Minutes of Cherry Willingham Parish Council meeting held 15 November 2010.

A Meeting of Cherry Willingham Parish Council was held in the Millennium Hallon Monday 15th November 2010 at 7.30p.m.

Apologies:Cllr Andrews & Parrott

The meeting was attended by several parishioners and time was allowed for each of them to speak as required. Issues highlighted were pot holes and line marking on the Parade and the proposal for a Marina between the River Witham and Fiskerton Road. A letter detailing the latter was left with the Council and all will be dealt with in the appropriate manner.

The meeting started at 7.43pm

2010/120 MINUTES

It was resolved that theminutes of the meetings held 18th October 2010 be confirmed and signed as a true record.

2010/121REPORT FROM FINANCE COMMITTEE ON BUDGET & PRECEPT SETTING

It was resolved to accept the recommendations on General Expenditure and a discussion took place regarding the items suggested under Project Funding. Some items will be deferred and the budget was cut on other suggestions, one additional item was raised following graffiti on the bus shelter. It was resolved that the suggested proposals are accepted with the inclusion of the reductions and cleaning of the bus shelter be referred to the Finance Committee. This allows the precept to be kept at last year’s figure with a 2% rise for inflation.

2010/122 ACTIONS TAKEN IN RELATION TO MATTERS ARISING

2010/89 2 Speed limit on Fiskerton Rd – notice received from LCC and displayed on notice boards for public comment by 6 December

2010/89 4 Boundary Commission. No action

2010/89 1 Ellis Charity return – actioned by RFO

2010/91 2 Proposed composting site at Fiskerton – resubmission of plans pending

2010/93 Installation of the bus shelter. Completed but the concrete base is not fit for purpose so there will be no payment until poor workmanship is remedied

2010/94 Meeting with Hill Holt’s Wood. Progress has been made and Cllr Welburn is preparing an application for a grant to pay for the work on the pond area this will allow the rest of the work load around the village to be costed in and viable.

2010/95 Item 2 Playing fields footpath - CllrsRobinson and Mason have met two officers of LCC who said that nothing could be done about ongoing maintenance because of financial constraints. One option they suggested was to remove the path and make good the playing field. We pointed out that the cost of doing this would cover a number of years of maintenance and stressed that this was a problem of their making with which the Parish Council cannot afford to be saddled. They agreed to revisit the issues and get back to us.

2010/109 The Development of a Parish Plan. Date (21 March 2011) for APM arranged with the Community School.Meeting arranged for 16 November with Fiona Lowe from Community Lincs so that we can receive further guidance about the process. Working title Cherry Willingham 2020 – A Vision and Plan for the Future of Our Village. We could ask the School to turn it into a graphic.

2010/110 Item 2 Matters referred by the Police – fence in alley – the Police have discussed this with the owners who do not want any action. We await further reports from them.

2010/111 (d) Extension to the Fiskerton Road East footpath. With LCC for resolution.

2010/114 Christmas tree and event. Planning is progressing well and it should prove to be an enjoyable event. For financial items see below.

2011/117 1 Cost of pond work. Verification has been received see below.

a)EMPLOYMENT- Progress is being made with appointment of a Parish Clerk and enquiries have been brisk.

b)FINANCE AND GENERAL PURPOSES – Following Cllr Mason’s visit to the Community School it has been agreed that the Council will pay the £500 granted towards the development of the 3G pitch. It was also agreed to accept the sums of £214 (Christmas tree), £155 (Miscellaneous items) and £100 (band) as costs for the Christmas tree lighting event.

d)FOOTWAYS & HIGHWAYS - Holes on the Parade are appearing again, LCC Highways are working with owners Banks & Long.

e)PLAYING FIELDS – Report received from the Playing Field Committee. Agreed to contribute up to £150 for signs to be designed by the school

2010/124 OTHER ISSUES

  1. Core Strategy/LDP (Local Development Plan) – the PC’s response will on the following lines.
  2. The physical space around Cherry Willingham must be preserved
  3. If new development is required it should be between the school & Hawthorn Road estate and include green space such as a new cricket ground.
  4. Public transport & roads must be improved
  5. We need development of the open space around the village, including access to the river & Water Rail Way.
  6. Chair’s action –Links built with the Children’s Centre and the Community School.
  7. Stead Award – Cllr Deeley will place an advertisement for nominations in the December CW News.
  8. New Parish Office – to be assessed as part of the Parish Plan

2010/125 CORRESPONDENCE

  1. Vine Community Church - report on summer activities towards which the PC made a £100 grant
  2. Lincolnshire CC ref flood risk assessment – return requested by end of November. Completed
  3. Lincolnshire CC ref claim for repayment in connection with highway verges amenity cutting – claim submitted for £3,931 – they indicated that the arrangement will continue in 2011/12
  4. West Lindsey DC preliminary notice of Parish, Town and District Council Assembly on 4 April 2011. Diaried.
  5. WLDC Council Tax Focus Group. Cllr Parrott will attend Gainsborough 3pm 9 Dec and Cllr Beattie, Welburn & Mason will attend Nettleham at 6.30pm on 14th Dec. All parishioners are invited to attend & give their views on budget priorities. Limited lifts are available.
  6. LCC Gritting Routes 2010/11. Noted

2010/126 GOVERNANCE & ADMINISTRATION

  1. It was resolved that Cllr Thain would replace Cllr Deeley on the Planning Committee.
  2. It was resolved that the vacancies on the Council would be re-advertised via the CW News.

2010/127 URGENT ISSUES RAISED BY MEMBERS

  1. Confirmation received from Ian Dawson of LRM Services re the dispersal of the pond residue and the cost of distribution to/by a local farmer.
  2. Action on possible Marina application.The Council will hold a Public Meeting once the plans have been submitted to WLDC in order that the specific details can be responded to.
  3. Footpaths & AccessLetters to be sent to LCC Footpaths Officer re the state of some footpaths.Cllrs Mason & Welburn will develop a plan of walks in the area.
