MINUTES OF THE 122nd ANNUAL GENERAL MEETING OF DELEGATES
MEETING:
The meeting commenced at 7.45pm with the President welcoming delegates and life members present.

MINUTES OF 2014-15 AGM:
The minutes of the 121st Annual General Meeting held on 27 May 2015 were taken as read and confirmed (East Box Hill CC/Nunawading CC)
FINANCIAL REPORT:
Treasurer Mr Michael Van Zuyden distributed the financial statements comprising Balance Sheet for the period ending 30 April 2016, Income and Expenditure Statement, and a List of Stocks Held as at the above date as annexed to these minutes.
The statements had been audited by Mr David Woollard
The report complied with Section 30 (3) of the Incorporated Associations Act
Questions arising:
(Vermont Sth CC): Was there a fine/charge for forfeits levied last season.
(Treasurer): Forfeit fines were levied based on time in the past, now they are levied regardless of time.
(Bulleen-Templestowe CC): Is there a concern about financial sustainability. It appears that without a substantial increases in sponsorship, there will be a deficiency, how can this be sustained.
(Treasurer): Bottom line still has the $17k ball royalties to be added and we have a stock of Grand Final medals that should cover next season.
(President): Experience tells us that there always will be peaks and troughs with income but we have meet our budgeted projections for this year. We will always continue to try and improve our sponsorship dollars (eg the live stream which broke even this year) as we do not want to rely on fines etc to sustain growth. We have tried to keep costs to the clubs to an absolute minimum so we see the Assn. as a sustainable entity that has a lot to offer potential sponsors.
(Vermont Sth CC): What is the $1600.00 Kookaburra ball royalties shown.
(Treasurer): That is a catch up from the previous season

The President declared all positions of office bearers and members of committees of the Association were now vacant and called for the election of new office bearers and members of committees to hold office until the 123rd Annual General Meeting of the Association.

NOTICES of MOTION: These had been circulated and discussed at the previous delegates’ meeting
1.BHRDCA Competition Rules:As presented and discussed at Pre AGM Delegates meeting.
Rule 1:Competition:
i) Proposed change of wording to read
“If no play is possible on the complete day or daysof any scheduled match, and where a 1st Innings result has not already been achieved, such match will be declared a draw”
ii) Proposed additional clause
“All forfeits will be awarded 6 match points, except where these occur in an abandoned round, in which no points are awarded. The CoM will be the sole determinant of any round being declared an abandoned round”
iii) Deletion of clause and addition of an amended clause.
All byes will be awarded 0 match points, except where an additional bye occurs in the H&A season “For that team, the average match points for the round will be awarded based on Total Number of Winning Match Points Awarded for the Round/Number of Winning Teams who played in that Round, where the additional bye occurs”
In grades where an unequal number of byes occur, the final H&A Round ladder points, will be calculated by a Matches Won/Matches Completed ratio.
iv) Addition of a new Local Rule
Batsman requiring a runner. A batsman may make use of a runner, if, in the opinion of the Umpire (or where no Umpire is present – the opposing team Captain), the batsman sustained his injury during the course of the match. Any such runner must be equipped in the same manner as the batsman he runs for (pads, gloves,helmet etc).
v) Addition of a new Local Rule
Fieldsmen on the Leg Side. There is NO RESTRICTION on the number of fieldsmen allowed on the leg side, however in compliance with the ICC rule there must be NO MORE THAN ANY TWO of those fieldsmen positioned behind square leg at the time the ball is bowled. Failure to comply will result in a “no ball” being called.
All of the above Rule 1 Competition proposals were Carried.
Rule 2:Two Day Games
i) Playing Hours. Amendment to wording
“Playing time can be extended to make up time lost due to extreme conditions, bad light or exceptional circumstances. The extension of time is to be equal to the time lost up to a maximum of 30 60 minutes on either day after the scheduled stumps time, with the latest rescheduled time for stumps being 6.30pm 7.00pm. Any time lost on Day One can also be made up on Day Two.

‘If Team A is dismissed with less than 10% of the scheduled overs to be bowled on Day 1 remaining, then Team B can choose not to begin their innings until Day 2.

i) Eligibility. Additional clause.
“Junior Players (ie Players under the age of 12 years as at 1 September in the current season). For Junior Players under 12 years of age @ 1 September in the current season, parental consent MUST BE sought in writing by the Players Club before that Player takes the field in any Senior match. (such written consent will be made available to the CoM on request.)

Rule 13:Trophies and Shields
i) Clarification of clause.
In Two Day 80 over Grades, the winner of the batting average, must have scored at least 300 runs and have played in a minimum of six (6) matchesand have batted in a minimum of six (6) innings in that grade.

Rule 14:Forfeiture of Matches
i) Notification:- Change to Notification time.
Any Club failing to notify the Association Secretary prior to 8.00pm on any Thursday12.00pm on Friday prior to the commencement of the round that they will be forfeiting the game, shall pay the Association the total cost of Umpires fees for that match.

Any team forfeiting two (2) matches in succession, shallmay be adjudged to have withdrawn and shallmay be disqualified for the season at the discretion of the CoM.

Reference Service: 3AW News Service at 7.00am from which the predicted forecast maximum temperature will be used as the basis for the Extreme Conditions Policy.

(NOTE: Table 1 applies only to clubs fielding their 1st XI teams in Ray McIntosh Shield, Howard Wilson Shield and Dorothy McIntosh Shield Grades only. Clubs whose 1st XI teams are in A Grade or below are not required to comply.

Players of Player Type 4,5 & 6 (Refer Table 1 BHRDCA Player Points Table) who have not played at Premier 1st & 2nd XI level, VSDCA 1st XI or above for the past 5 seasons, will be deemed to be a Player Type 3 when joining a club.

All players, other than Type 1, will have their point allocation reduced by 1 point, following the completion of 2 1 seasons at the Club.

Attachment 6:Split Innings Rules
i) Proposal to amend the Rules governing batsmen returning to the crease following compulsory retirement. (Nunawading CC)
“Where a player is compulsory retired on reaching the score of 100 (Two Day matches) or 50 (One Day matches), they shall be allowed to return to the crease upon the fall of the last available wicket. Should more than one batsman be compulsory retired, they may return to the wicket in the order of their retirement”

ii) Clarification of Playing Conditions
- Bowlers may bowl a maximum of 15 overs per innings (to the first 64 overs of the innings & after that there are no restrictions) with a maximum of 8 overs per bowler per 32 over split session.
- A batsman must retire on the ball at which they reach 100 (50 for One Day Matches)
- A team may have Thirteen (13) registered players of which any combination of 11 players can bat, bowl and field. There are only 11 on the field at any one time and 10 wickets only can be taken as per normal playing conditions.

i) Inclusion of new clause
“Permit Committee Approval – To play under Permit Conditions, a permit must be approved by a Permit Committee Member, before the player represents their Club on the field.”

All permits must be submitted to the Permits Cttee via My Cricket (only) by Thursday 8.00pm10.00pm prior to the match in which the Club seek to select the player.

iii) Clarification of matches played requirements for first post Christmas Two Day match.
A Permit is required for any Player that has previously played less than four (4)four (4) orless games in any higher grade earlier that season, if he is seeking to play more than two (2) club grades or more than four (4) Association grades below where he played his last match.

“In Semi-Final matches, Clubs with consecutive teams engaged, are permitted to freely interchange players within such grade levels provided that no player is permitted to move more than one grade level from that in which he last played”
