected in the draft without loss of subsequent round selection.
L.Players living in the same household shall be selected as siblings.
M.An older sibling may be selected for Little League (Majors) level of play while a younger sibling remains at the Little League (Minors) level of play. This determination will be made by the selecting Little League team manager.
N.Only managers, coaches, and WYBI officials may be present during player selection
O. Tryouts for Farm League teams will be scheduled by the President. All players attending Farm League tryouts shall be placed on a Farm League team.
P. Farm League and T-Ball Players will be selected in a blind draft. All Players registering will be placed on a team.
Article VIIOther Items
A.The annual Wooster Youth Baseball Minors division championship playoff shall be known as the Bill Wile Memorial City Series
B.The annual Wooster Youth Baseball Majors league championship series shall be known as the Denton Fuller Memorial City Series.
Addendum I
Farm League Rules Adopted Dec. 2010
- Except where noted, regular baseball rules apply
- There will be 3 outs per offensive inning
- Each batter will receive 5 pitches thrown by the coach. If the batter is unsuccessful in hitting any of them in play, a further 3 swings from a batting tee will be permitted. If still unsuccessful, the batter will be called out.
- Continuous batting order.
- An inning is considered complete if the offensive team has batted through it’s entire lineup, or has scored 5 runs. Any additional runs scored, even if as the result of a homerun, will not be counted.
- After a ball is batted, base runners are permitted to advance at their own risk UNTIL a player has control of the batted ball within a chalk circle around the pitchers mound. Any Runners who have not reached at least half way to the next base, as determined by a chalk line placed equidistant between the two bases, must return to the preceding. If the runner is past the half way line they may continue on to the next base.
- Games will last 6 innings with no inning starting after 1 hour of play. Example, a game starts at 5:45, no inning may start after 6:45. The next inning is deemed to have started after the last out of the inning has been made.
- Overthrows that go beyond the playing field will result in all runners being awarded the base they are going to, plus one.
- No Bunting is permitted.
- The infield fly rule will not be in effect.
- Two coaches are permitted in the field with the defensive team.
- Catchers MUST were a protective cup.
- If the Batter hits an adult pitching coach with a batted ball the ball is “dead”. Pitch over.
- There will be early games only on wed. nights.
- All batters must wear batting helmets WITH facemasks during the regular season.
