7. / PROPOSED EXTINGUISHMENTOF PARTS OF HOUGHTON REGIS FOOTPATHS NOS, 33 AND 36
In 2007 the former Bedfordshire County Council received two public path order applications under the Highways Act 1980 – Section 118, to extinguish a number of sections of footpaths added in the Sewell area as a result of the confirmation (with modifications) of a 2005 Definitive Map Modification Order.
The two public path order applications seek to: (Please see map at Appendix B)
1. Extinguish parts of Houghton Regis Footpath No. 36 between points V-W-X and Y-Z. Section Y-Z passes through a farmyard and meadow. Section X-W passes through a meadow and over and down a shallow slope into a railway cutting to connect to Sewell Greenway cycle route. Section W-V climbs up the almost vertical southern side of the railway cutting to connect to Bridleway No. 35.
2. Extinguish the pink-highlighted area of Houghton Regis Footpath No. 33; this is best described as being between points A-B-C and C-D. The section of footpath between points E-D will be retained to connect the remainder of the footpath to Sewell Lane. The retained route would be delineated by the current terrace to the west and by proposed sleeper revetments on the eastern side of the footpath. The footpath would have a width of between approximately 2.0 metres between these features. The southern end of the retained section of footpath passes across a parking area which is surfaced with loose aggregate.
This proposal was consulted on many years ago, but due to the passage of time and changes in the landscaping, consultation is being undertaken again. Any comments must be submitted by the 13th March 2015.
Recommendation: / To support the proposal.
8. / TEMPORARY CLOSURE OF PARTS OF HOUGHTON REGIS FOOTPATHS NOS. 26, 29 AND 30
CBC has given notice that an Order is to be made to temporarily close parts of Footpath Nos. 26, 29 and 30 to enable the construction of the A5-M1 link road. Please refer to Appendix C (attached) for full details. It is expected that the closure will take place from the 2nd March 2015 until the 1st September 2015.
Recommendation: / To note the information.
9. / APPEAL DECISION
Members are advised that the appeal against CBC’s decision to refuse planning permission for the following application has been dismissed by the Planning Inspectorate.
2014/02302/Full / Erection of 6 No. 1 bed apartments, landscaping and parking.
Land at Milton Way
Recommendation: / To note the information.
10. / PUBLIC PATH EXTINGUISHMENT ORDER
Members are advised that the Order to extinguish part of Houghton Regis Footpath No. 5 has now been confirmed. (See map attached as Appendix D). The Order came into operation on the 6th February 2015.
